COMMENTS: Please resubmit revised drawings along a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-07. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Final plats, block plats, minor subdivisions, and condominium plats shall be prepared according to the requirements provided below. Hereafter referred to as "plat" or "plats." A final plat serves as a survey document suitable for recordation of all or part of an approved tentative plat, if applicable. The final plat must conform to the approved tentative plat or site plan in lot configuration, design, and required conditions of development. The final plat, once approved, is recorded in the Pima County Recorder's Office. The final plat is kept on file and becomes part of the permanent record for the subject site. (Am. Admin. 2-07.3.0 SUBMITTAL TIMING
Review of final plats is normally initiated after the tentative plat has been approved, unless concurrent tentative and final plat submittal has been approved by the PDSD prior to submittal. Final plats may also be submitted for review prior to the approval of a tentative if a minimum of one review of the tentative plat have occurred. In any case, submittal of the final plat prior to approval of the tentative plat is done at the applicant's risk since changes could be required of the tentative that may affect the final plat.


2-07.5.1.H - The Subdivision Case number assigned to the final plat and the DP case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block. If the property is subject to a rezoning case, the C9-__-__ rezoning case number is to be noted also.

1. COMMENT: This Final Plat has been assigned the PDSD Subdivision case number S18-094. List it next to the title block of all plan sheets.


2-07.5.2.J If applicable, add the following note: "This subdivision is subject to Ordinance No. ____ which established zoning in the _____________________ Annexation Area."

2. COMMENT: Add the above statement and fill in the blanks accordingly; ordinance "# 1895" and annexation name "North To Roger Rd. And East To Kolb Rd".

2-07.5.3 Standard Paragraphs
The plat must include the following statements, as applicable. All signatures must be in permanent, black, India ink and be accompanied by a notary signature and seal.


2-07.5.4 Proposed Subdivision Information
Provide the following information on the plat:

2-07.5.4.A. Indicate the name and width of each street, alley, easement (type), and drainage way within the subdivision boundary being created by this plat. Label each as public or private, along with the appropriate dedication notation;

Protective covenants or Covenants, Conditions, and Restrictions (CC&Rs) establishing responsibility for construction, maintenance, and ownership of any proposed common area, open space, private street, or similar joint use, when needed, will:

5. COMMENT: IN the CC&R's document It is suggested that the 2018 Date be changed to 2019. It does not appear that this project will be approved and before Mayor and Council for approval before the end of the year.

Tucson Electric Power Co. (TEP) has reviewed the Final Plat for Mountain Enclave, Lots 1-76 submitted November 1, 2018, and is unable to approve the plat at this time. An approved preliminary construction drawing must be signed and returned to TEP, at which time easements for TEP facilities currently shown on the plat will be verified for consistency and TEP approval. There are existing overhead electrical lines located within the boundary of the subdivision. The developer is responsible for all costs associated with the removal or relocation of the existing facilities.

An approved Tentative Plat is still pending.

It is noted that the requested 10' x 10' easements for all TEP cabinets are shown on this 1st submittal of the Final Plat. Due to the proposed encroachments within these easements, the developer must agree to a Consent Agreement under which TEP will allow the encroachments. The Agreement will be recorded with the Pima County Recorder's Office and must be referenced on the final plat.

The above referenced project has been conditionally-approved by the City Development
Review Committee (CDRC) to prepare for Mayor & Council approval. Please submit five
(5) weeks in advance to the next available Mayor & Council meeting, December 17
th, 2019.
Please take the following actions and submit the following items at the permit counter:

1. Address Zoning, Engineering, Assessor, and TEP review comments along with
comment response letter.

2. Original set of executed and notarized (permanent, black ink only) Final Plat on
double matte océ or photo mylar. Fill in blank for 'filed at the request of ____'.

3. Title report current within the last thirty (30) days or statement from Title Company
certifying the title report previously submitted is still valid.

4. Check or money order made payable to “Pima County Recorder” in the amount of:
$20.00 per plat page plus a flat $4.00 handling fee, along with flat $30.00 fee per
document for Consent to Dedicate and CC&R (if applicable). The City pays to record
the Assurance Agreement. If you are unsure of the fees, please call the County
Recorder’s Office at 520-740-4350. Check must be pre-printed with name and
address and dated within 45 days of the scheduled Mayor & Council meeting.

5. Original set of executed and notarized CC&R (if applicable).

6. Original set of executed and notarized Assurance Agreement (if applicable). For
Third Party Land Trust, provide original Agreement to Construct, original
Amendment to Trust, and copy of Trust Agreement.

7. Property owner(s) and consultant mailing addresses to receive notification one (1)
week prior to and following the Mayor & Council meeting.

8. Upload a PDF scan of executed Plat, CC&R (if applicable), Assurance Agreement (if
applicable), and title report to www.tucsonaz.gov/file-upload-pdsd.

The Final Plat, CC&R, and Assurance Agreement must be approved at the same Mayor &
Council meeting. The City Development Review Committee ensures the Assurance
Agreement is reviewed by the City Attorney’s Office prior to the Mayor & Council
meeting. The recorded CC&R will be mailed to the address on the cover sheet. The City
Clerk’s Office keeps the recorded Final Plat and Assurance Agreement. A copy of the
recorded Final Plat and Assurance Agreement will be available on www.tucsonaz.gov/pro.
