Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is September 18, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 1. COMMENT: 2-06.3.8 - Provide a scale on the key map. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 2. COMMENT: 2-06.4.3 - Provide the development package case number, DP19-0221, adjacent to the title block on each sheet. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 3. COMMENT: 2-06.4.4.B - Label all the major streets within the square mile area. Label the following: River Rd, Oracle Rd, Wetmore Rd, and Stone Av. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 4. COMMENT: 2-06.4.7.A.4 - Revise Zoning and land use note 7 to state "The proposed use entertainment, excluding large dance halls, per use specific standards 4.9.4.K.1-.4 , 4.9.4.C.3 and 4.9.13.E". 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 5. COMMENT: 2-06.4.8.C - Add Provide the recordation data as noted by the standard above. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 6. COMMENT: 2-06.4.9.H.5 - Draw and Label the direction of travel for the two 12ft travel lanes on the roundabout. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 7. COMMENT: Accessible parking sign must be 7ft high from design grade to the bottom of lowest sign. Revise the accessible parking sign detail on sheet 10. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 8. COMMENT: 2-06.4.9.H.5.c - Provide one type A loading zones for each restaurant per table 7.5.5-A. It is noted that on sheet 1 general note 6 there are two loading zones required and zero provided revise the note. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 9. COMMENT: 2-06.4.9.H.5.d - Indicate the amount of proposed short term bicycle facilities. Draw and label the short term and long term bicycle facilities for all building on site. Provide a fully dimensioned short term bicycle facility detail on sheet 10. Revise the detail E on sheet 10 to say "long term bicycle facility". 10. COMMENT: Provide the location and the calculations for short and long term bicycle parking for the existing building. Addition comments may be forthcoming 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 11. COMMENT: 2-06.4.9.J - Draw dimension and label the future MS&R sidewalk and right of way lines as noted by the standard above. 2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval. 12. COMMENT: 2-06.4.9.L - If applicable provide the information noted by the standard above. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 13. COMMENT: 2-06.4.9.R -Demonstrate on-site pedestrian circulation and inner connection for all building on-site and circulation to river and to oracle. 2-06.4.9.S - Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual. 14. COMMENT: 2-06.4.9.S - On key note 13 on sheet 5 add that the longitudinal slope. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 15. COMMENT: 2-06.4.9.T - Draw and label the existing refuse collection locations. Provide a detail for all refuse collection areas. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 16. Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. The development package will contain the following identification in the lower right corner of each sheet: Any relevant case numbers for reviews or modifications that affect the site. Provide Case # DP19-0221 on each sheet. Section 7.6, Landscaping and Screening 7.6.2. APPLICABILITY The provisions of this section apply to the following: A. All new development; and, B. Expansion of existing development, as provided below: 1. Buildings Greater Than 10,000 Square Feet On sites where the gross floor area of the existing building(s) is more than 10,000 square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows: a. If the expansion is less than 25%, the standards of this section apply only to the proposed expansion. Existing development on the site is subject to the zoning standards in effect at the time the existing development received zoning approval. b. If the expansion is 25% or greater or if expansions as of February 15, 1991, cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the standards of this section apply to the entire site. Provide expansion calculations for the entire site. Scenic Route Street landscape borders on property with street frontage on a designated Scenic Route are subject to the standards of Section 5.3.4,Scenic Route Buffer Area. A buffer area in accordance with Section 5.3.4, Scenic Route Buffer Area, is required on property with street frontage on a designated Scenic Route . SECTION 4-02.0.0: FLOODPLAIN, WASH AND ERZ STANDARDS Encroachment in Regulated Areas If the project proposes encroachment within the regulated areas, it shall conform to the following. Environmental Resource Report. Applicants are required to submit an Environmental Resource Report as defined in Section 11.4.6 of the UDC. The supporting material for preparation of the Environmental Resource Report is based on information from the Hydrologic Data and Wash Information maps on the Tucson Department of Transportation internet web site. An application may request that an element listed below be waived or that the report address only a specified area where a full report is not applicable to the proposed encroachment. DSD may grant such waivers where the elements or full report are not required by code. The proposed development will be located at the northwest corner of the State Route 77 (Oracle Road)/River Road intersection. Based on the proposed development, we will require a Traffic Impact Analysis (TIA) by an accredited engineering firm. Since the traffic volume on Oracle Road is very heavy, the impact of the additional traffic on the Level of Service (LOS) on Oracle Road at this location needs to be addressed. The Traffic Report will assist us to determine what improvements may be required at this location to maintain the safety and efficiency of traffic operations on the State highway. The preparer of the TIA shall submit Exhibit 240-A - Traffic Impact Analysis Pre-Submittal Form to our office prior to beginning the analysis. Reference City of Tucson (COT) Technical Standards Manual (TSM) section 7-01.4.3 2) Show on plans that the curb access ramp at the NW corner of W River Rd and N Oracle Rd will be updated to meet current PAG standard 207 3) Provide a pedestrian circulation connection from the new proposed food service building located at the southwest corner of the development to N Oracle Rd. Reference TSM section 7-01.4.1.D 4) A minimum 4' sidewalk is required between the north side of the proposed entertainment/food service building(s) and the 20' PAAL. Reference TSM section 7-01.4.1.B 5) The pedestrian circulation path at the south east corner of the proposed entertainment/food service building is broken by the placement of a trash enclosure. Update to provide a complete/connected path 6) On the southside of the proposed entertainment/food service building there are several parking spaces where the depth is reduced less than 15.5' by what appears to be a building column. This situation also occurs at several other locations throughout the project site Adjust as needed so that an 15.5' deep parking space with a 2.5' foot vehicle overhang is maintained 7) The accessible parking to the west of the proposed entertainment/food service building does not appear to have a means of accessing the building. Show on plans how a connection is provided 8) The drainage report indicates a previous agreement to not require stormwater detention or retention. Please provide a copy of the document or communication where this waiver was granted 9) Show on plans the minimum FFE for the proposed new buildings according to the Drainage Report. Pre-slab and Finished Floor Elevation certificates will be required for those buildings needing to be 1 foot above BFE 10) Show on plans the setback for the Pima Wash according to Tucson City Code section 26-7.2. Coordinate with Pima County on minimum access requirements The following are comments from Pima County Regional Flood Control District who has a maintenance easement over the Pima Wash.
