This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
1. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.

2. Please label the existing and future rights of way for 4th St UDC 7.6.4.C.2.a.

3. Three trees are required in the parking area. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2.

4. Existing trees are on the property which can be used to satisfy landscape border requirements, please revise to locate existing plants and whether they will remain in place or replaced.

5. Please label and dimension all landscape borders on the landscape plan (only the street landscape border is labeled). Label the location of the parking screen.

6. Please provide one General Notes list, the current lists conflict with each other, please revise. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific. Add Standard Notes for Planting in ROW
a. It is the owner’s responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Unified Development Code (UDC) Technical Standards Manual Section 10.
b. It is the owner responsibility to keep a 5’ wide by 7’ tall clear pedestrian access open across the entire property.
c. It is the owner responsible to keep vegetation from growing past the curb line clear and keep a 15’ high clear zone over the travel lane.
d. Final plant locations must be in compliance with all utility setback requirements.
e. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.
f. The owner takes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities.
g. The only private irrigation equipment that is allowed within the ROW are lateral lines, tubing and emitters that are not under constant pressure. All other equipment must be on private property. (excluding water meter)
h. Contractor to obtain a Right Of Way permit prior to construction within the right-of-way.

7. An irrigation plan and specifications are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.

8. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC Tech Standards 4.01-2.A.

9. Provide a detail to show tree planting with root barrier adjacent to walkways.

10. A Commercial Rainwater Harvesting plan is required, recognizing that this is an existing development, and not all requirements can be met. UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening.

11. 12. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.6.6.C.2. The landscape, water harvesting, and grading plans must match.

13. Identify the point of drainage off roof areas, amount of flow, and disposition of flow.

14. Identify curb inlets/splash pads to landscape areas on water harvesting or landscape plans.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 28, 2022.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.12 – The “SHEET #s” do not match the sheet numbers on the sheets.

CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.1 – Provide the email address and phone number for the OWNER/DEVELOPER listed on the first sheet.

3. COMMENT: 2-06.4.2.D – The page number and total pages listed in the title blocks are not correct. Sheets 3 & 4 show 2 of 6 and only 4 sheets were submitted but the total number shows 6.

4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0324, adjacent to the title block on all sheets.

5. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile

6. COMMENT: 2-06.4.4.C – Label the section, township, and range & the section corners shown are not correct.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

7. COMMENT: 2-06.4.7.A.4 – It is not clear what you are proposing for this project. The “SCOPE OF WORK” states “REMODEL OF AN EXISTING GARAGE FOR STUDY ROOM” and under Site/Zoning/Land Use Note 5 you state “NEW DUPLEX/DWELLINGS” clarify exactly what is proposed. Based on current aerial photos this site is considered multi-family and is non-conforming for vehicle parking and possibly bicycle parking, pedestrian circulation and landscape. Per UDC Article 9.2 the conversion of the garage, i.e. eliminating a required parking space, this site will lose its non-conforming status and the entire site shall be brought up to current code.

8. COMMENT: 2-06.4.7.A.4 – Remove “DUPLEX BUILDINGS” from Site/Zoning/Land Use Note 3 as this site is multi-family only.

9. COMMENT: 2-06.4.7.A.5 – As this site acts as a single site provided a residential density calculation that meets the requirements of UDC Article 6.4.7 on the plan.

10. COMMENT: 2-06.4.7.A.5 - Site/Zoning/Land Use Note 4 states “NO LOT MINIMUM” this is not correct. Per UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 ZONE, R-2 Zone, using the 15 units allowed per acre the minimum lot size for this project is 46,464 Sq. Ft/1.07 acres. Revise the note.

11. COMMENT: 2-06.4.7.A.6.a – Based on information provided on your plan you are proposing to use the Individual Parking Plan (IPP) process. If this is used provided the IPP case number adjacent to the title block on all sheets and provide a general note stating the IPP case number, dated of approval, what was modified, and if applicable any conditions of approval.

2-06.4.7.A.8 - For development package documents provide:

12. COMMENT: 2-06.4.7.A.8.a – Clearly identify each building on site with either a number of letter and provide the floor area for each building on site. Also provide the number of units in each building.

13. COMMENT: 2-06.4.7.A.8.b – Per UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 ZONE, lot coverage is applicable to the site, provide a lot coverage calculation that meets the requirements of UDC Article 6.4.3.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

14. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds.

15. COMMENT: 2-06.4.8.C – Provide the following information for 4th St: right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

16. COMMENT: 2-06.4.9.E – As this site is made up of two (2) parcels typically a lot combination is required but Zoning acknowledges that a Covenant Regarding Development and Use of Real Property was submitted with this DP. This covenant will need to be recorded. Provide the DP case number on the covenant and record. Provide a copy of the recorded covenant with the next submittal.

17. COMMENT: 2-06.4.9.E – Based on the comment above show the existing parcel line on the plan.

18. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

19. COMMENT: 2-06.4.9.H.2 - Show existing sight visibility triangles on the plan.

20. COMMENT: 2-06.4.9.H.5 – Based on current aerial photos the vehicle parking shown on the last approved site plan, provided in your submittal, were never completed. As you are proposing improvements in the vehicle use area provide a fully dimensioned vehicle use area. This shall include all PAALs and access lane.

21. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate how the requirements of UDC Article 7.4.6.H.1 are met for the entire vehicle parking area shown on the plan.

22. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation is not correct. As this site is considered multi-family the vehicle parking space requirements are based on the number of bedrooms in each unit, see TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RESIDENTIAL USE GROUP, Multifamily Dwellings - 0-70 units/acre. Remove the reference to “SFR” from the calculation as this is multi-family, and provide the number of bedrooms in the two units.

23. COMMENT: 2-06.4.9.Q – Provide the square footage, height & specific use of each building within the footprint of the building.

24. COMMENT: 2-06.4.9.R – As you are allowing parking vehicles to overhang the 4’ sidewalk called out under Keynote 2 either wheel stops will be required to prevent parking vehicles from reducing the sidewalk width or the sidewalk is required to be 6’-6” wide.
