Drainage Comments:
1. General Note - This project is located in a Balanced Basin. Please describe and demonstrate how developed peak discharges will be reduced to not exceed existing conditions.
2. Developed Conditions - Text indicates CP1.0 grate should be 6in above basin floor but Rim Elevation indicates 0.33' difference. Please review and revise as necessary.
3. Developed Conditions - Text indicates 100-yr peak Discharge of 14cfs but 'Table of Onsite Developed Peak Discharges' indicates the peak discharge is 15cfs. Please review and revise as necessary.
4. Conclusion - Runoff draining to existing storm drain system. Please indicate/demonstrate existing system has capacity.
5. Attachment 1 - Hydrologic Data Sheets indicate PC-HYDRO ver 3.0 was used; however, newest version is 7.1. Acceptable methods for determining peak discharges are COT method outlined in COT Standards Manual for Drainage Design and Floodplain Management (SMDDFM) or PC-HYDRO 7.1. Please revise as necessary.
6. Attachment 2 - First flush calculations look good but please include an exhibit to go along with the first flush calculations that help illustrate the numbers used in the spreadsheet calculations. The exhibit should include such elements as: undisturbed areas delineated and sq footage, disturbed areas delineated and sq footage, impervious surfaces delineated and sq footage, non-contributing basins with landscape delineated and sq footage, stormwater harvesting basins including first flush delineated and sq footage, stormwater harvesting basin #s, flow direction, and water shed #s.
7. Attachment 2 - Curb Opening Capacity equation shown in calculation does not match SMDDFM Eq 10.6.2 - Capacity of a Curb Inlet in Sag. Manual indicates value of "C" should be 2.3 while calculations show value of 3 was used. Utilizing SMDDFM value, CP1.1 and 2.1 appear undersized. Please review and revise as necessary.
8. Attachment 2 - Curb Opening Capacity does not include clogging factor or ponding depth results at inlet. Please review and revise as necessary.
9. Attachment 2 - Grate Inlet in Sag sheet shows clogging calculated at 0.00% which is not consistent with SMDDFM. Please review and revise as necessary.
10. Attachment 2 - Grate Inlet in Sag sheet indicates a local depression of 0.7 inches but grate is located within the basin, 6 inches above the bottom, not along gutter and curb. Please review and revise as necessary.
11. Attachment 2 - Grate Inlet in Sag sheets solve for spread. CP 1.1 indicates 58.02 ft which appears to pond out of the basin into the parking area. Please review and revise as necessary.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 13, 2023.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.9 - The plan drawing shall be oriented with north toward the top of the sheet. If it is not practical to orient north to the top of the sheet, the plan drawing shall be oriented with north to the left side of the sheet.

CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block on all sheets.

3. COMMENT: 2-06.4.3 – Provide the development package case number, DP22-0003, adjacent to the title block on all sheets.

4. COMMENT: 2-06.4.6 – As this project is located within the boundaries of a Planned Area Development (PAD) zone, include a reduced-scale map of the PAD on the first sheet, indicating the location of the portion being developed.

7. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

8. COMMENT: 2-06.4.9.F – Show the existing zoning as PAD-15.

9. COMMENT: 2-06.4.9.H.5.a – It is not clear if the vehicle parking calculation includes the outdoor seating shown on the plan. Per UDC Article 7.4.3.F.4 the outdoor seating is required to be included in the calculation.

10. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. Per PAD-15 Section C.2.3.C.4.i the required parking for retail is “4 spaces for each 1,000 square feet of GFA” not 1 space per 300 sq. ft as listed in the vehicle parking space calculation.

11. COMMENT: 2-06.4.9.H.5.d – For the short-term bicycle parking clearly demonstrate how the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.b, .c, .f, & .g are met.

12. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A at least one sidewalk is required to a project from each street on which the project has frontage. Provide the required sidewalk out to Park Ave.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

2. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

3. Please provide all landscape calculations on the landscape/planting plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.

4. The tree calculation for the east border is incorrect. The number of trees shown on the plan is also incorrect.

5. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2.


6. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC Tech Standards 4.01-2.A.

7. Please indicate the installation of a private submeter if a separate irrigation meter is not being provided. UDC Technical Standards 4-01.6.1.A.1.

8. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific.
