Parks staff has requested that the rail line corridor be granted to the City of Tucson for public, non-motorized recreational trail purposes, subject to a review by City staff of an Environmental Site Assessment (ESA), as the rail bed contains ballast. Pending receipt of an “OK” from City of Tucson Environmental Services and Attorney’s Office staff, it is acceptable to show the Esmond Station Rail Line Corridor as Common Area “C”; grant a public, non-motorized recreational trail easement to the City for the rail line corridor; and have the corridor maintained by the Homeowner’s Association (HOA), subject to the easement being written so that it can be maintained by the City Parks and Recreation Department if the need arises. Detailed Section Through Trail Corridor. Thank you for providing General Notes 61 and 62, and typical trailway corridor section 2 on sheet 6. In addition to the typical section, please add a detailed section through the trail corridor, showing that the rail bed will be preserved in place. Also indicate on the plat where the rail bed will be preserved in place. Trail Width. As per previous discussions, the asphalt trail needs to be 12 feet wide; a 10-foot width is not acceptable. Please revise detail 2 on sheet 6 and keynote 38 on the plat, and revise the landscape plans accordingly. Trail Design. Staff acknowledges that the trails have conceptually been shown at a cross slope such that drainage will flow across them. Mountain Vail Estates, S07-110 Rail Bed Corridor/final plat. Because the rail bed shows up as a topographic feature on the tentative plat, it is easily identifiable, and serves as a feature around which the trail and landscaping within the corridor can be located. However, no topographic information will be provided on the final plat, which will make it difficult to ascertain whether the public trail corridor easement is correctly located relative to the rail line. Staff requests that the topographic rail bed feature be shown in a surveyable manner on the final plat for reference purposes. f) Interpretive Display. Please revise the wording of General Note #63 so that it reads as follows: “The owner/developer shall provide an interpretive display along the Esmond Station Rail Line Corridor. Prior to its construction, display details shall be approved by the City of Tucson Parks and Recreation Department.” g) Esmond Station Public Trail Corridor. It is acceptable to grant a public trail easement over Common Area C, however, the intent to dedicate must be clearly shown along the corridor. Please place a note along the corridor (on each plat sheet as appropriate) that says, “Non-motorized, public trail easement to be granted to the City of Tucson by final plat. Easement wording to be approved by Parks and Recreation Department.” h) Phasing of Trail Corridor Improvements. Please add the following General Note: “This project will be constructed in phases. The trail corridor improvements along the Esmond-Station rail line corridor may be constructed in entirety at the beginning, or in phases B, C, D and G. If these improvements are phased, they must be constructed, inspected by, and acceptable to the City of Tucson prior to the release of the first occupancy permit for a dwelling unit in each respective phase.” 2) Miscellanous Comments As the owner/developer has declined staff’s request to show recreational facility details on the plat, as per plat keynote 23, please add the following General Note: “Improvement plan number _________ for this project, showing the type and location of recreational improvements, must be reviewed and approved by the Parks and Recreation Department, relative to recreational facility details.” As per Development Services, the specific improvement plan number must be provided on the tentative plat prior to tentative plat approval. On sheet 21, there’s a section through the roadway in the vicinity of lot 165 and the large park area to the west, and a callout for detail 14 on sheet 7, however, the detail does not match the section (there is not an 8-foot meandering pathway shown in this area). Please revise so that the detail and section match. Mountain Vail Estates, S07-110 Thank you for providing trail signs along the trail where it crosses the two onsite roadways (Granite Gulch Way and Atterbury Wash Way). Please also provide trail crossing signs along the roadways, so that motorists will be aware of the trail crossings. The roadway trail crossings are to be of a different texture and color than the surrounding roadway. Please show the signs and roadway crossing details on the plat. Please add keynote 17 to the 8-foot pathways between lots 475 and 476, 352 and 353, 365 and 366, and 372 and 373; south of lots 410-423; west of Common Area B-10; east of lots 1-8; and west of the large park at the northwest end of the Esmond-Station rail line. It is possible that some of these are on the plans but they may have been lost when staff cut and pasted the plans together. On detail 13, sheet 10, please indicate that the Esmond Station Rail Corridor is in Common Area C, not B. Part A, North of Mary Ann Cleveland Way – Staff’s previous comment has been addressed – thank you. No additional comments. Parts B and C, South of and Adjacent to Mary Ann Cleveland Way (includes large park area at northwest end of rail corridor) Parking for Large Park west of Lots 160-168. As previously requested, parking in accordance with Land Use Code requirements must be provided onsite. It is staff’s understanding that parking will be provided on the two streets that border the park. Detail 14 on sheet 7 (along Green Park Drive) shows an 8-foot parking lane adjacent to the park, however, detail 2 on sheet 7 (along Atterbury Wash Way) does not show a parking lane. It must be demonstrated that sufficient parking near the park will be provided. As requested previously, please show on the plat the number of parking spaces required per the Land Use Code, and the number of parking spaces provided. Show the parking spaces provided near the park on the tentative plat. Parts D and E (southwest portion of project) Vehicular Access. Based on discussions with the owner/developer on 7/31/08, a 10-foot-wide, public access easement with removable bollards will be provided from Crowley Brothers Drive to Common Area B (west of lots 243-246), as previously requested. The intent is to provide vehicular access from onsite, should the need arise. Please show this easement on the plat, including how it will be dedicated. Parts F and G (southwest portion of project) Pedestrian Connectivity. On sheet 31, please demonstrate pedestrian connectivity between the end of the spur trail along the western edge of Common Area B-10 and the sidewalk along Granite Gulch Way near lot 409. Mountain Vail Estates, S07-110 Atterbury Wash, Blanket Public Trail Easement. On sheet 28, please show a blanket, public, non-motorized trail easement across the Atterbury Wash, in the area northeast of the toe-of-slope behind lots 333-345. A signed agreement and dedication must be provided from property owner allowing off-site road improvement within the access easement on that parcel. This is required in case proposed subdivision for rezoning case C9-06-15 is postponed or never constructed.
