The Stormwater Pollution Prevention Plan (SWPPP) does not meet the requirements of the AzPDES Construction General Permit. The following items must be addressed:

1. Provide a signed certification for each operator. (Part IV.J.1) Each operator must sign the certification statement on page 12.
2. The site plan and grading plans appear to have been substantially revised since the previous submittal. Revise all aspects of the SWPPP to account for the changes in the site plan. Show drainage patterns, discharge locations, stabilization practices and temporary sediment controls on a revised site map that conforms with the revised site and grading plans.

Revise the SWPPP to be consistent with these comments. Submit three copies of the revised SWPPP with the grading plan resubmittal. If you have questions about any of these comments or the remarks on the reviewed SWPPP, please contact me at 791-5550 ext. 1161.

SUMMARY: Engineering Division has reviewed the Site/Grading and Paving plans received on 4 June 2003. Prior to Site/Grading approval, the following comments must be addressed:

1. Please provide additional basin and outlet weir details and elevations, fully dimensioned and labeled, with adjacent grades noted. 100-year water surface elevation and detention storage volume provided on the plan. Include the proposed bleed-off, with in/outlet invert elevations labeled. See previous (un-numbered), grading comment from 1 May, and City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), sec. 2.3.1.6 A (Development Standard - DS - 10-02.0);
2. Revise the contour interval provided or clarify the proposed contour elevations - there appears to be .5' contour intervals in the detention basin vicinity;
3. The limits of grading on the Grading and SWPP Plans must incorporate all areas onsite where construction activity will occur under this permit, including the new addition and adjacent paving, pad and fill slope areas - revise Site Grading Note # 10, and SWPPP note(s) accordingly;
4. A right of way excavation permit will be required for any offsite improvements. Contact Department of Transportation - Permits and Codes Section at 791-5100 for permit requirements and inquiries;
5. Identify easements that are to be abandoned or revised, with recording information provided on the plan.

Please address all of the above comments. Resubmittal shall include a revised site and grading/paving plan. If you have any questions, I can be reached at 791-5550, extension 1189 or Dwillia1@ci.tucson.az.us.
