Tucson Electric Power Company (TEP) has no objection to the tentative plat
submitted for review dated September 21, 2004.

The preliminary point where TEP will serve this project is from the existing
overhead pole line along the east property line proceeding through the
interior of the subdivision.

As you are aware, there are existing electrical facilities within the
boundaries of this subdivision. All relocation costs will be billable to
the developer.

TEP will provide a preliminary electrical design on the Approved Tentative
Plat within fifteen (15) working days upon receipt of the plat. Additional
plans necessary for preparation of the design are: building plans including
water, electrical, landscape, sidewalk and paving plans. Should you have

10/08/2004 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the tentative plat and the landscape plans to provide screen walls per LUC Table 3.7.2-I where the parking lot /vehicular use area is adjacent to residential zoning. The revised plans include a screen wall along the eastern boundary, but a screen wall is also required to screen the parking areas from residentially zoned property to the north.

2) Revise the basin areas to conform to the guidelines for basin shape contained in the Stormwater Manual (pgs. 75-76)
DS 10-01. If geometric shapes are used, soften the contours with minimum 10 foot radius curves.

3) Revise the plans to include barriers per DS 3-05.2.3.C and to provide minimum seperation as required by DS 3-05.2.2.B.
Identify proposed curbing on the tentative plat and revise the plans to provide a minimum seperation of two feet between proposed screen walls and parking area access lanes.

4) The proposed paving and walls appear to be within the protected native plant non-disturbance area. LUC 3.8.6.7.C
Revise the plans to provide the required non-disturbance area or submit a native plant preservation plan.

5) Trees located in and adjacent to the paved parking area are required to be located in planters which meet the minimum size requirements of LUC 3.7.2.3.A.1.c if the trees are calculated to meet the interior landscape border or vehicular use area standards. Revise as necessary.

SUBJECT: Engineering review of the Flowers Condominiums Tentative Plat. The activity number is S04-106.

SUMMARY: The Tentative Plat and Drainage Report amendment were received by Engineering on September 29th, 2004. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat. The drainage report is approved.

RESUBMITTAL REQUIRED: TP

GENERAL COMMENTS

1. The Drainage Report was reviewed for Tentative Plat purposes only.

2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report.

3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association".

4. Please provide a copy of the boundary closure calculations with the Final Plat submittal.

5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. IBC Chapter 36, Section 9. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6.

6. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section13.1. This process must be complete prior to Grading Plan approval.

7. Proposed developments disturbing areas exceeding 1 acre are subject to NPDES requirements.

8. All proposed easements must be shown in a surveyable manner on the Final Plat.

9. Flood Use Permit is required prior to grading plan approval.



The next submittal must address the following items:

TENTATIVE PLAT


1. The proposed 5' sidewalk within the ROW is required to be 4'. Development on a local road with an ADT of more than 1000 are required to have a 4' sidewalk. Flower Street has an ADT of then 1000. Show, label and dimension a 4' sidewalk along the entire street frontage. DS 3-01.3.3.A.

2. In addition to the comment above, the sidewalk must be provided along the west portion of the property along Flower Street.

3. DS 3-01. Figure 5 shows 3' between the back of curb and front of sidewalk. The space between the back of curb and front of sidewalk scales to about 1.5'. Provide 3' between the sidewalk and back of curb.

4. It was requested from the first set of review comments that the soils report provide a recommended minimum basin setback from buildings for the building adjacent to a retention basin. This has not been provided. Provide recommended setbacks for the buildings adjacent to the retention basins. SDRM 3.5.1. and SMDDFM 14.2.6.

5. The Weir Data table states the depth of the basin is 2' for each basin. The details for basin 1.1 and 1.2 show a depth of 1'. It is not clear how deep the basins are. Revise the plat to clearly indicate the depth of the basins. SMDDFM 2.3.1.6.A.4.
