Should the proposed 3/4 access be acceptable and remain, additional signage and striping needs to be implemented to ensure this operation. 3. Add a R3-5R "Right Turn Only" sign under the Stop Sign. Standard size is 30"X36". A "Right Turn Only" pavement marking arrow should also be provided at the driveway. 4. Add a R5-1 "Do Not Enter" sign and a R6-1R "One Way" sign in the median, approx. Sta. 18+64. Standard sizes are 30"X30" and 54"X18", respectively. 5. Comments also provided on the attached Plan Sheet. |
08/25/2021 | SBEASLE1 | OTHER AGENCIES | TUCSON AIRPORT AUTHORITY | Reqs Change | Letter: August 23, 2021 RE: DP21-0094 Site/Grading - Circle K at The Bridges, fuel canopy, roadway, median, 2nd submittal, Received August 4, 2021 Thank you for the opportunity to comment on DP21-0094 Circle K at The Bridges, fuel canopy, roadway, median; 2 nd Submittal, a development package application for a 1.386 acre site, which is located southwest of the intersection of East Tucson Marketplace Boulevard and South Kino Parkway. The property is zoned Planned Area Development 15 (PAD-15) and the project would support the development of a gas station, which would contained food and beverage sales and fuel dispensing uses. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority previously commented on the 1 st submittal of this project and noticed that the comment response letter for the 1st submittal documented the inclusion of the Conditions of approval within the cover sheet of the revised development plan. The Tucson Airport Authority was unable to find that the Conditions of approval note was included within the 2nd submittal of this development plan. The below conditions of approval must be included in the revised development package plan set. Conditions of approval: 1. "According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this project area is located in proximity to a navigation facility and could impact navigation signal reception. The project applicant shall file FAA Form 7460 with the FAA at least 45 days before construction activities begin for the proposed project unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes which are used must also be identified with Form 7460. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. Clearly demonstrate that the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f, & .g are met. 4. This comment was not addressed. The requirement applies to public or private streets. You could apply for a Technical Standards Modification Request, TSMR, see TSM Section 1-01.6.0, and request to use the connect to Kino’s sidewalk around to S. M. L. King Jr Way as a modification. This type of modification has been supported previously on other developments. It looks like all the parking lot runoff is directed to storm drains and none of the landscape areas receive parking lot/vehicle use area runoff.
