Identification and Descriptive Data



All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING



4-01.3.0 RAINWATER HARVESTING PLAN



A Rainwater Harvesting Plan shall be submitted with all applications for commercial developments at which landscaping is required. The Rainwater Harvesting Plan shall consist of two elements: a Site Water Budget and a Water Harvesting Implementation Plan. Preparation of the Rainwater Harvesting Plan elements requires coordination between project managers, site engineers and landscape architects from the inception of the project. The two elements of the Rainwater Harvesting Plan shall illustrate how water harvesting will meet 50% of annual landscape water demand, as required by the ordinance.



Include Rainwater Harvesting Plan with Development Package submittal.



Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 25, 2021.

1. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. – Stamp to be applied electronically, ensure adequate space is available on all sheets.

2. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. – Move reference items and include contour interval when relevant.

3. 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. – Provide all email addresses and relevant sealing and registration information.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

4. 2-06.4.2.B - A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat; - Provide legal description in title block.

5. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). – Provide numbering in required format.

6. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. – Provide address and DP case number DP20-0166.

7. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.

8. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

9. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

10. 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." – Revise notation on sheet title page (sheet 1) to include applicable overlay zone – Airport Environs Zone Overlay

11. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. – Revise notation on sheet title page (sheet 1) to list proposed use as “Personal Storage, subject to use-specific standards 4.9.10.C.3 & .6 and 4.9.13.Q.”

12. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. – Provide a general note on sheet title page (sheet 1) that the site is subject to the Airport Environs Zone, Davis-Monthan Air Force Base Environs and that the project meets the criteria/conditions of the overlay. Please review UDC Article 5.6.7.-.9 to determine all criteria is met. The site is located in ADC-2 and NCD-A. Provide calculation on the DP for Floor Area Ratio. Site is limited to an FAR of 0.3. Additional comments may be forthcoming.

2-06.4.7.A.8 - For development package documents provide:

13. 2-06.4.7.A.8.a - Floor area for each building; - Provide for each building and provide details for canopy structures to determine whether they will be considered structures for floor area purposes. Per the UDC, Gross Floor Area is defined: The sum of the horizontal areas of all floors of all buildings, including accessory buildings on a lot, measured from the exterior faces of the exterior walls or from the centerline of walls separating two buildings and includes elevator shafts and the stairwells at each story. Gross floor area includes floor space with structural headroom of six feet and six inches or more used for mechanical equipment; penthouses; attic space; interior balconies; mezzanines; and service bays but does not include any interior space used for parking, loading, or loading space that is incidental to the principal use.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

14. 2-06.4.8.C & H.4. - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

15. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. – Provide zoning classification on the subject property on the site plan (sheet 4).

16. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

17. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. – Verify all proposed easements (if any) are illustrated.

18. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. – Provide height of the building wall adjacent to Old Vail Rd to determine if setback is adequate.

19. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

ERR Comments:
1. Since the riparian protection standard requires protection of riparian resources within the regulatory floodplain, revise the ERR to clearly show the 100-year floodplain boundaries in relation to the riparian resources. (TS 4-02.2.5.B.1.b)
2. Make sure all relevant requirements of the ERR are included, especially the requirements of TS4-02.5.B.1.i, -.o, --.p, -.r, -w.
3. Demonstrate there will be no unnecessary disturbance of outlined riparian resources. (TS 4-02.5.B.2)

Drainage Report Comments:
4. Provide details showing how retention and detention volumes are provided in the proposed basin. (Drainage Manual 2.3.1.6)
5. Ensure all the relevant requirement of DM 2.3.1.6 are included in the report.
6. In the discussion, for example page 4, the distinction between retention and detention is not clearly defined. Clarify this distinction throughout.
7. Clearly show the retention volume is provided below the outlet pipe from the basin.
