Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 18, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) ***Address the Follow up comment and resubmit for review. 1. Follow up to previous comment 10: Clarify if the long term bicycle facilities will be the bike enclosure boxes depicted in Detail E on sheet 10? If this is not correct include a detail of the proposed long term facilities to be provided within the buildings as noted in the Calculations note 5. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. Previous Comment 10: 2-06.4.9.H.5.d - Provide the location and the calculations for short and long term bicycle parking for the existing building. 2. COMMENT: The remaining comment is minor and zoning is willing to do an over the counter review once the digital copy of the corrected plans is uploaded. Please correct the (Public) label on Sheet 2. The Public Drainage Easement is recorded at Docket 06793 Page 01133. Please note the easement information and show the easement limits. Addressed. 2) The Zone AE is also a designated FEMA Floodway. Please note this on the plan. Provide documentation that there are no impacts to the Floodway. Addressed. 3) Provide a detail for the splash pads designated by Keynote 15. Show clearly how the pads will direct flow over the gabions and prevent infiltration behind the gabions. The design has changed from splash pads to a basin with pipe outlets. The District does not approve PVC outlets. Provide concrete collar where the pipes connect to the gabions or replace pipes with concrete pipes. Provide a detail for the pipe outlets at the gabions. Existing outlets south of River Road have a concrete surround, and there is a detail in the road plan set provided with the drainage report. An existing outlet north of River Road has a flapgate. Infrastructure Management reports that flapgates and trash racks on the southern outlets were removed by vandals. Provide a workable design with a detail that provides construction information for the removal and repair of the gabions during construction as appropriate. Review the outlet velocities of the pipes and evaluate energy dissipation as flows travel across the gabions to the bottom of the wash. Provide evidence that scour at the wash will be avoided. Infrastructure management does not want a splash pad in the wash. The Director’s office wants some assurance that scour will not be an ongoing maintenance problem. Prior to constructing the basin outlet, a Facility Impact Permit is required to set inspection notifications for the District. The 100-year water surface elevation in Pima Wash is higher than the 12” pipe inverts and approximately the same as the 24” pipe inverts. Discuss how this affects the basin function during a large storm event. The max WSEL of the basin is higher than the edge of pavement west of the trash enclosure. Review and correct if necessary 4) Contact Tim Murphy, Pima County Real Property, to provide an agreement that Pima County will have no maintenance responsibility for private improvements within the public drainage easement. The Director’s office is holding on signing the agreement until the outlet design is approved by the District. 5) Provide a planting detail for planting adjacent to the gabions, with construction notes for shoring or other protective measures. Addressed. 6) Provide a statement from the geotechnical engineer that irrigation and stormwater harvesting will not have an adverse impact on soils adjacent to the gabions. Addressed. |
