Provide pedestrian refuge areas as part of roadway improvements and within new development and (b). Require sidewalks in all new private and public development per the adopted sidewalk policy. Design Guidelines I.A.3.d states that safe and unobstructed pedestrian circulation be maintained, especially near street frontages in addition to including vehicle-free pedestrian areas along local streets, in parking lots, and in common activity areas. The project is a new school and church, which will be generating a lot of school and parishioner traffic. Locating the sidewalk immediately at the back of the wedge curb is a safety concern and not in keeping with the Valencia 12th Avenue Area Plan policy and the Design Guidelines both of which clearly call out for unobstructed pedestrian refuge area. In view of the above, staff offers the following: 1. Locate the sidewalk at two feet from back of the curb wedge, and meander the sidewalk around the power poles. |
