Items reviewed: Tentative Plat and Landscape Plan

land use plan(s) – Houghton Area Master Plan

Parks and Recreation Department Staff has reviewed this proposal and offers the following comments:

The tentative plat is CONDITIONALLY APPROVED, subject to minor revisions, as noted below. The Landscape Plans are APPROVED. Staff’s comments are as follows:

Please insert the following new general note before note #61(it might be helpful to renumber and rearrange the notes):

“Prior to approval of the first final plat, the following shall be determined: a) whether the rail bed shall be preserved, and b) whether the rail bed shall be included in the public trail corridor easement. By way of this note, it is acknowledged that the width of the public trail easement in Common Area C will be determined as part of the final plat review process.”

Please modify note # 65 to read as follows. New text to be added is underlined. Also, the newly modified note #65 should appear directly after note #1 above, and before general notes #61 and 62.

“If feasible, based on the results of an environmental site analysis (ESA) to be performed by the owner/developer, the historical Esmond Station Rail Bed shall be preserved in place to the extent reasonably practicable, provided, however, that owner/developer shall have the ability to perform reasonable maintenance and/or make any reasonable enhancements to the rail bed area. If it is determined that the rail bed will not be preserved, general notes # 61 and 62 shall be disregarded.”

Please revise keynote 38 on sheets 21, 24, 27 and 29 to indicate that the meandering walkway will be12 feet wide (and not 10 feet wide).

S07-110, Mountain Vail Estates

Based on a meeting with Development Services Department (DSD) staff on October 7, 2007, changes on the tentative plat to address the above comments may be made on the mylars. However, prior to bringing the mylars to DSD for final approval, they must be submitted to Parks and Recreation staff for review and approval. This can be done on a walk-through basis. It is requested that Stantec staff contact Joanne Hershenhorn at 837-6965 to schedule an appointment.

The Parks and Recreation Department does not normally review final plats. However, based on the above comments, the Parks and Recreation Department needs to be included in the final plat review process for this project.
