Show existing Drainage Easements on the site plan. Any work, including grading and paving, within the easement requires a Facility Impact Permit from the Regional Flood Control District. 2. Please verify any existing drainage infrastructure into the Pantano Wash. It’s not clear from the aerial photo if there is an existing small diameter pipe adjacent to this project. 3. The District strongly discourages construction of a new outlet to the Pantano Wash. Requirements would include, but not necessarily be limited to, concrete pipe, removal of a wedge of soil cement for placement of a new pipe in accordance with District Standard DS-304, hydraulic calculations with determination of the impact of the Pantano Wash floodplain on the pipe and on the project, and a junction structure at the property boundary to separate public and private maintenance responsibilities. Instead of construction of a new pipe outlet, the District recommends updating the drainage report to clearly show existing conditions drainage patterns and not changing those patterns. The site is already impervious and substantial increased peak discharges are not anticipated. Maximizing use of shallow retention should result in stormwater management that does not require a new outlet to the Pantano Wash. |

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 27, 2021. 2-06.3.0 FORMAT REQUIREMENTS 1. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet, see requirements below. CONTENT REQUIREMENTS 2. COMMENT: 2-06.4.1 – Provide the email addresses for all listed under “DESIGN AND DEVELOPMENT CONTACTS”. 3. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block. 4. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0108, adjacent to the title block on all sheets. 5. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three-inch equals one mile, and provide the following information. 6. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area; 7. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 8. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 2-06.4.7 - General Notes The following general notes are required. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 13. COMMENT: 2-06.4.8.A – The site boundary perimeter information is difficult to read. 14. COMMENT: 2-06.4.8.B – Provide the recordation information for all existing easements shown on the plan. 15. COMMENT: 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 16. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 17. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.F.2.a.(2) show the required 1’-0” setback the building to the drive-through. 18. COMMENT: 2-06.4.9.H.5 – Show and dimension the required vehicle stacking for the drive-through, see UDC Article 7.4.7. 19. COMMENT: 2-06.4.9.H.5.a – The wheel stop location dimension is not shown correctly, see UDC Article 7.4.6.H.3. 20. COMMENT: 2-06.4.9.H.5.d – Provide a short - term bicycle parking space calculation on the plan. This calculation shall include the number required & provided. 21. Per the definition of Established Area Setback any property bordering on a street designated on the COT Major Streets and Routes plans is considered developing area, see UDC Article 11.4.6. Per UDC Article 6.4.5.C.2 and Table 6.4.5-C.1 the required street perimeter yard setback is measured from the back of curb. Until the height of the building is provided, see comment 24, the required distance cannot be verified. 24. COMMENT: 2-06.4.9.Q – Provide the height of the proposed building within the footprint on the plan. 25. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said provide a sidewalk along the south side of the building. 26. COMMENT: 2-06.4.9.R – As vehicles are allowed to overhang sidewalks show the 2’-6” allowed vehicle overhang on the plan. 27. This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. 1. UDC 2-10.4.1 Identification and Descriptive Data A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The development package will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. Provide all related activity numbers and the development package # on each sheet. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval. 2. Label all trees to be preserved in place. 3. A street landscape border is required per UDC Table 7.6.4-1. Landscape Border and Technical Standards Manual 5-01.4.0. Existing vegetation can be used in the street border, please provide existing species and size to be supplemented with the required density of vegetation. 4. Provide square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees. Trees are required within the parking area at a density of 1 canopy tree/4 parking spaces. Parking islands with canopy trees are preferred. 5. A landscape border is required along the RX-1 zone boundary to the northeast. See Table 7.6.4-1. 6. Provide the length and width of landscape borders on the plan and number of canopy trees per length; provide the square footage of all landscaped borders and calculation of the percentage of vegetative coverage. 7. Provide a plant Maintenance Schedule that includes; a. Pruning schedules to show that plant material will maintain pedestrian and vehicular clearances or that the material will establish opaque screens, if required; b. Replacement criteria, should plant material not survive; c. Replacement or upkeep maintenance schedules for inert ground cover materials; d. Upkeep maintenance schedules for exterior hardscape materials; and, e. Maintenance and replacement schedules for irrigation systems. 8. An Irrigation Plan is required that includes; a. Type of water conserving irrigation systems proposed and differentiation between systems for the different water use zones on the site; b. Source of irrigation water; c. Indicate potable or reclaimed water use. Reclaimed water system specifications, if used; d. System specifications and system design and layout (Section 4-01.4.2, Irrigation Standards, of the Technical Standards Manual); e. Extent of supplementary irrigation in each planting area, provided by water harvesting methods; f. Point of drainage off roof areas, amount of flow, and disposition of flow; g. Temporary systems proposed to establish native seeded areas; h. The length of irrigation duration (e.g., for native plat material, automatic drip for two years or until established); and, i. The extent to which systems are proposed within the public right-of-way. 9. A Commercial Rainwater Harvesting plan is required in accordance with the UDC Technical Standards Manual – Section 4-01.0.0.
