Requirements for placement of Private Irrigation Facilities Roadway Crossings within the Public Rights-of-Way

1.Private irrigation facilities roadway crossings will only be permitted in residential roadways and NOT permitted in arterial or collector roadways.
2.Lateral lines under constant pressure shall not be permitted in the public rights-of-way.
3.The HOA will register private irrigation facilities placed in the public rights-of-way with Arizona 811and become an Arizona 811 Blue Stake Inc. member.
4.Minimize the number of roadway crossings.
5.Sleeves must be in a recorded easement (easement width is dependent on what is needed for installation and/or repairs). To the extent possible, the easements should be created at the time of development/platting.
6.Irrigation lines shall be placed in ductile iron sleeves.
7.Sleeve should extend beyond the right-of-way (into private property), unless otherwise approved by TDOT.
8.HDPE continuous line (no joints under the pavement)
9.Irrigation lines shall have a minimum of thirty (30) inches of cover.
10.Detectable marking tape shall be installed.
11.Curb shall be marked/stamped with “IS” (Irrigation System) and/or placard at back of curb.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The purpose of this document is to show the comments from my review. The Applicant has submitted a
revision to the DP Package dated February 19, 2020.
The Applicant has revised the Development Plan drawings to show the following:
1) General note 3, indicates identified proposed building use to also include: Single Family,
attached(duplex) Multifamily, Retail Sales and Alcoholic Beverage Sales.
2) The gross area of the subdivision is decreased from 25,704sf to 24,365sf. The total number of
lots has been decreased from 19 to 17. Lot divisions have been modified. Central common area
removed, instead area is allotted to each property.
3) Per the IID site plan, North property setback requirement identified as 27.1'. 27.1' setback has
been provided.
4) Per the IPP (approved 8/6/19), 10 parking spaces identified as required, 10 are provided.
5) Modified sidewalk along 7th Ave, increased adjacent planting area. Sidewalks also include ADA
aprons.
6) Planting area increased for trees along north property line.
7) Shade study modified, complies with 50% shade compliance.
Based on the drawings provided, I see this revision as a minor change that does not impact the total
massing. I, therefore, approve these changes.

Thank you for the opportunity to comment on DP18-0283, 18 West 18th St; 2nd Submittal, a development package application for an approximately 0.59 acre site, located northeast of the intersection of South 7th Avenue and East 18th Street. The property is zoned Commercial 3 (C-3), with the proposed development being residential townhomes and an alcoholic beverage sales use.
This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following condition of approval, as noted below. This condition shall be identified in the general notes of the revised development plan unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required.

Condition of approval:
According to the Federal Aviation Administration (FAA) Notice Criteria Tool, this project area is located in proximity to a navigation facility and could impact navigation signal reception. As the project site develops, every project applicant shall file FAA Form 7460 with the FAA at least 45 days before construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport Airspace Analysis (OE/AAA), provides the project applicant with written communication that filing FAA Form 7460 is not required. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. 3. Must comply with storage, service access, and container spacing of designated service areas. Refer to TSM 8-01.5.0 & 8-01.6.0. and 8-01.9.0.
