TO: Development Services Department
Plans Coordination Office

FROM: Steve Shields
Section Manager

PROJECT: Silver Street Warehouse - 3
Development Package (1st Review)
DP20-0072

TRANSMITTAL DATE: May 4, 2020

DUE DATE: May 6, 2020

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 07, 2021.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.12 - Revise the "SHEET INDEX" to reflect all four (4) sheets that were submitted.

CONTENT REQUIREMENTS

2. 2-06.4.3 - Provide the development package case number, DP20-0072, adjacent to the title block on all sheets.

3. 2-06.4.4.A - Does not appear that "THIS PROJECT" is pointing to the correct location and should be moved 1 block east.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

4. 2-06.4.7.A.1 - The existing zoning listed under "GENERAL NOTES" is not correct and should be listed as C-2.

5. 2-06.4.7.A.4 - Under "GENERAL NOTES" the proposed use should be listed as "COMMERCIAL
STORAGE".

6. 2-06.4.7.A.4 - Under the "PROPOSED USE" you list "WAREHOUSE STORAGE" but under the "PARKING" you list a parking ratio of 1 space per 5000 and 1 space per 300 sq. ft. of gfa. It appears that you are proposing both a storage use and office use. If this is the case revise the proposed use to reflect this. If the 1 to 300 is office for the commercial storage then it is all parked at 1 space per 5000 sq. ft. of gfa

7. 2-06.4.7.A.6.a - COMMENT: Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.5 GATEWAY CORRIDOR ZONE (GCZ) UDC"

2-06.4.7.A.8 - For development package documents provide:

8. 2-06.4.7.A.8.b - Remove all references to "LOT COVERAGE" from the plan as it is not applicable.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. 2-06.4.8.C - Provide the following information for Oracle Rd, right-of-way width, and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

10. 2-06.4.9.F - Provide the zoning for the property east of Oracle Rd.

11. 2-06.4.9.H.2 - Show the required sight visibility triangles on the plan.

12. 2-06.4.9.H.5.a - Provide the "B" space width for the propose typical vehicle parking spaces.

13. 2-06.4.9.H.5.a - Provide the "E" curb length for the propose typical vehicle parking spaces.

14. 2-06.4.9.H.5.a - The provided "C" Space depth does not meet the requirements of UDC Table 7.4.6-1 and should be 19'-0". Either revised the space depth to meet the requirement of a Parking Area Modification Request (PDMR) will need to be submitted and approved prior to approval of the DP. If you elect to go the PDMR route if approved provide the PDMR Case number adjacent to the title block on all sheets and provide a general note stating the PDMR case number, date of approval, what was modified, and if applicable any conditions of approval.

15. 2-06.4.9.H.5.a - Provide a location dimension for the proposed wheel stops, see UDC Article 7.4.6.H.3.

16. 2-06.4.9.H.5.a - Clearly demonstrate that the location of the proposed accessible parking sign does not encroach into the 2'-6" vehicle overhang.

17. 2-06.4.9.H.5.d - Show the proposed location for the long-term bicycle parking on the plan and provide a detail that demonstrates how the requirements of UDC Article 7.4.9.B & .D are met.

18. 2-06.4.9.J - As Oracle Rd is shown on the Major Streets and Routes Map as having a future right-of-way (ROW) of 150' or a ½ ROW of 75' and it appears that Oracle Rd is not at full width show the location of the future ROW line and curb and sidewalk location.

19. 2-06.4.9.O - The side street perimeter yard setback is not correct and should be 21' or the height of the exterior wall, greater of the two, measured to the nearest edge of travel lane along Plata & Thirteenth.

20. 2-06.4.9.Q - Provide the height of the existing and proposed building within the footprint.

21. 2-06.4.9.R - Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project. That said provide the required sidewalk out to Oracle.

22. 2-06.4.9.R - There is a tree well shown approximately midway along the northern parking area. Just to the north is a darker hatched area that appears to be pavement. Clarify what this area is.

23. 2-06.4.9.W - If applicable indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Add a general note stating "ALL SIGNAGE REQUIRES A SEPARATE PERMIT".

05/04/2020 LOREN MAKUS ENGINEERING REVIEW Reqs Change 1. Technical Standard 8-01 requires enclosures to provide 10 feet of clear area between the bollards protecting the walls.
2. The solid waste enclosure is oriented to require the service vehicle to drive the wrong way on a one-way PAAL. This will require the PAAL to be designated as a 2-way PAAL with a 24-foot width.
3. Show drainage patterns, including roof drainage, for the site. Show how water harvesting will be maximized by directing flows toward landscape areas.
