COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is March 23, 2020.

CONTENT REQUIREMENTS

1. 2-06.4.3 - Provide the development package case number, DP20-0063 , adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. 2-06.4.7.C.3.b - Provide the following note on the plan "Total miles of new private streets is ____________."

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. 2-06.4.9.H.1 - As the proposed street cross section does not match any of the figures in TSM 10-01.0.0 a Technical Standards Modification Request (TSMR) will need to be submitted and approved prior to approval of this DP.

4. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

5. 2-06.4.9.H.5 - Provide full dimensioned vehicle parking areas to include, PAAL width, backup spur

6. 2-06.4.9.H.5.a - For the southern most vehicle parking area demonstrate how the requirements of UDC Article 7.4.6.H.1 are met.

7. 2-06.4.9.H.5.a - The vehicle parking space calculation shown under General Note 28 is not correct. Per TSM Section 10.0110-01.9.0 Figure 1 when visitor parking is not provided on the street and in common areas the ratio is 1 space per dwelling unit.

8. 2-06.4.9.H.5.a - Provide the number of required and provided accessible vehicle parking spaces in General Note 28.

9. 2-06.4.9.H.5.a - The location dimension for the wheel stops shown on details 3 & 4 sheet 5 is not correct. See UDC Article 7.4.6.H.3.

10. 2-06.4.9.H.5.a - Provide a detail for the required accessible vehicle parking space sign.

11. 2-06.4.9.H.5.a - Demonstrate that the requirements of UDC Article 7.4.6.B.2.c are met.

12. 2-06.4.9.L - All proposed easements will either need to be recorded or shown as "PER FINAL PLAT".

13. 2-06.4.9.O - The setbacks listed on sheet one are not correct. Per TABLE 6.3-4.A: DIMENSIONAL STANDARDS FOR THE C-1, C-2, C-3, OCR-1, & OCR-2 ZONES, C-2 zone, Res Use to Res Zone and Res Use to Nonres zone both are 10' or ¾ the height of the exterior wall, greater of the two.

14. 2-06.4.9.O - Provide a typical lot detail that demonstrates perimeter yard setbacks.

15. 2-06.4.9.R - The striped pedestrian circulation shown along the southern portion of the site is required to be a sidewalk the meets the requirements of TSM Sections 7-01.4.2 & 7-01.4., except where it is directly crossing a access lane, PAAL or street.

1. Revise the washout location on the SWPPP site map to comply with the aquifer protection general permit. R18-9-B301. Provide dimensions to demonstrate compliance.
2. Provide engineering justification for not providing retention and detention in accordance with the retention detention manual and the drainage manual. Generally, retention is required on all projects of an acre or more.
3. The project proposes a channel across City of Tucson property and Pima County Regional Flood Control District bank protection. Concurrence and permission from City Real Estate and PCRFCD are required.
4. The City parcel adjacent to the site is part of the Trails Master Plan. Show how the drainage facility in this area is consistent with the proposed trail. Provide concurrence from Parks and Recreation.
5. Correct the description of the project in the results and conclusions section on page 2 (sheet 4) of the drainage report.
6. Include the rezoning conditions on the plans.
7. Since the site has mostly B soils, increase the maximum depth of the water harvesting areas to 9 inches.
8. In the parking area near the entrance to the project, show the barriers on the plan views.

A few comments.



1) The spillway will require a facility impact permit from the Flood Control District.

2) First flush retention ought to be provides. I did not see anywhere where retention was provided.

3) As far as housekeeping, the drainage report still refers the storage facility and now it is a residential subdivision. Also, the plat says the 31 lots but there are 32 lots? Thirty one is the better number with an additional lot becoming first flush retention.
