Engineering has reviewed the received items and does not recommend approval of the Grading Plan at this time. The Drainage and Geotechnical Reports were reviewed for Grading Plan purposes only. Address the following grading plan comments per IBC Chapter 36 Section 9. DRAINAGE REPORT COMMENTS: 1) City of Tucson Development Standards (DS) Section No.10-02.14.3.4: The maximum of slope on maintenance access areas is 15%. Show maintenance access ramps and label slope grades on plan views of Grading Plan. 2) DS Sec.10-01.3.3.4: It appears from sheet 2 details that the basins are bermed. Provide calculations for the unattenuated flow and emergency spillway design. Label any erosion protection on plan view of Grading Plan. 3) DS Sec.10-01.5.1.6: Since southeast basin has low infiltration rate (percolation test #3) remove or update statement on page 12 regarding retention supplied in all basins. Also, clarify that retention requirements are met without this basin, and clarify retention volume for DET3 on Tables 9 & 12. 4) DS Sec.10-02.8.5.1.4: Some freeboard calculations do not match proposed labeled channel depths dimensions on Grading Plan. Update FREEBOARD Table in Hydraulic section of Drainage report to reflect revisions for grading plan. Revise details to match the correct freeboard calculations in drainage report. Specifically, provide calculation table for minimum depth of channels for: (i) CH1(inlet) 10.85 fps, d=.60' (ii) CH1 (also near STA 10+80) (iii) CH1(7%) 22.16 fps, d=.91' (iv) CH1(other percentages) (v) CH5(inlet) 10.35 fps, d=.58' (vi) CH5 30.04 fps, d=.37' 5) DS Sec.2-03.2.4.L.4: Explain and provide calculations to show how proposed drainage entrances are sized to capture flows exiting the existing CMP's just north of proposed lots 35 and 53 near Starr Pass Boulevard. 6) Provide calculations for pad elevations that reflect a design that prevents flows from streets entering lots 56, 62, 63, 68, 69, and 74. 7) DS Sec.2-03.5.2: For the concrete section of the catch basin entrance for detail D on sheet 8, provide headwater analysis to show that the catch basin can convey the 52cfs entering the basin at 35% slope with a velocity of 30fps as stated in the drainage report. Also provide headwater analysis for the catch basin entrance on sheet 7. GRADING PLAN COMMENTS: 8) On sheet 1, address the following: a) IBC Chap 36 Sec 11: A grading bond shall be posted for native seeding. GEOTECHNICAL REPORT COMMENTS: 16) The geotechnical report was submitted with this first submittal of the grading plan. The addendum attached to the report states that a former quarry or open pit mine may be located in the proposed development, centered 250 feet east of the western property line and north of Zeller Wash. Results from a geotechnical evaluation of this area must be submitted addressing all grading recommendations for this development. Further grading comments may be forthcoming upon resubmittal of geotechnical evaluation. 17) The geotechnical report shall specifically address all criteria listed in DS Sec.10-02.14.2.6. The soils report shall contain: a) technical information regarding soil classification, soil erodibility, soil permeability and infiltration rate, slope stability and ground water elevation; b) a recommended minimum setback from buildings and other structures; c) an evaluation of whether or not hydro-collapsing soils are present onsite; and d) the results of a minimum 30' soil boring. In conjunction with the soils report, either the soils engineer or the civil engineer of record for the development shall provide written certification to the City Floodplain (Engineering) Section, prior to issuance of a building permit, that the proposed buildings or structures are in compliance with the recommended minimum building setback from the retention/detention basin, as stipulated by the soils report. 18) As an RCP development, it appears that the geotechnical engineer will need to assess the small lot configuration for more specific grading recommendations for drainage. Otherwise, show how drainage from proposed homes will drain away from structures at a minimum of 15 feet as recommended in the geotechnical report on page 10. Specifically, show minimum setback distances on typical lot grading details that match the geotechnical recommendations. 19) For final Grading Plan resubmittal, provide the Phase 1 Environmental Site Assessment report and an addendum stating that the geotechnical engineer has reviewed the revised grading plans.
