REVIEWER: Loren Makus
ACTIVITY NUMBER: T03BU01937

SUMMARY: The "PRELIMINARY - NOT FOR CONSTRUCTION OR RECORDING" Grading Plan sheets, copy of Tentative Plat, SWPPP sheets, the Geotechnical Report, and Drainage Report were received. Engineering has reviewed the received items and does not recommend approval of the Grading Plan at this time. The Drainage and Geotechnical Reports were reviewed for Grading Plan purposes only. Address the following grading plan comments per IBC Chapter 36 Section 9.

DRAINAGE REPORT COMMENTS:
1. DS Sec.10-02.8.5.1.4: Clarify the discrepancies for freeboard accommodation for channels 1, 2, and 3 on plan view per Table 8 on Page 13 of the Drainage Report.
2. DS Sec.2-03.2.4.L.4: Explain and provide calculations to show how proposed drainage entrances are sized to capture flows exiting the existing CMP's just north of proposed lots 35 and 53 near Starr Pass Boulevard.

GRADING PLAN COMMENTS:
3. DS Sec.10-01.3.3.4: Some channel section names do not match section titles. For clarity, label each channel in the plan view per Drainage Report.
4. In the plan view and in several details on various sheets, type is superimposed, obscured by symbols such as for riprap or smaller than 12 point. Revise the plan for clarity.
5. Provide thickness and D50 for all riprap details.
6. Revise the channel depths in the plan view and in the details to provide the freeboard requirements.
7. Provide a detail or revise details to label the minimum distance between top of proposed slopes or retaining wall and the edge or proposed driveway.
8. Clarify pad elevation in relation to high point on typical lot details "A" & "B."
9. To provide the information that the grading inspectors required for performing their inspections, provide general lot dimensions and bearings; provide general dimension widths and lengths for all basins and common areas; Provide bearings for centerlines.
10. On sheet 6, revise detail S to clarify that the wall including its footing will be within a single property.
11. Several callouts on Sheets 4 and 5 provide incorrect references. Please clarify.
12. On sheet 6, clarify the slope indicated near the callout for detail T/6. The detail indicates that the slope varies.
13. In the details for channels 6 and 7 indicate that the riprap will extend to the WSE on both sides of the channel.
14. The drainage report identifies several lots as rear draining "B" lots. Identify all "B" lots on the grading plan.

SWPPP COMMENTS:
Address the following for the SWPPP:
15. Identify all operators for the project site, and the areas over which each operator has control;(Part IV.C.1)
16. Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications (including the ability to make modifications
in specifications). (Part IV.B.2.c)
17. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d)
18. Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c)
19. Show on the location map the receiving waters within one mile of the construction site. (Part IV.C.2.e)
20. Show, on the site map, locations where stabilization practices are expected to occur. (Part IV.C.3.d)
21. The text of the SWPPP indicates that it is not expected that any potential pollutants will be stored on the site. Clarify whether form oil, construction materials, construction waste or any other potential pollutant will likely be stored on site. Identify the location and describe any stormwater or non-stormwater discharges at the site associated with other pollutant sources
such as fueling operations, materials stored on-site, waste piles, etc. (Part IV.C.5)
22. Show lot drainage patterns on the
23. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c)
24. The operator must maintain the following records as part of the SWPPP. Provide pages to record the required information. (Part IV.D.4.c)
a. Dates when major grading activities occur. (Part IV.D.4.c.i)
b. Dates when construction activities temporarily or permanently cease on a portion of the site. (Part IV.D.4.c.ii)
c. iii) Dates when stabilization measures are initiated and completed and reasons for delay, if applicable, under IV.D.4.b. (Part IV.D.4.c.iii)
25. Describe construction and waste materials expected to be stored on-site. Provide a page or pages to record updates as appropriate. Describe controls to reduce pollutants from these materials including storage practices to minimize exposure of the materials to stormwater, and spill prevention and response practices. (Part IV.D.8.c)
26. Describe measures to sufficiently stabilize soil at culvert locations to prevent the formation of rills and gullies during construction. (Part IV.D.8.e)
27. Specify an inspection schedule in the SWPPP. (Part IV.H.1) Ensure that all of maintenance and inspection notes are consistent with the specified schedule. Choose either of the following:
a. The site will be inspected at least once
every 7 calendar days, or
b. The site will be inspected at least once every 14 calendar days, and also within 24 hours of the end of each storm event of 0.5 inches or greater.
28. Descriptions of the inspection reports should list all of the required components if a list is included. Revise the descriptions of the inspection program on the plan sheets to be consistent with the report and the general permit.
29. The installation details for the Silt Fence refers to a detail on sheet 3. Revise the reference to indicate the correct location of the detail.

The next submittal should address all the above items. Submit soils report evaluation or any addenda, revised Drainage Report, and revised Grading Plan. Include three copies of the Grading Plan and three copies of the SWPPP.
