Please remove rezoning conditions 27 and 34. These are duplicates of rezoning conditions. Condition 27 is repeated and Condition 34 is a duplicate of condition 33. All strikeouts are to be removed leaving only the approved conditions per Mayor and Council approval. All conditions are to be verbatim of the approved document. Please review all conditions on the tentative plat sheet 10 and make all the necessary corrections and renumber accordingly.

The hatch pattern used to indicate the asphalt trail and DG path are too similar to distinguish the difference on the plan. Either choose a different pattern, or call out the paths on the tentative plat enabling them to be reviewed.

Per rezoning condition 29 pathways within the development are to be constructed of all-weather materials such as asphalt or concrete. Pages 4 and 5 call out DG paths that runs along the west side of lot 26. All paths connecting the proposed sidewalk to the linear park are to be handicapped accessible. They are to be constructed of an all-weather material and be a minimum of five (5) feet in width. Only along the top of the bank of the West Branch of the Santa Cruz can DG be used as a soft trail.

Please identify the location of all walls around the perimeter of the RCP site on the tentative plat. These walls must meet rezoning condition 31 or 32 as to materials, design, and being graffiti resistant.

The type of wall design as required in rezoning condition 31 should also extend to lots 15-17, 20-24 that abut the TOT lot to promote a safe environment for those children utilizing this area.

A wall detail that indicates compliance to rezoning condition 32 needs to be provided on the tentative plat.

Please indicate by note or detail how screening of the mechanical equipment will be achieved.

Please identify the location of the required minimum ten (10) foot wide landscape buffer (per rezoning condition 1g) on the development side of the north property line, exclusive of the drainage easement on the tentative plat.

Please provide proof that the plat and any related signage have been reviewed by the Midvale Park Design Review Committee for compliance with the Midvale Park Design Guidelines.

COMMENTS

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is September 18, 2004.

2. The following comments are a result of the revised rezoning conditions. Please address as required and submit requested documents.

Review the revised rezoning conditions that have been listed on sheet ten (10) and correct typos and duplicate conditions listed. The conditions must be listed verbatim including underlining and strikethrough.

Please submit a response letter that states how all rezoning conditions that are applicable to the residential development have been incorporated into the tentative plat drawing and will be implemented during construction.

3. Ad a note that states that a separate development plan is to be submitted for the commercial development on blocks 1-9 which will be in compliance with the approved conceptual plan that was submitted for the rezoning C9-98-01.

4. A previous comment related to Irvington Place required that the street be fully developed. Per the latest response letter and per the meeting that was attended by Derek Roberts and City staff related to Irvington Place, the following was apparently agreed upon. The roadway is to include 34 feet of pavement, vertical curb on both sides of the street, a six-foot wide sidewalk along the entire length of the south side of the road, a six-foot wide sidewalk along the north side of the road the extent of the frontage for the north portion of the subdivision and the sidewalks were to connect to the river park path, and two (2) five-foot wide bike lanes one (1) each on the north and south sides of the road.

The cross section 5/ and 6/8 must include the five (5) foot wide bike lanes. Please add and label the bike lanes to the appropriate cross sections.

5. Please ensure that all common areas are labeled and the square footage of each common area is listed.

6. The pedestrian walkway through the common area between lots 34 and 35, is shown per the plan, encroaching onto lot 34. If this is the location of the pedestrian path a pedestrian access easement over lot 34 will be required. Revise the location or indicate the on the plan that a pedestrian easement will be provided over lot 34. Revise as required.

SUMMARY: The Tentative Plat, Drainage Report, and Conceptual Grading Plan have been reviewed by Development Services Department Engineering Division. The Drainage Report and Grading Plan were reviewed for Tentative Plat purposes only. We do not recommend approval of the Tentative Plat until the following comments have been addressed.

Tentative Plat Comments
1. Provide delineation for sedimentation basin SED 5 on the Tentative Plat (DS 2-03.2.4.L.2)
2. Remove the note on Detail 16 on Sheet 9 that indicates that the north ten feet of paving and the curb on the north side of Irvington place will be provided by another party.
3. Provide Detail C/C that is called out on Detail T on Sheet 8. If the call-out is removed, the additional detail will not be required. Complete details for eact sediment basin will be required on the grading plan.
4. Add a general note to the Tentative Plat stating that a License Agreement from the Pima County Real Property Division must be obtained before any grading permits are issued.
5. Show the location of any WAPA structures on the Tentative Plat. Show the required level clear zone area around each strructure. If any clear zone affects the basin, show how the required volume will be provided.
6. .Add the requirements of the February 6, 2004 letter from WAPA as general notes on the tentative plat
