ADOT has the following comments on this submittal, due to the proximity of the Project to the I-10 Kino Parkway Traffic Interchange.

The modifications to the Kino Parkway raised median to provide full access at the proposed south driveway will create additional conflict points along Kino Parkway and may negatively impact traffic operations. The shortening of the southbound left turn lane and lengthening of the NB left turn lane to align to provide a full access driveway for the development's south access point should be reviewed and analyzed to determine said impacts. We could not find a Traffic Study being provided in the DP, unless covered by another study? Please advise.

If full access were considered, the shortened SB LT lane would not contain sufficient storage to meet current or future needs.

In previous submittals for developments for the The Bridges, this median opening was being proposed to be closed due to the future need for additional storage for the Kino and Tucson Market Place Drive traffic signal, thus full access should not be allowed, unless determined otherwise.

The NB Kino Parkway movement from the development can be made by using the internal circulation, or by exiting right from the north driveway and making a U-turn at the existing median opening, or making a left out onto MLK Drive to Tucson Market Place to Kino and using that signalized intersection.

04/22/2021 SBLOOD1 ENGINEERING REVIEW Reqs Change Development Package Comments:
Sheet 1
1. Verify project address on each sheet. Plan set indicates site address as 3834 S. Kino Parkway, however the project application has been revised to 3434 S. Kino Parkway.
2. Provide Cut and Fill earthwork calculations for the project, include overexcavation and recompaction recommended in the project geotechnical report.
3. Ensure Legend on Cover Sheet matches the interior plan sheets.
4. Verify ML King Way street improvements have been constructed or that the proposed improvements for ML King Way will be constructed per separate Street Improvement Plan and permit. Reference the improvement plans for ML King Way on the Site and Grading Plans.
5. Add waste stream calculations and state the frequency of waste collection.
6. Provide name and date of the project geotechnical report, with the name, address and phone number of the firm who prepared the report.
7. A SWPPP will be required prior to grading.
Sheet 2
8. Add bearing for 23.10' and 23.70' distances.
9. If any existing easements are located upon the property, show easement record information, location, width, and purposes. Blanket easements should be listed in notes with record data and proposed status. If no existing easements are located on the property, notate as such.
10. Add full ROW dimensions, both sides of the street centerline, for Kino Parkway and ML King Jr. Way.
11. Show Sight Visibility Triangles for Kino Parkway
12. Confirm no easements will be proposed on the project site. If easements are proposed, provide dimensions, and label as to the easements purpose and whether the easement will be public or private.
13. Show and Label existing right of way or future right of way dedication for ML King Jr Way
14. Provide the height of the structure within the footprint of the building.
15. Kino Parkway is identified as a Major Street or Route. Add the MS&R right of way lines, future sidewalk and sight visibility triangle.
16. Verify WB-50 is correct vehicle (WB-62 is current std)
17. Provide written verification from COT to allow turning movement of fuel tanker to traveling into opposing traffic within public R/W

Sheet 6
18. Verify 2% slope has been provided away from trash enclosure.
19. Provide proposed drainage easement at both off-site rip rap outlets to Greyhound Wash
20. Show overexcavation limits for the proposed structure per the recommendations in the project geotechnical report.

1. Please include a drainage statement that summarizes the findings included in the drainage report for The Bridges B-III Infrastructure (DP19-0214).

04/22/2021 SBLOOD1 ENGINEERING REVIEW Reqs Change In taking a look at this site plan, it seems like more water could be directed to landscaping instead of directed into a pipe. Could you please keep me in the review loop when the drainage statement is received? I also would like more detail on the outlet pads. How were dimensions determined? Are they in the floodplain? If so, cut-off walls to the expected scour depth will be required.

It was also pointed out that MAG detail call outs are on Sheet 6. These should be changed to PAG.

The retaining wall seems to be right on the District property line, so the easement may need to encompass some construction and maintenance access for those walls.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is April 14, 2021.

Thank you for the opportunity to comment on DP21-0094 Circle K at The Bridges, fuel canopy, roadway, median; 1
st Submittal, a development package application for a 1.386 acre site, which is located southwest of the intersection of East Tucson Marketplace Boulevard and South Kino
Parkway. The property is zoned Planned Area Development 15 (PAD-15) and the project would support the development of a gas station, which would contained food and beverage sales and fuel dispensing uses.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. The below conditions of approval shall be included in the revised development package plan set.
Conditions of approval:
1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this project
area is located in proximity to a navigation facility and could impact navigation signal reception. The project applicant shall file FAA Form 7460 with the FAA at least 45 days
before construction activities begin for the proposed project unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project
applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant
with sufficient time to respond to any concerns which are identified by the FAA. Any cranes which are used must also be identified with Form 7460. Please file Form 7460 at

On sheet C4 (sheet 9,) Note 8 mentions "5’ New sidewalk." Also, just south of the sidewalk "match-point" is a sidewalk dimension of 6 Ft. The same sidewalk dimension of 6 Ft. is given on C1 (sheet 6) This same dimension of 6 Ft. is given on the "Site Plan" page SP (sheet 2)

Either sidewalk dimension is appropriate-whether 6’ wide or 5’ wide, but please edit all references to reflect the same width.
