Final Plat - 1st Submittal, P16WS00016 (S16-018) Review Letter

Pima County Regional Wastewater Reclamation Department (RWRD) received this Final Plat and RWRD is requesting additional information for the above referenced submittal received on February 24, 2016. The following revisions are requested:
1. The Preliminary Sewer Layout (PSL) must be approved before the Final Plat can be approved.

2. Registered Land Surveyor (RLS) must sign and date plans or stamp plans "Preliminary, not for construction".

3. The parcel information I have from the Assessor office identifies the owners of both parcels as "Limberlost Lenders, LLC". Verify the parcels are now under a Trust with Fidelity National Title Insurance and provide the Trust Number.

4. There is existing public sewer (SDG-028) on-site. The as-built plans for SDG-028 identifies a 22' easement (document attached). All easements relating to public sewers need to be shown with recording information. My limited research did not locate recorded documentation for such easement.

5. Provide a copy of the 10' utility easement shown as Dkt 501 Pg 262. In my research I was unable to locate a copy using the numbers provided.

6. Label the "street name" for Common Area "A" (private street).

7. Common Area "B" (Landscape and Drainage) must adhere to landscape and planting guidelines. If there will be a public sewer easement add the following General Note:

"The landscaping within all public sewer easements shall be in accordance with the Landscape and Planting Guideline for public sewer of the Engineering Design Standards 2012, subsection 7.7"

8. For your information, the PSL plan identifies private sewer will be built. Will there also be any new public sewer?

9. In light of the plans having public sewer and private sewer in a private street, RWRD request a separate Common Area be created over the location of all public sewer or provide documentation that a dedicated sewer easement exists that comply with current standards.

In addition, the Dedication for the public sewer in a private street will need to adhere to RWRD Directive ENG2015-01. See example below:

"Grantor hereby irrevocably grants and dedicates easements to Pima County for access, installation, construction, maintenance and replacement of public sewer systems in all Common Area "__" designated by this plat".

The Dedication shall also include language in reference to the "private sewer". The complete review of the Dedication will be completed with the next submittal.

10. Do not submit the corrected Final Plat until approval of the PSL and the comments from all of the other agencies have been addressed. Plans shall mirror each other in reference to the sewers (public & private) as well as easements and Common Areas.

The next submittal will be the second submittal for this Final Plat. The RWRD review fee for the second submittal will be $50.00 (Per PC Code, Title 13.20.030.A.2).

03/21/2016 ARUIZ1 ENV SVCS REVIEW Approved The City of Tucson - Environmental Services Department (ES) has completed our review of the final plat for Carlton Circle Homes, Lots 1 through 8, located along the south side of Limberlost Drive in the City of Tucson. The proposed residential subdivision is 2.7 acres in size and will contain 8 single family residential lots. Private roadways are proposed to be constructed on all four sides of the 8 lot subdivision.


The proposed parcel of land along the south side of Limberlost Drive is within the service area of the City of Tucson ES for refuse and recycling material pick up. Private solid waste collection companies also provide waste collection services for the proposed residential development area. The property owners will be provided plastic containers for refuse and recycling material storage at each residential property. The plastic containers will be rolled out to the back of the curb for pick up on a schedule yet to be determined. The proposed right-of-ways for the private streets are sufficient to allow for ingress and egress by the refuse collection vehicles.


Based on this review, ES approves the final plat for the Carlton Circle Homes subdivision from a solid waste standpoint. Please let me know if there are any questions concerning this review.

The presence of manholes in a private sewer collection system and a total flow from multiple buildings in excess of 3000 gallons per day will require review of the sewer design by the Pima County Department of Environmental Quality. Submit the design to PDEQ at 150 W Congress St, 1st Floor (520-724-7382). A separate plumbing permit from Development Services will be required for construction of the private sewer collection system.
2. Show the approximate point of connection to the proposed private sewers for each lot. Compare the finish floor elevation for each lot with the elevation of the next upstream manhole and evaluate the need for a backwater valve. Reference: Section 715.1, IPC 2012, as amended by the City of Tucson.
