COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 16, 2023.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – The use listed under General Note 3 is not correct and by definition should be Building and Grounds Maintenance, UDC Article 11.3.4.G Provides maintenance or custodial services for buildings and properties. Typical uses include janitorial, landscaping, carpet cleaning. Building and Grounds Maintenance is not an allowed use in PAD-12 Commercial Pavilions Pad District Regulations. A determination from the Zoning Administrator maybe required or a PAD Clarification. Elisa Hamblin is the contact for the Zoning Administrator determination and John Beall is the contact for the PAD Clarification.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. The Unified Development Code (UDC) requires all new development or an expansion of less than 25% of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.
2. Engineer & LA comment - Add volume of water (first flush) directed to basins Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Demonstrate how water harvesting is being maximized. Add the volume of irrigation plant requirements to plan (grading plan). Also, Tables 2.2 and 2.3, pages 12-13 in the PCRFCD Manuel can be used in lieu of the Water Budget Table, the only thing that is missing is water demand for plants, which can be added. Make sure units match.
3. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.
4. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.
5. Identify Houghton Road as a Scenic Route UDC 5.3.4 and demonstrate compliance with the overlay requirement which is mirrored in the PAD-12.
6. Consider using an organic groundcover such as mulch instead of d.g.
7. Move some trees to shade pedestrian paths to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3
8. A battery controller at his location is not appropriate, as electric service is available on-site.
9. Add a locking backflow preventor to the details.
10. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.
11. Consider designing the water harvesting basin to include existing native trees instead of removing them. The NPPO is intended to encourage preservation in place of healthy native plants through sensitive site design that minimizes the disruption of areas within the site containing healthy plants while allowing for salvage and transplanting plants on the site that are likely to survive.
12. This comment was not addressed - Please identify the project monitor prior to any grading activities, UDC 7.7.5. On-monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre . The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in UDC Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file.
