Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 15, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 1. COMMENT: Add the contour interval with the north arrow on all grading sheets (sheets 17-22) 2-06.3.11 - A key plan (if provided) shall be located on the first sheet. 2. COMMENT: Label key plan with applicable sheet numbers. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 3. COMMENT: Provide the contact name, email address and phone number of the owner on next submittal. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 4. COMMENT: Provide the development package case number, DP19-0192, adjacent to the title block on each sheet. Include the Special Exception Case number adjacent to the title block on each sheet. This DP will not be able to be approved until the Special Exception case is finalized. Ensure that all special exception conditions are addressed on the DP. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 5. COMMENT: Remove existing Pima County zoning designation unless part of the parcel is currently in Pima County. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 6. COMMENT: The use on this property appears to be "Salvaging and Recycling". In the I-2 zone Salvaging and Recycling is subject to use specific standards 4.9.5.G.2 & .4 and 4.9.13.Q. Per 4.9.5.G.4: "4. Junkyards, salvaging of motorized vehicles, such as cars, trucks, airplanes, and similar vehicles; salvaging of hazardous materials; and landfills are not permitted." Salvaging and Recycling is permitted through a Special Exception procedure and subject to use specific standards 4.9.5.C.1 - 8 and 4.9.13.Q. Clarify the existing use, as well as the proposed land use class on next submittal. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 7. COMMENT: Include Special Exception project number on the bottom right of each page. Include Memo with next submittal indicating compliance with Special Exception Use Specific Standards: 4.9.5.C.1 - 8 and 4.9.13.Q. Also include the Special Exception project number in the General Notes sections as well as Special Exception conditions. 2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. COMMENT: List all applicable overlays (AE Height Zone, DMAFB/TIA Vicinity, DM Air Installation Compatible Use Zone APZ-1, Davis Monthan Noise Control District B NCD-B, AE Height Zone 2, DM AFB Approach-Departure Corridor 2 ADC-2, DMAFB NCZ-B, AE Land Use ADC-2). Add applicable conditions to General Notes (No more than 20 employees per acre of site area at any time may be accommodated by intention, design, or in fact, The maximum FAR is .30 of the project site area.) 2-06.4.7.A.8 - For development package documents provide: 2-06.4.7.A.8.a - Floor area for each building; 8. COMMENT: GFA in the General Notes (13,000 sqft) and on the actual plan (12,918 sqft) are not consistent. Ensure all calculations are consistent on next submittal. 2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and, 9. COMMENT: Include percentage of expansion in the "Change in coverage calculations" section on next submittal. 2-06.4.8 - Existing Site Conditions 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 10. COMMENT: Provide dimensioned width of any curbs and curb cuts along E Littletown Rd. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2-06.4.9.D - Delineate proposed Natural Undisturbed Open Space (NUOS) in a surveyable manner. 11. COMMENT: Is there any are that is proposed to be left undisturbed. How is the riparian area be protected from and vehicular use? 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 12. COMMENT: For developments with 201-300 parking spaces, 7 handicap spaces are required, 2 of which are required to be van accessible. Revise plans accordingly. Parking calculation accounts for the entire site, parking will not be allowed in the floodplain area. Clarify proposal on next submittal. Is storage occurring within the building footprint? Delineate the amount of area being used for each use within the building footprint. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 13. COMMENT: Is access provided around the loading zone? If access is proposed around the loading zone, 20' must be maintained around the loading zone. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 14. COMMENT: Draw and label main public entrance to ensure short term bicycle parking is within 50' of the main entrance. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 15. COMMENT: Call out access ramps on northern ADA spaces. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. 16. COMMENT: Clarify refuse collection areas and screening detail on next submittal. 2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning. 17. COMMENT: Per Salvaging and Recycling Special Exception Use Specific Standard 4.9.5.C.8: "8. Outdoor storage, when permitted, shall not be located in a street perimeter yard..." Keynote 11 on Sheet 6 shows a "proposed storage section," in the street perimeter yard. Storage is not allowed in the street perimeter yard, revise plans on next submittal. The property is zoned Industrial Zone 2 (I-2) and the proposed use is an automotive salvage yard and scrap metal recycling operations with outdoor storage. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, and FAA traffic pattern airspace. The Tucson Airport Authority approves the proposed project. Although this project does not propose a change in plan designation or zoning the Tucson Airport Authority highly recommends the applicant add the following note into the general notes of the revised development plan. This project is located approximately 4 miles northeast of Tucson International Airport and is within FAA traffic pattern airspace, an area which would be subject to aircraft overflight and noise due to being in close proximity to Tucson International Airport. The proposed note would provide a means of assuring that future owners and tenants of the property are aware they are in proximity an airport and further assures the continued right of the City of Tucson, Tucson Airport Authority, and all persons lawfully utilizing the Tucson International Airport the right to utilize the airspace above or near the property. This would be accomplished through the property owner recording the Avigation Easement. The Tucson Airport Authority believes the proposed note helps to support the City of Tucson Airport Environs Overlay Zone and supports Plan Tucson - Regional and Global Positioning policy 4 (RG-4). 1. "That prior to the City's approval of the development package, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided. The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
