Plat – 3rd Submittal S07-156 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the as submitted. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. The Zoning Review Section approves the tentative plat for this subdivision, subject to the following changes on the executed tentative plat. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised tentative plat to verify that those changes do not affect any zoning requirements. 2. The following two items are still outstanding and must be addressed. a. The parking spaces north of the building on lot 14 must be provided with wheel stops. b. Per your response the pedestrian circulation to the dumpsters are to be added during the CD's review. The plan cannot be approved until the circulation is provided. At this time there appears to be sufficient area around the west of the building on lot 13 and the east side of the building on lot 14 to provide the necessary sidewalks. CDRC Engineering SUBJECT: Old Vail Plaza S07-156, T15S, R15E, SECTION 26 RECEIVED: Tentative Plat, Landscape Plan and Drainage Report on March 11, 2009 The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made: Drainage Report: 1. Based on a recent field visit, the steep slope, on the north side of the property appear to be steeper than 2:1 (the slope appears to be closer to 1:1 in some areas). The slope appears to be unstable and shows evidence of erosion, scour and collapse in several areas, which might be an indication of the slope instability. This issue needs to be addressed satisfactorily in the geotechnical report and stability analysis may need to be performed at different locations along the slope. Additionally, the setbacks from this slope need to be determined based on how stable the slope is and/or on the proposed slope stabilization and protection methods. 2. Provide a proposed conditions table that shows the runoff reduction resulting from the proposed drainage scheme and retention basins. The runoff information on Drainage exhibit E-2 shall match the information in the required table. Tentative Plat: 1. An approved DSMR is required to modify the substandard width for the P.A.A.L's leading to the water well site. Additionally, it is not clear how the P.A.A.L's are made part of Lot 17. Show clearly Lot 17 lot lines including bearings and dimensions and the proposed gates. 2. Please be advised that any proposed slope protection shall have the appropriate key-ins, which are based on the recommendation of the geotechnical report. Additionally, any part of the proposed slope protection proposed to be installed within the City of Tucson well site, will require COT Water permission. 4. Show on the plat all applicable building setbacks, including slope and ponding water setbacks, as required by (D.S. 2-03.2.4.M). 5. Based on a recent field visit, the topography does not look like the information shown on Detail E. Address this issue and revise as needed. 6. Keynote #36 is not clear. Will the screen wall be 5' high or will the entire wall (i.e. screen and retaining) be 5' high. Additionally, It seems that Screen Wall Standard Detail 109 should be referenced in Keynote #36. 7. Wheelchair ramps Details 7, 8, 9, 10 and 15 are not standard. Revise all wheelchair ramps details to match the standard detail and reference the applicable Standard Detail numbers. Modifying the standard wheelchair ramps requires and approved DSMR. Revise the wheelchair ramps on the grading plan. 8. Call out the retaining walls on Details F, G and H. Please be advised that retaining walls may require separate permits. 9. Provide additional spot elevations in the driveways and PAAL's centerlines. 10. Show, on all applicable details, steel reinforcement for all concrete ramps and spillways. 11. Reference Concrete Curb Terminal Section Standard Detail 212 on Detail 2 and revise the detail accordingly. 12. Provide a detail that shows the bleed pipes with the proposed 6" orifice openings at the inlet of all detention basins bleed pipes. The pipe inlet and outlet inverts and slopes shall be provided. Please be advised that the orifice shall be installed closer to the pipes inverts. 13. It appears that the sidewalk is blocked on one side of the ramp in Detail 15. Tucson Water identifies Lot 17 as one of these seven wellsites to be dedicated, per Agreement (Exhibit A) Paragraph 7 of Resolution No. 12993. Request Tucson Water/New Development be contacted concerning conveyance of this wellsite prior submission of final plat. -Concerning the ground elevation of Lot 17, General Notes, item 16., state "No grading beyond what is necessary for building sites...". In light of this, Tucson Water has requested the following; "The lot earthwork shall keep well site grade at an elevation equivalent to the average final grade of the adjacent surrounding parking lot paving.
