This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. A public Sewer Service Agreement for the proposed number of residential lots has been sent to your office. After three original Sewer Service Agreements have been signed by the Owner of Record, the three originals should be returned to Pima County Wastewater Management in order to satisfy the necessary requirements needed to approve the final plat. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. The activity number is S04-141. SUMMARY: The Final Plat, the CC&Rs and the Assurance package were received by Engineering on April 8th, 2005. Engineering has reviewed the received items and does not recommend approval of the Final Plat, CC&Rs or the Assurance Packages. RESUBMITTAL REQUIRED: FINAL PLAT, CC&Rs ASSURANCES, BOUNDARY CLOSURE CALCS The next submittal must address the following items: GENERAL COMMENTS 1. The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. The complete assurances package must include a copy of the original trust, the original amendment to trust with exhibit A, the original agreement to construct with exhibit B, a copy of the warranty deed, a current title report and a location map on an 8 ½ x 11 sheet. DS Sec.2-03.7.1.G The Final Plat will not be approved until the Assurance Package is received and approved. CC&Rs COMMENTS 1. Submit revised copies of the CC & R's that specifically address the maintenance of the drainage facilities. Add language in the text, which addresses the maintenance of the drainage structures in detail (i.e. what facilities to be inspected and maintained, how, when, by whom, the retention basin maintenance list, record keeping and repair decisions, etc). Please be advised that this Office recommends including the Retention maintenance checklist in the CC & R's to allow the Home Owners Association access to it and facilitate their maintenance responsibilities. SMDDFM 14.03.2. ASSURANCE COMMENTS 1. Due to the fact changes will be made to the designated common areas for this project, be advised that the appropriate changes must be made to the Assurance Package. FINAL PLAT 1. On the sheet 1 at the upper right hand corner of the sheet add the words "Book and Page." Some of the sheets "Book and Page" have been cut off. Each sheet must be consistent. Revise. DS 2-03.6.1.G. 2. Correct the location map's section number 17, it should be Section number 29. Ds 2-03.6.1.D. 3. Correct the sheet numbers on the Reference Site plan. DS 2-03.6.1.E. 4. Add a legend that shows and describes all symbols used on the drawing. Place the legend on the first sheet of the plat or on the first sheet that contains part of the subdivision drawing. DS 2-03.6.1.L. 5. On sheet 3 remove all references to sight visibility triangles. This is information that is required to be on the tentative plat only. 6. Under the CERTIFICATION OF SURVEY remove the verbiage "And/." DS 2-03.6.3.A. 7. Under the APPROVAL section under the recording data section show a line after the word "Book" and before "of Maps." DS 2-03.6.3.D. 8. Under the ASSURANCES section place the signature line under the verbiage, "City of Tucson Development Services Department Director" and "City of Tucson Development Services Department Engineering Administrator." 9. The 24' Future Access Easement is not being created/recorded by this plat. Completely remove the verbiage "24' Future Access Easement," or add the verbiage "By Separate Instrument Docket ____ Page _____." DS 2-03.6.4.A. 10. On sheet 3 the 20' Public Drainage Easement should include the verbiage "by Final Plat" or "By Separate Instrument Docket ____ Page_____". The wording must match on all sheets. DS 2-03.6.4.A. 11. In addition to the above comment the 20' Drainage Way to be dedicated to Pima County by final plat should read, "20' Drainage Easement……." On sheet 4 and 5 remove the word "Way" and replace with "Easement." The wording must match on all sheets. DS 2-03.6.4.A. 12. On sheet 1, 3, 4 and 5, the 30' Ingress and Egress Easement remove the verbiage "to be" Add the appropriate dedication notation, Docket and Page with appropriately sized lines for the numbers. DS 2-03.6.4.A. 13. A 20' sewer easement is shown and labeled on sheet 4. This easement was not depicted on the tentative plat. Is this a new easement? Easement information on the tentative plat and the final plat must be consistent. Revise the tentative plat to show the 20' sewer easement and add the appropriate dedication notation, Docket and Page. DS 2-03.6.4.A. 14. Indicate the name and width of the private street. Label as private street and that it is designated as common area A. DS 2-03.6.4.A. 15. Identify each block (i.e. Block A and Block B) and include the square footage of each block. DS 2-03.6.4.B. 16. Per C9-04-04 rezoning condition number 2 dedication of the future ROW is required. Revise the plat as necessary. 17. Each common area must have a separate letter designation. Label Common Area "A" on each sheet and add the square footage. DS 2-03.6.4.C. and D. 18. Each common area must have a separate letter designation. Common Area "B" can not have several types of uses, i.e. Landscape and drainage. Designate on the tentative and the final plat a separate common area for the drainage and give it a separate letter designation (i.e. D). Include the square footage of the Common Area "D." DS 2-03.6.4.C. 19. It is recommended for Common Area "A" to include the parking area with the street and remove the parking areas from Common Area "B." The tentative plat must be consistent with the final plat. DS 2-03.6.4.C. 20. Add the square footage for Common Area "B" to the plat, sheet 4 and 5. DS 2-03.6.4.D. 21. On sheet 3, give a distance and bearing from the north east corner of the parcel to the found capped pipe. DS 2-03.6.5.A. 22. All boundary monumentation must be labeled as "found" or "set." A one-half (½) inch iron rod tagged by a registered land surveyor will be set at all corners upon completion of construction. Revise as necessary. DS 2-03.6.5.C.4.b. 23. Indicate whether the distance and bearing between all monuments are measured or calculated. DS 2-03.6.5.C.5. 24. If applicable, in castings for points on section and quarter section lines, the standard survey monuments must be set on the street monument line at all intersections, points of curves (P.C.s), points of reverse curves (P.R.C.s), stub street termini, and at radius points of cul-de-sacs, eyebrows, or knuckles. All street monuments must be in place, stamped, and punched before public streets will be accepted for maintenance. Crossed out manhole covers are not acceptable survey monuments. Revise as necessary. DS 2-03.6.5.C.6. 25. Because of the number of review comments additional new comments could be forthcoming with subsequent reviews. |

An applicant has one (1) year from the date of approval of the tentative plat to obtain approval and recordation of a final plat that complies with zoning and other development requirements in effect at the time of application. Since the tentative plat for this subdivision has not yet been approved, the approval date for this final plat may not be determined. In addition, the final plat may not be approved prior to approval of the tentative plat. Since the tentative plat has not yet been approved, any revisions made to the tentative plat which effect the final plat must also be made to the final plat. 2.
