Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 20, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) CONTENT REQUIREMENTS 1.COMMENT: 2-06.4.2.D - Add a page number to the "Topographic and Culture Survey" sheet that coincides with the sheet index. 2.COMMENT: 2-06.4.3 - Provide the development package case number, DP19-0310, adjacent to the title block on each sheet. 3.COMMENT: 2-06.4.4.C - Include the adjacent section corners to the corners of the location/vicinity maps, as well as a north arrow and a scale bar to your location/vicinity maps. 4.COMMENT: 2-06.4.5 - Add a sheet number for the "Topographic and Culture Survey" and add to the sheet index. 5.COMMENT: 2-06.4.7.A.2 - Add a general note within the Site Information section on the Site Plan sheet indicating the gross area of the site by square footage in addition to the acreage. 6.COMMENT: 2-06.4.7.A.4 - Add a general note within the Site Information section on the site plan sheet indicating the existing and proposed use of the site. The current use of the subject site is Parking and the proposed use is Food Services (Commercial Use) / Shopping Center (Retail Trade Use) per UDC, Section 11.3.4, Commercial Service Use Group and per UDC, Section 11.3.9 Retail Trade Use Group definitions, respectively. 7.COMMENT: 2-06.4.7.A.6.a - Add a general note indicating the related permit application activity number for new commercial building permit (T19CM09337). 8.COMMENT: 2-06.4.7.A.6.a - Add a general note stating the Subject Site is located within and conforms to the MS&R Overlay. 9.COMMENT: 2-06.4.7.A.8.a - Include the floor area of the building as a general note to the Site Information section on the Site Plan Sheet. 10.COMMENT: 2-06.4.7.A.8.c - For purpose of recording, add a general note demonstrating the percentage of building expansion and vehicular use area reduction for the Shopping Center (parcel numbers 104092240, 104092260, and 104092250). FOLLOW UP COMMENT: An expansion in building floor area of 25% or more (cumulative) triggers the Shopping Center to fully comply with the UDC. 11.COMMENT: 2-06.4.8.B - There are multiple Items called out for additional detail on the Site Plan to the North of the subject site; however, those details are not present in the development package. Please include these details on resubmittal. 12.COMMENT: 2-06.4.8.C - Regarding public and private right-of-ways adjacent to the site (North and East of the subject property), label the name, the full right-of-way width, recordation data, type and the dimensioned width of paving, curbs, curb cuts, and sidewalks. 13.COMMENT: 2-06.4.8.C - Include the section line to the East of the subject site on the Site Plan as it is shown on the Demolition Plan. 14.COMMENT: 2-06.4.9.C - If applicable, add a general note, stating the access easement agreement to the North of the subject site. 15. COMMENT: 2-06.4.9.E - Include the lot identification number and the total approximate square footage of the lot on the site plan. 16.COMMENT: 2-06.4.9.F - Include all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) with clearly defined zone boundary lines. 17.COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles per the Technical Standards Manual, Section 10-01.5.1 Sight Visibility Triangles. The subject property is located within the Major Streets and Routes (MS&R) Overlay; therefore, the sight visibility triangles should be based on the MS&R cross-section, found in the City of Tucson MS&R Plan. 18.COMMENT: 2-06.4.9.H.4 - Indicate if existing streets adjacent to the site are public or private and ensure street widths, curbs, sidewalks and utility locations are all fully dimensioned. 19.COMMENT: 2-06.4.9.H.5 - Ensure the bottom of the ADA parking sign is at least 7 feet in height, i.e. the "Van Accessible" portion of the sign must be above 7 feet in height from the curb. 20.COMMENT: 2-06.4.9.H.5.a - The parking calculation for a use within a Shopping Center is one space per 300 square feet of GFA, per UDC, Section 7.4.4 Required Number of Motor Vehicle Parking Spaces - provide the parking calculation for the Shopping Center, include the percentage of parking space reduction. An expansion in floor area of 25% or more (cumulative) triggers the Shopping Center to fully comply with the UDC. 21.COMMENT: 2-06.4.9.H.5.d - Per UDC Section 7.4.8, Required Number of Bicycle Parking Spaces, the proposed use requires two short-term parking spaces and two long-term parking spaces. 22.COMMENT: 2-06.4.9.J - If applicable, include the proposed Major Street right-of-way - add future sidewalk, right-of-way lines, sight visibility triangles, etc. 23.COMMENT: 2-06.4.9.O - Indicate all applicable building setback lines. Per section 6.4.5 Perimeter Yards, the building must be set back a minimum of 21 feet or the height of the building, measured from the back of existing or future curb location. 24.COMMENT: 2-06.4.9.Q - Include the square footage, height, and the specific use proposed for the building within the building footprint on the Site Plan. 25.COMMENT: 2-06.4.9.R - Per Section 7-01.4.3, Pedestrian Access, of the Technical Manual requires the pedestrian path running South-North (connecting the building to the sidewalk adjacent to Oracle Road) to be a minimum of four feet in width. 26.COMMENT: 2-06.4.9.R - Per Section 7-01.3.0, Pedestrian Circulation Path Required, of the Technical Manual, requires sidewalks to connect all areas of development - there must be a sidewalk connecting the subject site to the other developed areas. When considering this requirement, ensure the sidewalks or crosswalks do not cross any stacking area for the subject site's drive-through lanes. 27.COMMENT: 2-06.4.9.T - Access of the refuse collection area is does not comply with UDC requirements. Per Technical Standards Manual Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage. An approved development plan is not to be used for construction or modification of on-site utilities (e.g. water service to buildings, building sewers, site lighting, electrical service to buildings, etc.). The construction of the on-site utilities may be included with the permit for constructing the building or as a separate permit. Remove any notes relating to how the site utilities are to be constructed. 2. Clarify the size of the domestic water service. Block note 11 calls for 1-1/2" but the pipe is labeled as2" on the drawing. 3. The 2-way cleanout shown in detail on sheet C04.1 is in violation of Section 708.1.8 (exception 2), IPC 2018. An approved 2-way cleanout is an approved fitting (singular), not a field-assembled group of fittings. Reference: Section 706.1, IPC 2018. 4. Provide the rim elevation of the next upstream manhole (6232-03) and compare it to the FFE of the building. If the rim elevation of the next upstream sanitary manhole is higher than the first floor elevation or is less than 12" below the first floor elevation, provide a note on the plans requiring the installation of a backwater valve when future plumbing activities take place. Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The development package will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. Provide Case # DP19-0310 on each sheet. The landscape plan will contain the following: Irrigation Plan 1. Type of water conserving irrigation systems proposed and differentiation between systems for the different water use zones on the site; 2. Source of irrigation water; 3. Indicate potable or reclaimed water use. Reclaimed water system specifications, if used; 4. System specifications and system design and layout (Section 4- 01.4.2, Irrigation Standards, of the Technical Standards Manual); 5. Extent of supplementary irrigation in each planting area, provided by water harvesting methods; 6. Point of drainage off roof areas, amount of flow, and disposition of flow; 7. Temporary systems proposed to establish native seeded areas; 9. The extent to which systems are proposed within the public right-of-way.
