SECTION 2-10.0.0: LANDSCAPE PLAN REQUIREMENTS
4.1 Identification and Descriptive Data
All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
Any relevant case numbers for reviews or modifications that affect the site.

LANDSCAPING AND SCREENING

7.6.5. SCREENING STANDARDS
When Required
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

A 30' screen is required to screen parking lot from adjacent street.

Whether or not required by this section, screens along a street frontage must be located on the development side of the street landscape border so that they do not obstruct the view of the street landscape border from the street.

Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, or buildings, overhanging adjacentsidewalk areas, and/or driving onto unimproved portions of the site.

When required, wheel stop curbing must be a minimum of two and one-half feet from the front of the parking space.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 30, 2020.

2-06.3.0 FORMAT REQUIREMENTS

1. 2-06.3.5 - A three-inch by five-inch space shall be reserved in the same location on all sheets in the lower right quadrant of each sheet for an approval stamp.

CONTENT REQUIREMENTS

2. 2-06.4.1 - Provide the email addresses of the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents.

3. 2-06.4.2.B - Provide a brief legal description within the title block on all sheets.

4. 2-06.4.3 - Provide the development package case number, DP19-0124, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes
6. 2-06.4.7.A.4 - Per UDC TABLE 4.8-4: PERMITTED USES - COMMERCIAL AND MIXED USE ZONES list the Use Specific Standard, 4.9.13.P, within General Note 3.

7. 2-06.4.7.A.6 - Provide a general note on the cover sheet stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)."

2-06.4.7.A.8 - For development package documents provide:

8. 2-06.4.7.A.8.b - Sheet 1 remove all references to "FLOOR AREA RATIO" from the plans as it is not applicable.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. 2-06.4.8.A - It appears that this site is made up of two (2) parcels, 132-16-0420 & 132-16-0430. These parcels will need to be combined. Provide a copy of the approved Pima County Combo Request form with your next submittal.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

10. 2-06.4.9.F - It appears that development is proposed within the R-1 Zoned portion of this site, a rezoning is required.

11. 2-06.4.9.H.5 - It appears that vehicle access is proposed along the northwest and southwest side of the proposed building. Demonstrate how the requirements of UDC Article 7.4.6.I are met.

12. 2-06.4.9.H.5 - Per UDC Article 7.4.6.H some type of barrier is required to prevent vehicles from access landscape or unimproved portions of the site. Demonstrate how this require is met along the southwest end of the property where the R-1 zoning is located.

13. 2-06.4.9.H.5.a - It does not appear that the vehicle parking space calculation is correct. Per UDC TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, COMMERCIAL SERVICES USE GROUP, the required vehicle parking space ratio is 1 space per 300 sq. ft. GFA. Sheet 2 within the building footprint the plans show "TWO STORY" at 100.2' x 80.3' = 8046 for a single story or a total GFA of 16,092 for a two story/300 requiring 54 spaces. Based on the calculations on sheet 1 you park only a portion of the building at the 1 to 300 ratio and then talk about "SELF STORAGE" under the bicycle parking. Clarify what the use of the site is and address the vehicle parking correctly.

14. 2-06.4.9.H.5.a - Per 2018 IBC Chapter 11 Section 1106.5 Van Spaces. For every six or fraction of six accessible parking spaces, at least one shall be a van-accessible parking space. That said Sheet 2 Detail 2, TYP. HANDICAP PARKING does not meet the requirements of the ICC A117.1-2009 Section 502.2.

15. 2-06.4.9.H.5.d - The short/long term bicycle parking calculation does not appear to be correct. As stated in comment 13 it is not clear what he proposed use is.

16. 2-06.4.9.H.5 - Provide a detail for the required long term bicycle parking.

17. 2-06.4.9.O - Provide a street perimeter yard setback form the proposed building to the street on the plan. This setback should meet the requirements of UDC Article 6.4.5.C.2.

18. 2-06.4.9.Q - Provide the specific use proposed within the footprint of the building.

19. 2-06.4.9.Q - Within the footprint of the building you state "TWO STORY" but do not account for the square footage of a two story building within any of the calculations. Clarify exactly what you are proposing.

20. 2-06.4.9.R - Per TSM Section 7-01.4.1.A At least one sidewalk is required to a project from each street on which the project has frontage. As there are no sidewalks within the right-of-way along Benson Hwy provide the required sidewalk out to the street property line.

21. 2-06.4.9.R - Per TSM Section 7-01.4.1.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. Per TSM Section 7-01.3.3.B.2 Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor yards, or similar uses, are not required to have sidewalks constructed in conformance with this standard, provided adequate pedestrian refuge areas are provided. That said as vehicle access is proposed along the northwest and southwest side of the proposed building demonstrate that the required pedestrian refuge is provided in these areas.

22. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. Also provide the required pedestrian circulation path to this refuse collection area, see TSM Section 7-01.3.3.B.

23. 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
