This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is August 7, 2023. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – The development package is designed to allow for concurrent review of any site related reviews. Remove all references to the building code, i.e. Sheet 1 General IBC Review, Deferred Submittal, Sheet 8 etc. 2-06.3.0 FORMAT REQUIREMENTS 2. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet and meet the requirements of comments 7 – 10 below. 3. COMMENT: 2-06.3.12 – The drawings are not in the same order as listed on the Drawing Index. 4. COMMENT: 2-06.3.12 – Clarify what the “Schedule of Drawings” on sheet 2 is for. CONTENT REQUIREMENTS 5. COMMENT: 2-06.4.2.D – The page number and the total number of pages are not readable on sheets 23 – 36. 6. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0214, adjacent to the title block on all sheets. 7. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile. 8. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area of the location map. 9. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property on the location map. 10. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled on the location map. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 11. COMMENT: 2-06.4.7.A.4 – Under General Notes you list Use Specific Standards for P-1 zone, remove this reference from the plan as the PI zone is not applicable to this site. 12. COMMENT: 2-06.4.7.A.6.a - Under General Notes you reference Major Streets and Routes and Airport Enviorns Zone, remove this reference from the plan as the site as these overlays are not applicable to this site. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 13. COMMENT: 2-06.4.9.A - As this site is made up of two parcels, 140-42-026A & 140-42-0250, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Combo Request form or a recorded Covenant Regarding Development and Use of Real Property with your next submittal. 14. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct, 147,646/1000 should equal 147.646 or 148 required. Show the parking ratio within the calculation. 15. COMMENT: 2-06.4.9.H.5.a – Detail 9 sheet 9 references detail 2/G3.0 and points to a wheel stop. Detail 2 is a bollard detail. Provide a location dimension for the wheel stop that meets the requirements of UDC Article 7.4.6.H.3. 16. COMMENT: 2-06.4.9.H.5.d – The bicycle parking space calculation should show the number short- & long-term required, provided and the ratio used. 17. COMMENT: 2-06.4.9.H.5.d – The bicycle parking calculation states “BIKE (PROVIDED, INDOORS) 10” clarify if this is short- or long-term. Plus, sheet 3 calls out under Keynote 02 24 “OUTDOOR BIKE PARKING SEE DETAILS” and the detail provided on sheet 11 is clearly for short-term bicycle parking. Clarify what you are proposing. 18. COMMENT: 2-06.4.9.H.5.d – Provide a detail for the proposed long-term bicycle parking that clearly demonstrates how the requirements of UDC Article 7.4.9.D are met. 19. COMMENT: 2-06.4.9.I – Sheet 1 under ‘AREA SUMMRY” you list “ROW Dedication 4,928 sqft” but based on the plans it does not appear that dedication is being done, clarify if you are dedicating ROW and if so the dedication must be completed prior to approval of this DP. 20. COMMENT: 2-06.4.9.Q – Provide the square footage of the building within the foot print. 21. COMMENT: 2-06.4.9.R – Provide sidewalk width dimensions for the sidewalks running along the east and west sides of the building. There are several parking spaces along sidewalk without wheel stops proposed, for these locations show with dimensions that the min. 4' width is maintained given the 2'-6" vehicle overhang onto the sidewalk. 2. Any proposed trash enclosure that differs from that found in TSM (Technical Standards Manual) section 8-01 will require a TSMR (Technical Standards Modification Request) and approval from ES (Environmental Services). 3. Show a complete pedestrian circulation path including out to the proposed trash enclosures. 4. On the plans please provide waste stream calculations for the proposed development. 5. On the plans please provide total disturbance and cut/fill quantities. 6. Include on the grading plan the locations/depths of the water harvesting basin depressions. 7. Only providing the PCLID worksheets is not sufficient. In order to check compliance we need a complete discussion, calculations, tables, and exhibits to establish accomplishment of first flush requirements. Include an exhibit comparable to Figure 2.1 in the Retention/Detention Manual that shows undisturbed area, disturbed area, impervious surfaces, non-contributing basins with landscape, stormwater harvesting basins including first flush, watershed #, stormwater harvesting basin #, and flow direction. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. 1. If using d.g. at 2” depth, make sure that the water harvesting basins are 8” deep to allow for d.g. depth. Make sure that grading, water harvesting and landscape plans match, as well as details. 2. The Water Harvesting Area table on L.4.1 is acceptable, however, Volume Required needs additional explanation, as does how the summary relates to the table. It is acceptable to reference the grading and/or hydro report. 3. Table 7.6.4-1- Requires 30” screen adjacent to parking areas along MS&R streets, 5’ screen along non-MS&R streets, adjacent to residential or office uses, a 5’ wall is required. 4. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2 5. Please correct the titles of plan sheets, e.g. the irrigation plan is labeled landscape plan. 6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 7.6.8, Admin Manual 2-10-4.2.A.4. and Technical Standards 5-01.9., please be specific. 7. Verify viability of Mesquites, the number is low (as discussed previously). For example, low branching doesn’t mean the plant is not viable, but is unsalvageable.
