Stone Ave. Site Plan Review (1st review) TRANSMITTAL: August 22, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project is being reviewed as a change of use. Full code compliance is required. DS 2-02 2. The point of beginning for the legal description is the southwest corner of Block 38 rather than the southeast corner. Please revise property legal description to be correct. DS 2-02.2.1.A.2 Revise vehicle parking calculation (and parking variance note- see comment 6) to be based on total gross floor area (9,973 square feet). Required vehicle parking would be 9,973 square feet ÷ 200 square feet = 50 spaces required. Also, provide a calculation of on-site vehicle spaces provided. As noted, a Board of Adjustment variance is required if no on-site vehicle parking is provided (See comment 6). State the variance case number, date of approval, what the variances were approved for and conditions of approval on the site plan. DS 2-02.2.1.A.3 DS 2-02.2.1.A.38 4. Because Stone Avenue is a designated Major Street and Route, dimension the future MS&R ½ right-of-way width on the plan along with the dimension from center line to future curb location. Revise setback note on drawing and in the calculation notes to specify that the required MS&R street perimeter yard setback is the greater of twenty-one (21) feet or the height of exterior building wall measured from back of future curb location. DS 2-02.2.1.A.19 & .21 LUC 3.2.6.5 5. Dimension the actual building setback to the east property line, or provide the dimensions of the building. DS 2-02.2.1.A.6 &.7 6. Please clarify or revise the variance request statement "delete 39 of the 43 required parking spaces"on sheet G1.1. There are no off-street parking spaces shown on the drawing on this sheet. If some parking spaces are being provided on site, handicap accessible parking must also be provided and shown on the drawing. There are no handicap accessible parking spaces or ramps shown on the drawing or in the parking calculations on sheet G1.1. DS 2-02.2.2.A.4 ANS/ IBC 7. The on-site pedestrian circulation system must connect to Echols Avenue. The pedestrian sidewalk must be located so as not to pass through the area where trucks will be maneuvering/parking for loading and for solid waste collection. DS 2-08.3.1 & .4.1 8. Because this is a change of use, with full code compliance required, please remove the statement regarding non-conforming status in note 7 under parking requirements. LUC 1.2.7 9. Provide a bicycle parking calculation stating number of spaces and class of bicycle spaces required and provided. As noted, a Board of Adjustment variance is required if no class 2 bicycle parking is provided. State the variance case number, date of approval, what variances were approved for and conditions of approval on the site plan. DS 2-02.2.2.A.4 DS 2-02.2.1.A.38 10. In addition to stating the maximum allowed FAR, state the provided (existing) FAR in the calculation. DS 2-02.2.2.A.3 11. Provide existing and future sight visibility triangles at the intersection of Stone Ave and 4th Street. Provide existing sight triangle at the intersection of Echols Ave and 4th St. DS 2-02.2.1.A.21 12. If easements exist on the site, please show their location, type, width and provide recordation information. DS 2-02.2.1.A.20 13. The nine parallel parking spaces shown along 4th Street scale to only about 17 feet in length. The minimum required length of parallel parking spaces is 23 feet. These spaces, located in the public right-of-way, may not be used to meet on-site parking requirements. DS 3-05.2.1.B.2 14. No landscape plan has been included with this submittal. The site plan must be accompanied by a landscape plan with information specified in DS 2-07. Also, the proposed refuse container must be screened. As noted, a Board of Adjustment variance is required to delete landscaping and screening requirements. Place the variance case number, date of approval, what variances were approved for and conditions of approval on the site plan.
