COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is November 23, 2019.

Address the follow up comment and resubmit for review.

1. Based on comments from the design professional this detail does not meet the conditions. Follow up to previous comment 7: Include a drawing of the proposed fence proposed along the Russell Avenue frontage. Compliance with the IID condition 2 must be demonstrated.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. 3. The plans do not comply with #7 of the Planting in the ROW notes.

4. If the project intends to have irrigation under constant pressure in the ROW the following notes must be added to the plan and all requirements of notes shall be complied with.

Requirements for placement of Private Irrigation Facilities within the Public Rights-of-Way
1. Private irrigation facilities roadway crossings will only be permitted in residential roadways and NOT permitted in arterial or collector roadways.
2. Lateral lines under constant pressure shall not be permitted in the public rights-of-way.
3. The HOA or Owner will register private irrigation facilities placed in the public rights-of-way with Arizona 811 and become an Arizona 811 Blue Stake Inc. member.
4. Minimize the number of roadway crossings.
5. Sleeves must be in a recorded easement (easement width is dependent on what is needed for installation and/or repairs). To the extent possible, the easements should be created at the time of development/platting.
6. Irrigation lines shall be placed in ductile iron sleeves.
7. Sleeve should extend beyond the right-of-way (into private property), unless otherwise approved by TDOT.
8. HDPE continuous line (no joints under the pavement)
9. Irrigation lines shall have a minimum of thirty (30) inches of cover.
10. Detectable marking tape shall be installed.

DP indicates provision of 4/300 gal (trash & recycle) APC's serviced 2x per week. Maximum APC collection is 1x per week, therefore, must include provisions for additional 300's to support calculation.

Include dimensions for spacing of 300 gal APC's to the sides and rear in order to demonstrate minimum 3 ft. separation between APC's and structures. Refer to TSM Section 8-01.9.0, figure 9. Thanks,

Thank you for the opportunity to comment on DP18-0283, 18 West 18th St; 3rd Submittal, a development package application for an approximately 0.59 acre site, located northeast of the intersection of South 7th Avenue and East 18th Street. The property is zoned Commercial 3 (C-3), with the proposed development being residential townhomes and an alcoholic beverage sales use.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority is satisfied with the 3rd submittal of this project and has no additional comments to provide on this project.

Re: Application Review Comments for 18 W 18, Development Plans: DP18-0283
The purpose of this document is to show the comments from my review. The Applicant has submitted a
revision to the DP Package documents dated July 8, 2020.
The Applicant has revised the Development Plan drawings and included a fence detail (detail J/page 7)
per the condition of the of the IID/HPZ decision notice. Item #2 states "The section of the perimeter wall
along Russel Avenue, next to the existing contributing structure, is to provide unobstructed views above
six feet."
Based on the drawings provided, the detail does not meet the requirement. The fence is fully obstructed
up to 6'-0" and is designed to then transitions to a slatted fence up to the 8'-2" finished height. The slatted
fence above the 6'-0" mark partially obstructs the view, therefore does not meet the requirement to provide
an unobstructed view per the PDSD requirement.
