This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 14, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0144, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.8 - For development package documents provide: 2. COMMENT: 2-06.4.7.A.8.d – As it appears you are using vehicle parking spaces with in the shopping center to meet the parking requirements, provide a vehicle parking space calculation that demonstrates that the existing center has excess spaces for this sites use. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. COMMENT: 2-06.4.9.H.5.a – As you are proposing offsite vehicle parking provided a parking space calculation that demonstrates that the existing shopping center has excess parking available. 4. COMMENT: 2-06.4.9.H.5.d – The long – term bicycle parking space calculation is not correct. Per UDC Article 7.4.3.F.4 when the required bicycle parking is based on Gross Floor Area (GFA) the GFA will include any outdoor area used to conduct the activity such as the patio. That said with the patio the GFA exceeds the 2,500 sf exception for the long – term bicycle parking and 2 long – term spaces are required. Revise the calculation and show the long – term location on the plan along with a detail that demonstrates how the requirements of UDC Articles 7.4.9.B & .D are met. 5. COMMENT: 2-06.4.9.O – The street perimeter yard setbacks listed under General Note 16 are not correct. Based on the definition of Established Area Setback any site that boarders on a street designated on the Major Streets and Routes (MS&R) Plan is consider to have Developing Area Setbacks. Per UDC Article 6.4.5.C.2 & Table 6.4.5.C-1 the required street perimeter yard setbacks are 21’ or the Height of the exterior wall, greater of the two, measured to the back of curb or future curb, whichever is more restrictive. 6. COMMENT: 2-06.4.9.R – As this site is considers part of the overall shopping center, as it can’t stand alone, per TSM Section 7-01.3.3.B a continuous pedestrian circulation is required from the proposed Starbucks to the other structures on site. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. The intent of the parking area tree requirement is to provide shade over the asphalt and for parked trees. Please relocate trees so the intent of the UDC section is met. It is acceptable to construct a planter in the parking area. 3. Provide tree parking area calculations. UDC 4.2.A.2.c. 4. Landscape borders require canopy trees, Caelsalpina mexicana is not a canopy tree, however it would be acceptable to add Palo Verdes in 5’ of the right of way to provide shade for the sidewalk and retain the design statement at the corner. 5. Coordinate with the civil/hydro engineer to maximize water harvesting from the building roof and hardscape to the landscape areas (solutions should be shown on both engineering and landscape plan) or provide a commercial Water Harvesting Plan. 6. Label sight visibility triangles on landscape plans. 7. Show future and existing rights of way for Swan and Grant Roads. 8. Provide a maintenance schedule for the landscape and irrigation in accordance with UDC 4.2.4. 9. Please provide a detail that shows installation of a root barrier adjacent to pavement.
