Stone Avenue Wildcat House Parking Lot Expansion Site Plan Review (1st review) TRANSMITTAL: September 27, 2001 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. CODE SECTION/ DEVELOPMENT STANDARD 1. This project was reviewed for full code compliance as a result of the greater than 95% expansion of parking lot area. It has been determined by the planning department that this establishment is considered a bar and therefore all comments are based on the Alcoholic Beverage Sales, Development Designator "34" Subject to LUC section 3.5.4.19.C. Please revise the use in the general notes as required. Add the development designator and the subject to section number as noted above. 2. An affirmation affidavit and a parcel tax code combo of all lots, which make up this site, will be required prior to approval of the site plan. It is clear that the southwest parking lot and the proposed parking area in the northwest quadrant of the block are adjacent to public right of way (alleys) and therefore cannot be combined. The affirmation affidavit must include verbiage to the effect that these two parcels are essential to the function of the establishment for vehicular parking and may not be sold as a result. A parcel tax code combo will be required for three parcels adjacent to Stone Avenue. A copy of the affirmation affidavit must be provided with the next site plan submittal for review prior to recordation. I have inquired with the Dorothy Robles of the COT Real Estate Department with regards to vacation of the public alleys. I am not sure at this time of the outcome but if approval for vacation of the public alleys is granted all parcels will be required to be combined into one parcel tax code. The affirmation affidavit must be written to include all parcels. DS 2-02.2.1.A.2 3. If the alleys are abandoned and the combining of the alleys with the existing parcels will be required. The overall distance and bearings will change and must be revised. DS 2-02.2.1.A.5 4. Vehicle and bicycle parking spaces were calculated on the "Alcoholic Beverage Service". The Parking is based on one (1) space per 50 square feet of gross floor area. The number of required vehicle parking spaces for this development is 200. Please revise the general note 11. The bicycle parking is based on eight (8) percent of the total number of vehicle parking spaces provided. Based on the 206 vehicle parking spaces provided a total of 16 bicycle parking spaces is required with 50 percent class one and 50 percent class two facilities. Revise the bicycle parking calculations in general note 11 as required and show the class one facilities on the site plan and add a fully dimensioned detail drawing of the class one bicycle parking facilities. The vehicle parking spaces along the north side of the building must that abut the sidewalk must be provided with wheel stops or the sidewalk must be a minimum of six and one-half (6-1/2) feet wide and physically separated from the parking area. DS 2-02.2.1.A.8 And DS 2-02.2.1.A.9 5. If applicable, show the exiting or proposed freestanding parking lot or outdoor lighting layout. DS 2-02.2.1.A.25 6. Per LUC 3.7.3.6, the screen height may be reduced to 30" if located across the street from nonresidential zoned property or nonresidential uses. Include adjacent zoning and use information. 2.
