1. Zoning approves the DSMR pending approval by Engineering.

2. Phased grading should be reviewed by the Landscape Review Section to ensure compliance with any Landscape and NPPO requirements. I do not believe that the Landscape Section has an opportunity to review the proposed grading.

3. The Phasing lines must be depicted and labeled on the grading plans and if necessary on the landscape and possibly the NPPO plans. Contact Joseph Linville Landscape review supervisor for more information.

11-01.2.0 PERMITS REQUIRED
2.1 Permits
C. Grading permits may be issued for single or multiple building sites, not to exceed 35
acres per permit.


Although the proposed request to modify Development Standard 11-01.2.1.C is not in conflict with the plan policies of the Civano PAD, staff is concerned that by grading the site at one time instead of by phases could have a negative impact on the existing development. However, given there appears to be no conflict, this request should provide possible solutions to mitigate any negative impacts that could occur if Sierra Morado Unit 4 - Phase 2 takes an unusually long time for build out. The one time grading could leave a large swath of exposed dirt and debris that might compromise the Civano experience.
