SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS

4.1 Identification and Descriptive Data

A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.

The development package will contain the following identification in the lower right corner of each sheet:

Any relevant case numbers for reviews or modifications that affect the site.

Provide Case # DP20-0117 on each sheet.

7.6. LANDSCAPING AND SCREENING

7.6.5. SCREENING STANDARDS
The purpose of screening is to provide visual barriers, noise reduction, and to provide privacy.

A. When Required
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

Parking lots adjacent to residential zoned properties require a 5' wall.

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 01, 2021.

2-06.1.0 GENERAL

2-06.1.1 PURPOSE
This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews.

The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property.

This standard does not waive any applicable city regulations or codes.

2-06.1.2 APPICABILITY
This standard shall be used for all site plans and tentative plats submitted to PDSD for review.

2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS
Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided.
The following documents and information shall be submitted upon application:

2-06.2.1 Application Form
A completed application signed by the property owner or authorized designee;

2-06.2.2 Development Package
A development package must be prepared to the format and content requirements described herein;

2-06.2.3 Related Reviews
In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the;

1. 2-06.2.4 - Remove sheets E0.0 & E1.0 from the development package as Electrical does not review development packages and a separate permit is required. Also remove all references to building codes from the plan.

2-06.3.0 FORMAT REQUIREMENTS

2. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. This space should be generally located in the same location on all sheets.

2-06.4.0 CONTENT REQUIREMENTS

3. 2-06.4.1 - Provide the phone numbers for the Owner/Developer.

4. 2-06.4.2.B - Provide a brief legal description within the title block.

5. 2-06.4.3 - Provide the Development Package case number, DP20-0117, adjacent to the title block on all sheets.

6. 2-06.4.4.C - Label the sections corners on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

7. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

2-06.4.7.A.8 - For development package documents provide:

8. 2-06.4.7.A.8.b - The allowed lot coverage shown in the calculation is not correct and should be 75%, see UDC Table 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 Zones.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. 2-06.4.8.C - It does not appear that the provided street dimensions are correct. Per Paving Plan I-660 the half right-of-way (ROW) is 30'with the curb being 18' from centerline. Also provide a dimension from curb to sidewalk and a sidewalk width dimension.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

10. 2-06.4.9.A - As this site is made up of two (2) parcels, 113-07-179B & 113-07-1800 a lot combination is required. Provide a copy of the approved Pima County Combo form with your next submittal.

11. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined

12. 2-06.4.9.H.5.a - Provide a typical parking space detail for a standard parking space.

13. 2-06.4.9.H.5.a - The vehicle parking space calculation should include the number required and provided of accessible vehicle parking spaces. Also, the number of van accessible space should be provided.

14. 2-06.4.9.H.5.c -

15. 2-06.4.9.H.5.d - Provide a short-and long-term bicycle parking space calculation on the plan. Also provide a detail for both that demonstrates how the requirements of UDC Articles 7.4.9.B, .C & .E are met.

16. 2-06.4.9.O - Until the heights of the proposed building walls are provided the setback requirements cannot be verified.

17. 2-06.4.9.Q - Provide the height and square footage within the footprint of all buildings on site.

18. 2-06.4.9.V - If gang mailboxes are proposed indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised development package
07/02/2020 JOHN VAN WINKLE ENGINEERING REVIEW Reqs Change DP20-0117

1) Include all standard applicable notes found in the COT Administrative Manual (AM) section 2-06, including but not limited to the hold harmless note in AM 2-06.4.7 and Drainage will remain in its natural state note
2) This project proposes a 5' high block wall for screening. A significant portion of this block wall is located within a FEMA AE Flood Zone. Expand the supplied drainage statement to include the size and spacing of openings in these proposed walls in order to not divert the floodplain. Include the flow value in CFS for which the openings are designed. The proposed openings in the CMU block Fence, detail 11 C4 are insufficient.
3) Sheet C1 and Drainage Statement. Update to show the Offsite watershed map to include the Wilson Av Wash and the AE Floodzone
4) The drainage statement indicates that a 1:12 water harvesting ratio is provided to mitigate the impact of the new impervious area. Provide a proposed onsite watershed map showing which impervious area goes to which water harvesting area using the 1:12 ratio. Provide the water volume capacity in cubic feet for each area
5) Provide spot grades in all depressed landscaped areas. Spot grades to take into account any proposed ground cover
6) A floodplain use permit will be required for this project. The floodplain use permit will be issued when the development package has been approved
7) Show on plans any curb cuts or flow lines showing how water will enter each water harvesting area
8) Ensure that roof drains, from the new buildings, scupper underneath sidewalks as needed. Reference COT Technical Standards Manual (TSM) section 7-01.4.1.e
9) Provide on plans waste stream calculations per City of Tucson (COT) Technical Standards Manual (TSM) section 8-01.8.0
10) Per TSM section 8-01.5.1.A use of APCS for 6 or more units must be approved by Environmental Services on a case by case basis. Please provide confirmation from Environmental services that the use of APC for recycling service is acceptable
11) Please update the proposed trash enclosure to be constructed according to TSM section 8 figure 3b. This included the proposed bollard embedment and spacing
12) Provide a detail or dimension showing that the wheel stops for the proposed parking area provide a 2.5' vehicle overhang. Reference TSM figure 7.4.6-C
13) Show on plans a minimum 5' wide sidewalk along E Hedrick Dr Rd Reference TSM section 10-01.4.1.A.1.a.
14) Show that new curb will be installed along E Hedrick Drive east of the proposed driveway entrance. There appears to be an existing curb cut that will need to be closed off
15) Provide spot grades and slopes across the proposed driveway, from curb ramp to curb ramp, to ensure ADA compliance
16) Show on plans Site Visibility Triangles for the Driveway connection to E Hedrick Av and at the Reference TSM section 10-01.5.0
17) Reference TSM Figure 7.4.6-B. Adjust the positioning of the back up spur so that there is a 3' clear space between the front of curb and the adjacent pedestrian circulation path
18) Show on plans the cross slope and running slope for the proposed ADA parking spaces
19) Provide A basis of Bearings according to Administrative Manual Section 2-06.4.8.A
