| 12/12/2001 | DAVID RIVERA | ZONING | REVIEW | Denied | 1. Based on the proposed legal description, it appears that a lot split or lot line movement/lot reconfiguration is to be made. Please confirm if the either is proposed. Please provide copies of the recorded legal descriptions of both parcels with the next submittal. (The site plan will not be approved by the Zoning section until the until confirmation of the proposed lot reconfiguration has been made and the recorded legal descriptions are provided for review.) DS 2-02.2.1.A.2 2. Add to sheet A2, the distance and bearings of the existing and proposed lot lines for clarity when referring to the legal descriptions. DS 2-02.2.1.A.5 3. The street perimeter building setback should be revised to the allowed building setback based on 3.2.6.5. B. Tanque Verde Road is a designated as an arterial street on the Major Streets and Routes Map. The allowed building setback along the Tanque Verde street side is 21 feet from the back of the future curb location. Tanque Verde Road is to be widened to a maximum of 150 feet total with a 75 feet half right-of-way. The future curb will be located 12 feet from the future property line. Revise the notes regarding the street perimeter building setback under the Land Use Code Block as required. DS 2-02.2.1.A.7 4. A parking calculation must be added to the Land Use Code block. The required and provided number of vehicle and bicycle parking spaces must be stated. The vehicle parking calculation for a financial use is based of one (1) space per 175 square feet of gross floor area. The bicycle parking is based on eight (8) percent of the number of vehicle spaces provided, of which 75 percent must be class one and 25 percent must be class two. Add the calculations as required. Twenty five percent of the required bicycle spaces must be class one spaces. The class one spaces could not be verified on the site plan. Please indicate on the site plan the location of the class one facilities. DS 2-02.2.1.A.8 DS 2-02.2.1.A.9 5. Existing and future sight visibility triangles must be shown on the site plan at both points of ingress and egress. DS 2-02.2.1.A.10 6. The following items must be addressed. a. The southwest point of ingress must be dimensioned. Label the entrance as one way if the entrance is less than 24 feet wide and is not intended for two-way traffic. b. Dimension the drive-through lane. The minimum width for a drive-through lane is 11 feet. For land use with two or more drive-through lanes the required stacking capacity for each lane is four spaces including the one at the window. Demonstrate that each drive-through lane provides for vehicle stacking spaces. DS 2-3-05.C.2.a-.d c. The width for a two-way PAAL is 24 feet. The width must be continuous wherever two-way traffic is allowed. Revise the PAAL area within the southeast corner of the parking lot. The refuse container and the angle of the proposed property line have reduced the required width for a two-way PAAL. d. A minimum distance of one (1) foot must be maintained between any open structure and a PAAL. The distance is measured to the closest part of the structure i.e. the roof overhang. Revise the covered parking to provide a minimum of 26 feet between the two structures. (The edge overhang for the covered parking must be one (1) foot in from the back of the parking space.) The same is true for the bicycle covered parking revise as required. DS 3-05.2.2.B.2 e. A back up spur is required at the end of a row of parking. The southeast corner of the parking lot must be provided with a back up spur as demonstrated in development standards 3-05.2.2.D. f. Parking spaces that abut landscape borders, walls/buildings, sidewalks or property lines, must be provided with wheel stops. The wheel stops must be placed two and one-half (2-1/2) feet from the front of the parking spaces. Revise as required. DS 2-02.2.1.A.11 7. Pedestrian Circulation Paths Required. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces. Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor's yards, or similar uses, are not required to have sidewalks constructed in conformance with this Standard, as long as adequate pedestrian refuge areas are provided. Within this pedestrian circulation path, an accessible route is also required. The accessible route must connect all areas of the development and the pedestrian circulation path located in any adjacent streets. This accessible route may be identical to the pedestrian circulation path. The areas within the development which must be connected include, but are not limited to, all places of public accommodation, all buildings, all parking spaces designated for use by the physically disabled, all recreation areas, all dumpster areas adjacent to accessible buildings, and all other common use areas. Areas within the development, which are not required to be connected to the pedestrian circulation path, as listed above, are also not required to provide an accessible route in those areas as long as at least one (1) accessible route is provided from at least one (1) street fronting on the development to the main entrance of the development on the site. Sidewalks: Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means, except at crosswalks, and must meet the following locational requirements. A. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project. B. A sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. (See Figure1.) C. A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. (See Figure 2.) D. Sidewalks must connect all areas of the development and must also connect to the pedestrian circulation path located in any adjacent street. E. Sidewalks shall be flood free for all storm discharges of up to a ten (10) year flood event. F. Sidewalks or pedestrian refuge areas may not be located between any motor vehicle parking space and the PAAL providing access to that space. Provide sidewalks as required. DS2-02.2.1.A.12 DS 2-08.3.0 -.4.0 8.The proposed location of the monument sign appears to be within sight visibility triangle. Relocate the sign out of the sight triangle as required. DS 2-02.2.1.13 DS 3-01.5.l.A.1 9. This development is required to provide two 12'x35' loading spaces. Please show the location of the loading spaces including dimensions and maneuvering areas into and out of the loading spaces. A loading space calculation for the number of loading spaces required and provided must be added to the Land Use Code block. DS 2-02.2.1.A.14 LUC 3.4.5.3 table 3 10. Add the existing and proposed major streets and routes dimension for the Tanque Verde Road. The existing and future curb to property line dimension must be included. DS 2-02.2.1.A.19 DS 2-02.2.1.A.21 11. If applicable all easements of record or proposed easements must be shown on the site plan and labeled. The recordation information, location, width, and purpose of each easement must be labeled. DS 2-02.2.1.A.20 12. All walls taller than 6'-0" will require approval through a Lot Development Option process. Indicate on the plan the locations or sections of the wall will be taller than 6'-0" in height. See additional comments by the Landscape Reviewer regarding screen walls, landscape borders, and NPPO requirements. DS 2-02.2.1.A.27 13. The refuse container must be relocated from the proposed location. The proposed location of the refuse container will not allow for the full 24 feet required for the two-way PAAL. Relocate as required. See additional comments by the Engineering Review section regarding location and maneuvering area. DS 2-02.2.1.A.32 14. All changes made to the site plan must be reflected on the landscape plans. Please ensure that the site plan and the landscape plans match. DS 2-02.2.1.A.C 15. Please revise and add all required Land Use Code calculations. (Loading spaces, vehicle and bicycle parking etc.) The floor area ratio calculation should be based on the gross lot area 57,303.42 square feet, revise as required. DS 2-02.2.2.A.1-.6 16. Clarify what the classroom is to be used for, i.e. employee training, proposed charter school classes. Additional comments may be forthcoming based on the proposed use of the room labeled as classroom. |
