The applicant’s request to rezone the property located at the northeast corner of Golf Links Road and Bonanza Avenue that was approved by Mayor and Council is subject to meeting certain rezoning conditions. It should be noted that these comments are for Rancho Del Este II. It appears from the tentative plat that this project has a new name, “Rancho Paraiso”.


Although the tentative plat shows the provision of vehicular and pedestrian connectivity to the vacant parcel to the east (as required by rezoning condition no. 7), it is not clear if Common Area “C” will be a stubbed out street with sidewalks or a landscaped common area. Also, the landscape plan appears to indicate that there is a sidewalk along this area that abuts Aztec Point Trail. Please show on the landscape plan how Common Area “C” will be integrated into the development as a stubbed out street, while it is being held for future vehicular/pedestrian connectivity. This needs to be recognized as a future street connection by adjacent home buyers. (Rezoning condition no. 4).

3. The tentative plat does not show that all units along the western and southern property lines (lots 163-183 and 75-90), as well as units along the northern property line adjacent to Arizona La Victoria (lots 24-26 and 153-162), shall be limited to one story. Please add a note to the General Notes section and/or on the tentative plat - it is not redundant – rather it indicates compliance with this rezoning condition. (Rezoning condition no. 8).

RECEIVED: Tentative Plat, Landscape Plan and Drainage Report on June 30, 2003

The subject project has been reviewed. The Landscape Plan is acceptable for Engineering and Floodplain Purposes.
The Drainage Report and the Tentative Plat shall be recommended for approval once the following comments have been addressed satisfactorily. Please be advised that the response letter should be detailed with references to how and where the comments were addressed in the report and/or the plan, in order to facilitate and expedite the resubmittal review. We offer the following comments:

Drainage Report:

1. The Eastview Wash is classified as a Xeroriparian Intermediate Habitat, which is protected under the provisions on Chapter 26 "Floodplain and Erosion Hazard Management" of the City Code. The City's Policy concerning protected Riparian Habitat Washes is to apply the WASH Ordinance mitigation requirements if the protected wash has defined banks. If the wash has no defined channel, it is treated as an ERZ Wash for mitigation purposes. Address this issue and provide the appropriate mitigation report. A response letter from McGann and associates was not found in the submittal.
2. Depict on the drainage exhibits Eastview Wash top of banks or the revise 100-year floodplain and delineate the resource areas.
3. The discharge velocities at culverts 1, 2 and 3 are high and erosive. Address this issue and the need for erosion control structures at the outlets. Analyze Box Culvert 1 existing conditions and compare to post development conditions. The design and analysis for the required erosion control structures.
4. Investigate the possibility of providing water harvesting within all the common areas.
5. It appears that based on the shown side slopes and water depths, detention/retention basins 2C and 2A/B require security barriers based the information on page 82 of the "Stormwater Detention/Retention Manual". Address this issue and revise as necessary.
6. Submit with the Grading Plan a Geotechnical Report, which addresses the stability of the proposed slopes (i.e. the need for slope stabilization) and the proposed retention basin percolation rate.

Tentative Plat:

1. The submitted differential grading justification is acceptable for Groups 2, 3 and 4. However, it is not acceptable for Group 1. The stated detention/retention basin water surface elevation and the grade break elevation across from lots 3 and 4 are not consistent with the elevations shown on the Tentative Plat. It appears that the pad elevations for lots 3 through 4 can be lowered. For future reference, please be advised that the presence of drainage swales or rills within a parcel, has no bearing on the determination if the proposed grades meet the differential grading requirements.
2. Show security barriers around the proposed detention/retention basins, which require them.
3. Revise the Tentative Plat according to the Drainage Report revisions.
