COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 13, 2022.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, DP21-0005, adjacent to the title block on all sheets.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. COMMENT: 2-06.4.9.H.5 – Per UDC Article 7.4.6.D, Figure 7.4.6-A and Table 7.4.6-1 the minimum PAAL with when accessing 90-degree parking is 24’-0. It appears that you will be submitting a Parking Design Modification Request (PDMR). The PDMR will need to be submitted and approved prior to approval of this DP.

3. COMMENT: 2-06.4.9.H.5.a – It is not clear what your vehicle parking space calculation is based on. Please clarify what type of multifamily units you are proposing, studio less than 400 sq. ft or greater than 400 sq. ft. or 1 bedroom, etc.

4. COMMENT: 2-06.4.9.H.5.a – Based on your vehicle parking space calculation 20 required 16 provided some type of request to reduce the number required, i.e. Individual Parking Plan, Board of Adjustment for Variance, etc., please clarify what process you are proposing. What ever process you elect to use will need to be approved prior to approval of this DP.

5. COMMENT: 2-06.4.9.O – The require street perimeter yard setback shown for the “NORTH” setback is not correct. Per UDC Article 6.4.5.C.1.b Where a lot abuts more than one street , the owner chooses which street lot line is the front lot line . From other than the front lot line , the street perimeter yard is ten feet.

6. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). That said provide a sidewalk out to 11th St.

7. COMMENT: 2-06.4.9.V – Zoning was not able to find the mail box called out under keynote 4, please clarify where it is located.

4.1 Identification and Descriptive Data

Minimum Width

Street landscape borders must be a minimum of ten feet wide as measured from the streetproperty line . On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes.

Located on Site

Street landscape borders must be located entirely on site , except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacentright-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R.

Provide approval for landscape in the ROW.

Ensure that Zoning, Engineering comments and concerns are addressed prior to landscape section approval.

1) Per TSM section 8-01.5.3.D. Provide on site sufficient service vehicle manuering area to prevent service vehicle from backing into the right of way, or obtain permission from City of Tucson Environmental Services
2) Per TSM section 8-01.5.3.F. The maximum back up distance for a service vehicle is 80', plans propose approximately 110'. Update as needed
3) Show on plans a vehicle maneuvering area in front of the proposed trash enclosure door, open, that has a sufficient back up spur for the accessible parking
4) Minimum 2 way PAAL width for 90 degree parking is 24'. Update as needed
5) Provide a complete pedestrian circulation path according to TSM section 7. This includes a minimum 4' wide path to S 11th Av
6) Sheet 3 Keynote 24. For the accessible pathway connection to W Calle Posadas. PAG detail 105 is not considered a handrail for accessibility purposes. Provide a detail for a handrail meeting ICC A117
7) Northwest corner proposed pedestrian circulation path on W Calle Posadas appears to move out of the right of way by about 8 inches. Show new 5' wide sidewalk placed entirely within right of way or provide a pedestrian access easement.
8) Update drainage statement to include whatever offsets the proposed water harvesting areas will have on the new increase in impervious area. Show that proposed discharge does not exceed existing discharge. This can generally be accomplished by having a 1/12 ratio of 6" water harvesting to impervious area.
9) Provide spot grades as needed along the northern landscaped area to show how water harvesting will be accomplished. This may require detail for several small basins running east to west
10) Detail 1 sheet 4. Should this swale be extended to the eastern most building scupper? It is not clear how water is directed from that point. Update as needed
11) Northwest corner of parking lot shows a 1.8% grade. Spot grades at the north and south extents are the same. There appears to be an opportunity for a basin on the west side of the curb at this point. Update as needed
12) Sheet 8. New plants are proposed within the Site Visibility Triangle. A view corridor of 30" to 72" must be maintained. The detail shows new plants/shrubs with a height of 42" up to 53". Update planting plan as needed
