The subject submittal has been reviewed. The Tentative Plat and the Drainage Report can not be recommended for approval until the Mitigation Report is approved.

The Mitigation Plan and Report are not recommended for approval for the following reasons:

Engineering Comments:

Address the depth of the proposed sewer line and clarify if the line will be installed below the scour depth or not. If the line is proposed to be installed above the scour depth, how will it be protected from scour.

Please be advised that the Floodplain Use Permit fee will be $150.00 for the first submittal and $300.00 for subsequent submittals (if required).

Landscape Comments:

I have reviewed the documents and have concluded that the report does not include sufficient evidence to justify the resource area delineation along the entire length of the wash. Per TCC 29-16(a) an acceptable delineation would channel and banks of a wash, and those portions of the study area containing vegetative resources and wildlife habitat areas. In order to establish this delineation an inventory of the existing vegetation and wildlife habitats within the study area would be required.

The tentative plat includes a proposed trail access easement which overlays portions of the study area. General note 49 on sheet 1 of the tentative plat proposes that the actual trail location be determined in the future in cooperation with Parks and Recreation and Development Services. Staff from both departments has evaluated the site and has determined that there is high potential for the trail to be located within portions of the study area without alteration to the existing vegetation while providing an important open space corridor. The proposal is compatible with the purpose and intent of the regulations. Recommendation for approval is contingent upon clarification of the resource area boundary.

Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made.
