Irvington Road DP19-0147 - C-1 Zoning TRANSMITTAL DATE: July 12, 2019 DUE DATE: July 16, 2019 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 13, 2020. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section ***Address the comments listed under each standard. The standard has been left in its entirety as reference for the zoning reviewer and applicant. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 1. COMMENT: It does not appear that the correct Landscape Architect has been listed on the cover sheet. Include the information for Daniel Bradshaw the registrant who sealed the Landscape plans. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 2. COMMENT: Provide the development package case number, DP19-0147, adjacent to the title block on each sheet. List as reference the annexation case number C9-83-34 in the lower right corner of all the plan sheets. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 3. COMMENT: Label the following on the Location map: West Branch of the Santa Cruz, Midvale Park Road, and Oak Tree Drive. 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____." 4. COMMENT: Remove the Word PAD from general note one of the cover sheet. The existing zoning is just C-1, revise as required. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. Per the applicable use specific standard 4.9.10.C.7, a minimum of 3 acres is required 5. COMMENT: Per general note 2, the square footage of the site is listed as lot 1 and lot 2. Per the Pima County Assessors information what is being listed as lot 1 and 2 is an all parcel. IS the owner/developer proposing to split the lot? If so, has a COT PDSD lot split application been processed? Be sure to list the lot split application case number next to the title block of all DP plan sheets. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 6. COMMENT: Add a general note on the cover sheet that identifies the proposed use including the use specific standards, 4.9.10.C and 4.9.13.O List the proposed use for Lot 2 including any applicable Use specific standards. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 7. COMMENT: Include a general note that states that this project has been design to comply with the MS&R Setback Requirements of UDC Section 5.4. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 8. COMMENT: Dimension the width of the street sidewalks, the back of curb to property line dimension. 2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review. 9. COMMENT: The boundary information will be verified with the lot split survey plan on the next submittal, assuming it is available. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 10. COMMENT: On sheet 3, label the zoning classifications across Irvington road and adjacent to the west property line. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 11. COMMENT: If applicable include the information as noted by the standard above. 2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability. 12. COMMENT: Label the width of the west driveway access lanes. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 13. COMMENT: Include the missing information for Irvington Road. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 14. COMMENT: On general note 9, include a breakdown of the building square footage of the floors of the building i.e. , first floor sf xxxx, second floor xxxx sf, basement xxxx sf. Revise the parking information for consistency with the UDC, the parking for the storage use should state 133,833 Sf / 4,000 sf = 33.45 spaces required, 40 provided which includes 3 spaces for the office use. 2 ADA spaces required 2 provided. The Van accessible space must be 11 feet wide or the accessible aisle between the two ADA spaces must be increased to 8 feet. 2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4. 15. COMMENT: Revise the Loading zone type to a Type "B" and the minimum size requirements is 12'x 55'. Revise the calculation note, the drawing to depict a 55 foot long loading space and keynote 18 on sheets 4 and 5 to state the length is 55 feet. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 16. COMMENT: Draw and label the main public entrance to the office. The short term bicycle parking facility must be within fifty feet of the entrance. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 17. COMMENT: Dimension the building setbacks on all property lines. The building setback along the west/adjacent to R-1 is 1.5 x the height of the building. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 18. COMMENT: Demonstrate on the plans how the proposed ramps in the ADA route will comply with Chapter 4, section 405 of the ICC A117.1-2009. Street Landscape Borders a. Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. Dimension landscape buffer on plans 7.6.5. SCREENING STANDARDS When Required Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. A 30" screen is required to screen vehicle use area from adjacent street. Provide the following on the landscape plan: Screening a. Location of screening elements; b. Height of screening material and reference point for measurement; c. Nature of screening material and, d. Type of screening material (e.g., masonry wall, wood fence, species of plant material). 4.3 Streetscape Landscape Border - Maximum Width In situations where the street landscape border is wider than the minimum ten foot standard, the landscape border width needs to be determined for the purposes of calculating the 50% vegetative coverage standard. The width is that area between the required screen and the property line, unless there is permitted encroachment into the right-of-way as per this section.
