Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 23, 2019. Address the follow up comment and resubmit for review. CONTENT REQUIREMENTS 1. Based on comments from the design professional this detail does not meet the conditions. Follow up to previous comment 7: Include a drawing of the proposed fence proposed along the Russell Avenue frontage. Compliance with the IID condition 2 must be demonstrated. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; re-zonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. To the extent possible, the easements should be created at the time of development/platting. 6. Irrigation lines shall be placed in ductile iron sleeves. 7. Sleeve should extend beyond the right-of-way (into private property), unless otherwise approved by TDOT. 8. HDPE continuous line (no joints under the pavement) 9. Irrigation lines shall have a minimum of thirty (30) inches of cover. 10. Detectable marking tape shall be installed. The property is zoned Commercial 3 (C-3), with the proposed development being residential townhomes and an alcoholic beverage sales use. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority is satisfied with the 3rd submittal of this project and has no additional comments to provide on this project. The Applicant has submitted a revision to the DP Package documents dated July 8, 2020. The Applicant has revised the Development Plan drawings and included a fence detail (detail J/page 7) per the condition of the of the IID/HPZ decision notice. Item #2 states "The section of the perimeter wall along Russel Avenue, next to the existing contributing structure, is to provide unobstructed views above six feet." Based on the drawings provided, the detail does not meet the requirement. The fence is fully obstructed up to 6'-0" and is designed to then transitions to a slatted fence up to the 8'-2" finished height. The slatted fence above the 6'-0" mark partially obstructs the view, therefore does not meet the requirement to provide an unobstructed view per the PDSD requirement.
