This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 13, 2021. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0218, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.4 – The Use Specific Standard listed under General Note 3 is not correct. Review UDC Table 4.8-4 and provide the correct standards. 3. COMMENT: 2-06.4.7.A.6.a – As Wilmot Rd is designated as a Collector on the COT MS&R map provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).” 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 4. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: dimensioned width of paving, curbs & curb cuts. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 5. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 6. COMMENT: 2-06.4.9.H.5.a – Required loading spaces do not count toward required/provided vehicle parking spaces. 7. COMMENT: 2-06.4.9.H.5.c – The loading zones called out under Keynote 19 do not meet the requirements of UDC Article 7.5.4.G.1, a Board of Adjustment for Variance will be required. 8. COMMENT: 2-06.4.9.H.5.c – Provide a loading space calculation on the plan that provided the required and provided number of spaces. 9. COMMENT: 2-06.4.9.H.5.d – As it appears that the proposed bicycle parking is directly adjacent to the building demonstrate that the requirements of UDC Article 7.4.9.B.2.g are met. 10. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the requirements of UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking 11. COMMENT: 2-06.4.9.O – Review UDC Article 6.4.5.C.2 and Table 6.4.5.C-1 and provide the applicable street perimeter yard setback dimension on the plan. 12. COMMENT: 2-06.4.9.Q – Provide the height of the proposed building within the footprint of the building. 13. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B provide the required sidewalk along the southwest and south side of the building. 14. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.C provide the required sidewalk along the northwest, north and east side of the building. 15. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site 16. COMMENT: 2-06.4.9.W – Provide a general note stating “ALL SIGNAGE REQUIRES SEPARATE PERMITS”. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Please provide all landscape calculations for the parking areas on the landscape plan, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. The east parking area adjacent to proposed building does not have any trees, and does not meet the intent of the UDC. 3. Please label the existing and future rights of way for Wilmot Rd, UDC 7.6.4.C.2.a. 4. Identify and locate all existing plants to remain on or near the site. Identify disposition of all existing plants. 5. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. See civil drawing is not sufficient. 6. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 2-10-4.2.A.4., please be specific. 7. Grading, hydrology, and landscape plans must be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. UDC 7.7.6.C.2. The landscape and grading plans must match. 8. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. 9. Solely using the 40’ trunk to parking space requirement or placing trees only along the edge of a parking area does not meet the intent of the UDC. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.1.B.1, UDC Technical Standards Manual 5-01-.3.2 and UDC 7.6.4.B.1.a. 10. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC 4.2.A. New Concrete Sidewalk, per P.A.G. standard 200 is going to be required from your sidewalk tie-in point, north to the existing entrance of the parking area; per TSM section 10-01.3.3 and the width is to be 6 Ft. wide; per TSM section 10-01.4.0 3. New Concrete Curb Access Ramp per P.A.G. standard 207, is required at the existing entrance to the parking area. The existing curb opening can be used if ADA requirements can be met. 4. Provide documentation or reference to documentation for joint use access/parking with neighboring parcels. 3. Per new Detention/Retention manual that took effect June 1, 2021 undesignated basins are now classified as balanced basins and this project will need to comply with balanced basin detention and first flush retention requirements. The drainage statement is incomplete and needs to show all pertinent calculations and discharge quantities. Any previous COT Engineering staff communication/emails with determinations and requirements that differ from the Detention/Retention Manual for this project with will need to be uploaded along with the next submittal. 4. With the previous restaurant being demolished several years ago. I would say everything that is not existing pavement on this site should be considered pervious surface, and the 9,748 sf of new impervious surface as stated on page 2 of the drainage statement looks to be underestimated. From looking at the aerial, I am seeing at least double that. 5. Show compliance with UDC article 7.6.6.C.2 and how this site plan is maximizing water harvesting. The water harvesting plan isn't showing that any of the WHIA areas are built to receive any roof/parking lot runoff. Roof discharged points/quantities are not being shown and all the impervious surface runoff that is not being directed to the underground storage chamber is discharging offsite.
