Speedway Blvd, Dev. Stds. Modification Review (DSMR) December 21,2007 Staff offers the following comments: Staff supports a site design that considers minimizing heat island effects (heat sink), which are in part generated by surface materials such as asphalt and concrete. The DSMR proposes to eliminate selected sidewalk sections to reduce heat sink, while increasing ground area for enclosed patios, back yard areas, and landscape areas for ground floor units. Based on the analysis below, staff can support the DSMR request without a follow-up review, if reduction of sidewalk area does not compromise a safe pedestrian circulation system. DUPD staff review is guided by applicable policies of the Pantano East Area Plan, which are the following: The Pantano East Area Plan, Transportation Policies reads: Policy 3.b. Require sidewalks in all private and public developments, as specified in the adopted sidewalk policy. Policy 3.c. Requires that pedestrian facilities be accessible to the handicap. Therefore based on policy direction, staff does not object to sidewalk removal if pedestrian safety and circulation has been considered. Staff recommends the following sidewalk sections be relocated to accomplish a safe pedestrian circulation system, while not adding hard surface to the site. Move sidewalk located east of and adjacent to building number 9 to the west edge of building number 9, and create yard area for ground units along the eastern edge of building number 9; Move sidewalk located east of and adjacent to parking area located between buildings number 6 & 9 to west of and adjacent to building number 6, and create yard area for ground units along the eastern edge of building number 6; Remove sidewalk section, which extends into the PAAL, extending west from the southwest corner of building number 6. It does not seem to connect to any other pedestrian link; Extend pedestrian sidewalk located between buildings number 11 & 12, as a crosswalk across the PAAL, then onto the Speedway Boulevard sidewalk system. Move planter island to align with crosswalk area on PAAL; Extend sidewalk located along the western perimeter parking area (southwest corner of site) and have it link with the Speedway Boulevard sidewalk system. Remove sidewalk section located on-site along the southern perimeter (abutting Speedway Boulevard) and relocated sidewalk section to area located west of and adjacent to building number 4; and Add pedestrian crosswalk between buildings 6 & 9 where the PAALS intersect. |
