This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 27, 2022. CONTENT REQUIREMENTS 1. The Irrigation plan submitted as a separate plan should be part of the development package. List the Irrigation plan in the sheet index and update the total number of sheets on all sheets COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 2. Provide the DP case number on the Irrigation plan. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0108, adjacent to the title block on all sheets. 3. This comment was not fully addressed. The location map shall be drawn at a minimum scale of three-inch equals one mile. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information. 4. This comment was not fully addressed. Label the Pantano Wash on the location map. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 5. This comment was not fully addressed. Label the section corners on the location map. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 6. This comment was not fully addressed. Provide the applicable Use Specific Standards as list on UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONES, C-1 Zone, Commercial Services Land Use Group With Land Use Class/Type: Food Service: Excluding Soup Kitchens, C-1 Zone the applicable Use Specific Standards are “4.9.4.M.1 & 5 and 4.9.13.O“. COMMENT: 2-06.4.7.A.4 - List as a general note: List the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 7. COMMENT: 2-06.4.7.A.6.a – Provide a general note stating: “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).” 2-06.4.7.A.8 - For development package documents provide: 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 8. This comment was not fully addressed. Provide a detail that matches the area where the proposed racks are located. See additional comments below. COMMENT: 2-06.4.9.H.5.d – Provide a short – term bicycle parking space detail that clearly demonstrates how the requirements of UDC Articles 7.4.9.B1, B2 & C are met. a. UDC Article 7.4.9.B.1.e Demonstrate how the proposed short-term bicycle parking will be illuminated during hours of use. b. UDC Article 7.4.9.B.2.b as you are proposing to put the rack directly adjacent to the building demonstrate how the bicycle frame and one wheel can be locked to the rack with out the handle bars hitting the building. c. UDC Article 7.4.9.B.2.f the 2’x6’ bicycle parking space is measured from the edge of rack not the center, UDC Figure 7.4.9-C. d. UDC Article 7.4.9.B.2.g At a minimum show the required 2’-6” setback from the northeast end of the rack to the building. Until comments 20.a is addressed this requirement may apply. 9. It doesn’t appear that this comment was addressed. Zoning was not able to find an easement or agreement in the submittal. Based on your response comment “Will Comply” we have no idea what you are proposing. COMMENT: 2-06.4.9.L – As vehicle access is proposed to the adjacent properties some type of access easement or agreement is required. Provide a copy of the recorded document and provided the information on the plan. 10. Zoning acknowledges that the 2’-6” overhang has been provided on the plan. Based on a new 6’-0” wide sidewalk shown it doesn’t appear that once a vehicle parks there will be a minimum 4’-0” wide sidewalk, see TSM 7-01.4.3.A. ”COMMENT: 2-06.4.9.R – As vehicles are allowed to overhang sidewalks show the 2’-6” allowed vehicle overhang on the plan. Zoning would like to request that on your comment response please to not put “Will Comply”. If you could provide a little more detail such as “General Note ## Added to sheet ##” it would greatly reduce our review times. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The development package will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. Provide all related activity numbers and the development package # on each sheet. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. This requirement was not addressed adequately. A street landscape border is required per UDC Table 7.6.4-1. Landscape Border and Technical Standards Manual 5-01.4.0. Another tree was added, but the calculation table says that there are 0 proposed trees, please revise. Existing vegetation can be used in the street border, again, please provide existing species and size of all trees. Label and dimension the 10’ street landscape border. 3. A landscape border is required along the RX-1 zone boundary to the northeast. See Table 7.6.4-1. The landscape shown on the plan is not sufficient to meet requirements. The wall requirement was waived, but the screening requirement was not. 4. A separate water meter is required for irrigation. 5. Indicate how stormwater is getting into the WHIAs, must match civil drawings. Also, indicate where the roof water will be directed. Curb Returns are to be 25 Ft Radius. If curb returns are not feasible at this location, a P.A.G. standard 206 Driveway Apron is acceptable." The requirement according to the City’s Technical Manual for "full compliance projects," are that curb returns are installed. In looking at the entryway on the plan and with a picture of the location, it didn’t appear as though a return would work on the southern most side. An option is to move the entryway to another location on the property. My comment regarding the P.A.G. standard 206 is the same comment as before. If curb returns cannot be installed for whatever reason, then the P.A.G. standard 206 driveway apron for business districts is acceptable. Therefore, either an entryway with curb returns with a minimum radii of 25 Ft must be installed at this location, or a P.A.G. standard 206 driveway apron. The existing entrance being left in place is not an option. 2. Please show the "far side" sight visibility triangle. 3. Please show existing and future right of way. (I apologize. I don't see where the roof drainage is shown on the plans. If they are discharging onto the sidewalk they will need to be scuppered under the sidewalk to keep the sidewalk flood free for up to a 10-year event. 2. Show pedestrian circulation path to the trash enclosure. 3. With 6' sidewalk and 2'-6" parking overhang, the required 4' sidewalk width is not met. Revise plans to show a 4' wide unobstructed pedestrian circulation path per Technical Standards Manual section 7-01.4.3.A. 4. Revise the Accessible Sign Detail to show the minimum unobstructed 84" vertical clearance for sidewalks per Technical Standards Manual section 7-01.4.3.B.
