This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 03, 2022. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0142, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.6.a – Revise Development Plan General Note 4 to include UDC Article 5.4 Major Streets and Routes (MS&R) 3. COMMENT: 2-06.4.7.A.6.a – As part of this site is located within the Davis-Monthan AFB Approach-Departure Corridor 2 and the entire site is located within the Davis-Monthan AFB Noise Control District B per UDC Article 5.6.8.B.2.a.(2) and 5.6.9.B.3.a.(3) Cultural Use is not an allowed use in this overlay. 2-06.4.7.A.8 - For development package documents provide: 4. COMMENT: 2-06.4.7.A.8.d – Clarify if you are proposing this use as an expansion of the Pima Air Museum or a stand-alone use, additional comments maybe forth coming. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 5. COMMENT: 2-06.4.9.A – A lot combination is required for this project. Depending on how comment 4 above is addressed will determine what parcels will need to be combined. At a minimum parcel 140-36-013A & 140-36-013B will need to be combined. Provide a copy of the approved Pima County Assessor’s Combo Request form with the next submittal. 6. COMMENT: 2-06.4.9.H.5 – Sheet 3 for the area at the west end of the proposed access lane that is called out as a “CONCRETE HEADER” clearly demonstrate how the requirements of UDC Article 7.4.6.H.1 are met. 7. COMMENT: 2-06.4.9.H.5 – Demonstrate on the plan that the requirements of UDC Articles 7.4.6.D, 7.4.6.H.1 & 7.4.6.I are met for the existing access lane that you are proposing to use for access to the Tucson Military Vehicle Museum. 8. COMMENT: 2-06.4.9.H.5 – The vehicle use areas called out under Keynote 5 on sheets 4 & 5 does not meet the requirements of UDC Article 7.4.6.I. Provide written approved from the City Engineer approving the proposed compacted decomposed granite for this vehicle use areas. 9. COMMENT: 2-06.4.9.H.5.a – Detail “F” sheet 12 the wheel stop location dimension is not shown correctly. Review UDC Article 7.4.6.H.3 and provide the correct dimension. 10. COMMENT: 2-06.4.9.H.5.a – For the vehicle parking spaces located to the east and west of the proposed accessible parking space it appears that the pavement is flush with the sidewalk and would allow a parking vehicle access to the sidewalk. Demonstrate how the requirements of UDC Article 7.4.6.H.1 are met for this area. 11. COMMENT: 2-06.4.9.L – If this is a stand-alone site and you are proposing access across the Pima Air Museum property some type of access easement or agreement is required. Provide a copy of the recorded access easement or agreement with the next submittal and provide the recordation information on the plan. 12. COMMENT: 2-06.4.9.R – Demonstrate on the plan how the requirements of TSM Section 7-01.3.3.A & 7.01.4.A are met. 13. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g. 3. Please label the existing and future rights of way for Valencia and Wilmot Rds, UDC 7.6.4.C.2.a. 4. Street landscape borders are required along all MS&R streets. 5. How will tanks be prevented from driving into the native desert areas? Who will field adjust the track to avoid vegetation? 6. The bottom of the basin requires hydroseeding or other inorganic/organic ground cover, UDC 7.6.4.E. 7. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2. 8. On sheet ERR-03 there is a north/south sewer alignment that goes to Valencia Rd. through the wash and disturbs protected riparian areas. Is it possible to slightly shift this line to the west to take advantage of the already disturbed area? 9. On the same page, it is unclear as to the reason for needing to disturb the other two areas of protected riparian plants. Please clarify. 10. Per Admin. Manual 2-10-4.2.D, provide page/detail reference to civil drawings/details that show bike racks, walkways, and screening/retaining walls on landscape plans. See civil drawing is not sufficient. 11. The landscape and grading plans must match. 13. Retention/detention basins should be designed naturally and organically, whenever practicable. 14. Identify the point of drainage off roof areas, amount of flow, and disposition of flow. 15. Identify curb inlets to landscape areas on landscape plans. 16. Modify details to show depressed landscape areas. 17. Please add/call out soil moisture gauge/tensiometers and rain shut-off device on irrigation plans and details. UDC Tech Standards 4.01-2.A. 18. Provide a detail to show tree planting with root barrier adjacent to walkways. 19. Please note that smaller caliper trees can used for TOS and will be counted towards larger caliper tree quantities. 20. Show on-site location of temporary plant nursery holding area or indicate if they will be transplanted directly to final location. Administrative Manual 2-11.4.5. Please include method and schedule for plant irrigation in holding area. 21. Revise the following note on sheet L-01 - The site developer must include language in all contracts with contractors about the importance of staying out of all areas and away from all individual Protected Native Plants to be preserved-in-place.
