An approved development plan is not to be used for construction or modification of on-site utilities (e.g. water service to buildings, building sewers, site lighting, electrical service to buildings, etc.). The construction of the on-site utilities may be included with the permit for constructing the building or as a separate permit.
2. Provide the rim elevation of the next upstream sanitary manhole or cleanout in the public sewer and the first-floor elevation. Determine the need for a backwater valve per Section 714.1, IPC 2018, as amended by the City of Tucson.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 27, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0170, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – Revise General Note 4 to show the use as “AUTOMOTIVE MINOR SERVICE AND REPAIR SUBJECT TO USE SPECIFIC STANDARDS 4.9.4.F.2, .3, .4, & .5 and 4.9.13.O.

3. COMMENT: 2-06.4.7.A.6.a - As a Zoning Examiner Special Exception Procedure, Section 3.4.3 is required for the proposed use in the C-1 Zone provide the SE number adjacent to the title block on all sheets. Also, provide a general note stating the SE case number, date of approval, what was approved and if applicable any conditions of approval.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

4. COMMENT: 2-06.4.8.A - Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system for all property lines on the plan.

5. COMMENT: 2-06.4.8.C – Provide the following information for the Broadway Blvd dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.E – Either a lot combination will be required or some type of cross access easement or agreement will need to be recorded.

7. COMMENT: 2-06.4.9.F – Provide the zoning for the parcels north of Broadway.

8. COMMENT: 2-06.4.9.H.5.a – Remove the reference to “INCLUDING SERVICE BASE, WASH TUNNELS, OFFICE, AND RETAIL AREAS” as that statement only applies to Automotive Washing. Parking for Automotive Major and Minor Service and Repair is based on Gross Floor Area.

9. COMMENT: 2-06.4.9.H.5.a - The required number of vehicle parking spaces is not correct. 1,174/300 = 3.9 or 4 required, one of which would be the required van-accessible space.

10. COMMENT: 2-06.4.9.H.5.a - Per the 2018 IBC Chapter 11, Section 1106.6 Location, Accessible parking spaces shall be located on the shortest accessible route of travel from adjacent parking to an accessible building entrance. The proposed accessible parking does not meet this standard.

11. COMMENT: 2-06.4.9.H.5.d – Per UDC Article 7.4.3.A.2 Each Land Use Group (Group), except for Residential and Storage, has a standard minimum parking formula. The standard formula applies to every Land Use Class (Class) within that Group, except for those Classes specifically listed in the parking tables. That said the short-term bicycle parking calculation is not correct. Per UDC Table 7.4.8-1: Minimum Required Bicycle Parking Spaces, COMMERCIAL USE GROUP, 2 short-term bicycle parking spaces are required.

12. COMMENT: 2-06.4.9.H.5.d – The plan and detail for the short-term bicycle parking does not address UDC Article 7.4.9.B.1.e.

13. COMMENT: 2-06.4.9.L – Some type of cross access easement or agreement will need to be recorded for the access proposed along the southern portion of the site. Provide the recordation information on the plan.

14. COMMENT: 2-06.4.9.O – The street perimeter yard setback information shown on the plan is not correct. Per UDC Article 6.4.5.C.2 and Table 6.4.5.C-1, ADT of 1,000 or greater, the street perimeter yard setback is measured from the back of curb or future curb, greater of the two.

15. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). Provide a sidewalk from the proposed building to the sidewalk along Broadway Blvd. This sidewalk is required to provide barrier-free accessibility for the physically disabled, see TSM Section 7-01.4.3.2.

16. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. Provided the required sidewalk along the east side of the building.

17. COMMENT: 2-06.4.9.R - Per TSM Section 7-01.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas. Show the required sidewalk from the building to the dumpster.

18. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also provide a general note stating that “ALL SIGNAGE REQUIRES SEPARATE PERMITS”.

1. UDC 2-10.4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
