All previous Engineering comments have been satisfactorily addressed. However, a WASH Ordinance Mitigation Report, which addresses the Sewer Line crossing at Mesquite Wash, was not included in the submittal. Submit a Mitigation Report as required by condition #18 of Exhibit "B" to Ordinance No. 9919 and Landscape Review previous comments. Please be advised that a Floodplain Use Permit shall be required for the Sewer Line crossing and a Drainage Study may be needed to determine the scour depth of the Wash and the required treatment to protect the line from erosion and scour. Floodplain Use Permit fee will be determined according to the submitted documents (additional fee will be required for the hydraulics study review). The Tentative Plat and the Drainage Report can not be recommended for approval until the Mitigation Report is submitted and approved. The Landscape Plan is acceptable for Engineering and Drainage purposes. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made. TCC 23A-42 3) Per LUC 2.8.2.13 "No grading can occur until thirty (30) days prior to construction. Construction plans must be in the review process for permits, or construction permits must have already been issued. Grading permits are to cover only those areas for which building permits are granted." Although this note appears on sheet 11, additional clarification is necessary. Several of the plan sheets include modifications in Blocks 1 and 2. Revise all plans as necessary clarify compliance with the section by eliminating indications of grading within the SCZ, where no construction is approved. These areas are to remain natural until development plans are approved. LUC 2.8.2.6 4) Development in proximity to the Mesquite Ranch Wash is subject to the provisions of TCC Chapter 29, Article VIII. Submit a Plant/Habitat Inventory and a mitigation plan for any proposed disturbance within the study area. The tentative plat indicates both a sewer easement and an electric easement within the 50' study area. 5) Revise the native plant preservation plan and the landscape plans to show proposed easements (adjacent to Mesquite Ranch Wash) and areas where the scenic route buffer area that may be disturbed due to utility and drainage improvements (basin outlets and reclaimed water line). Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is January 10, 2005. 2. Comment #5 of the second review was not successfully addressed: "The lot typicals in the lower right corner of Sheet 9 identify the "face of carport / garage" as being measured to the travel lane. The face of a garage or carport is the minimum of nineteen to the back of sidewalk. The face of the structure, except where the driveway is located, is measured as the greater of twenty-one feet (21') or the height from the travel lane. Please correct the typicals." LUC Sec 3.2.6.5.B.2.a 3. The Mesquite Wash Trail requires and has a fifteen-foot (15' - 0") easement on the Tentative Plat. Detail D1 on Sheet #8 depicts a trail with a reduced pathway of eight feet (per DSMR 04-09) and a total width of thirteen feet (13' - 0"). The trail must be a minimum of fifteen feet (15' - 0") wide. Please revise the detail. Ordinance 9919; Exhibit "B" #23. 4. The easement for the Mesquite Wash Trail also wanders into the public right-of-way on Sheet #7. This easement must be placed beyond the public right-of-way. It may be necessary for this section of the required trail to encroach upon the fifty-foot wash buffer. If such encroachment is necessary, information on the vegetation currently in the area to be disturbed and the new vegetation to mitigate any disturbance must be provided to Joseph Linville for landscape and NPPO review. We expect that any such disturbance shall be minimal. Please note that the easement for the Mesquite Wash Trail is also depicted as crossing the public right-of-way.
