COMMENTS: Resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 18, 2023.

2-06.3.0 FORMAT REQUIREMENTS

This comment was not addressed: COMMENT: 2-06.4.7.A.4 - The existing use listed under General note 3 is not correct and should be listed as "VACANT".

1. This comment was not addressed: COMMENT: 2-06.4.9.A - As this site is being development and will operate as a single site a lot combination is required. Provide a copy of the approved Pima County Assessor's Combination form with the next submittal.

2. This comment was not addressed: COMMENT: 2-06.4.9.H.5 - There appears to some type of fence along the west side of the access lane along the west side of building #1 that continues around the northwest corner, demonstrate that the requirements of UDC Article 7.4.6.F.2.b are met.


3. This comment has not been addressed: COMMENT: 2-06.4.9.H.5.a - The required number of accessible vehicle parking spaces is based on the requirements found in the 2018 IBC Chapter 11, Table 1106.1. Based on a total of 446 vehicle parking spaces provided the total number of accessible parking spaces required should be 9 with 2 being van accessible. Revise the accessible parking calculation to reflect the current number required and to show the van accessible requirements.


4. This comment has not been addressed: COMMENT: 2-06.4.9.H.5.a - There appears to some type of fence along the north side of the north parking area. Demonstrate how the requirements of UDC Article 7.4.6.H.1 are met.


5. This comment was not addressed: COMMENT: 2-06.4.9.H.5.d - Provide a detail for the proposed long-term bicycle parking that meets the requirements of UDC Article 7.4.9.


6. This comment was not addressed, sheet 6 shows the setback of 76.9' measured from the property line, revise to show the setback measure from the back of curb and update General Note 18. COMMENT: 2-06.4.9.O - The street perimeter yard setback for Alvernon Way should be measured from the back of future curb.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

1. This comment was not adequately addressed - Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.

2. It appears that there is landscaping within the rights of way. Please contact David.marhefka@tucsonaz.gov for permission to use up to 5’ of the right of way. Plans cannot be approved without the department’s consent.

3. This comment was not adequately addressed - The ERR requires exhibits that show floodplain, riparian area and proposed disturbance, as well as mitigation. Please refer to Tech Standards 4-01.2.5.B for content requirements. There is no “minor” ERZ report.
4. This comment has not been completely addressed. All water from the roof and parking area on the south has been graded to direct runoff to the basin. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained. Water harvesting has not yet been maximized. UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening.
5. Water harvesting areas should be depressed between 6 and 9 inches. These areas can be counted toward first flush retention requirements. Please ensure that 6-9” depth is achieved after 2” placement of d.g. (details, notes should show a 8-11” depth.
6. This comment has not been adequately addressed along the south border- Identify curb inlets/splash pads to landscape areas on water harvesting or landscape plans. Add flow arrows showing how water is draining to the south landscape areas.

See previous comments about maximizing water harvesting - I see on the rain water harvesting plan all the water harvesting catchment areas, but on the grading plan it still doesn't look like any runoff is being directed to them. Revise as needed to demonstrate that this site is maximizing water harvesting.
2. The grading plan needs to indicated that the water harvesting catchment areas are depressed 6"-9" either on the plan or in a general note. It just needs to be on the grading sheet not just the rain water harvesting plan.

1. Please note, on the plan, the Sight Visibility Triangle- "Lengths." If the "Line Table" on sheet 5 is a table of sight visibility triangles, they're incorrect. (It isn't very clear.) The stem side of the triangles are always going to be 20'. All of the SVTs on Valencia will have the same lengths.
a. Valencia- Near side 345' and the far side will be the Pedestrian Triangle- 30'.
b. Alvernon Way- At the entrance furthest north- Near side 345' far side is the Pedestrian Triangle, 30'. The other SVTs on Alvernon Way will be Near side 345' and far side 125'.
c. Palo Verde- Near side 185' and far side 110'.
