The land use is commercial, with the proposed development being a retail store. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. Please update Tucson Airport Authority Notes, note #2 on the plan set, from "Aviation Easement" to "Avigation Easement." Irvington Road DP18-0182 - C-2 Zoning TRANSMITTAL DATE: October 1, 2018 DUE DATE: October 5, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 30, 2019. ***Address the Follow Up Comments only. The previous comments have been left as reference for the applicant to refer to from the previous review. 1. Follow Up To Previous Comment 6: The legal description was not added to all sheets as requested per the previous comment. Add the legal description in the title of sheets 3 -11. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; PREVIOUS COMMENT 6: A brief legal description is to be included in the title block of all plan sheets as noted by the standard above. 2. Follow Up To Previous Comment 16: Now that the future right of way and curb location has been established, the building location along the Irvington Road frontage must be relocated to meet the building setback based on the height of the parapet as measured from design grade. The setback is to be measured from the future back of curb location shown on the updated plan. Revise the site plan to meet the required building setback from the Irvington Road future back of curb location. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. PREVIOUS COMMENT 16: This site is subject to compliance with the Major Street and Routes building setbacks based on the current and future roadway design. The setback is measured from the back of curb. Per the adopted Major Streets and Routes Ordinance Irvington Road right of way will be a maximum of 120 feet, 60 feet half right of way. Depending on whether or the not the required right of way has been acquired to its maximum potential of 120 feet. It is suggested that the applicant consult with TDOT to verify the current right of way and what is the potential for future widening. Any future widening will affect the site and may have to be redesigned to comply with the potential future conditions of the roadway and curb location. (The current right of way as depicted on the DP of 90 feet is 30 feet short of the total R/W requirement.) Provide any documentation from TDOT that is applicable to the Irvington Road Right of way. 3. Follow Up To Previous Comment 17: The previous comment is still applicable and will remain until the Pima County Tax Parcel Combo is completed. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. PREVIOUS COMMENT 17: This site will be developed over two separate parcels with separate parcel tax codes. Prior to approval of the DP the parcels will have to be combined via a Pima County Tax Parcel Combo. 4. Follow Up To Previous Comment 18: The recording information for Irvington Road and 9th Avenue was not labeled as requested per the previous comment. Label the recording information that established the right of way, such as a map and plat or record of survey. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. PREVIOUS COMMENT 18: Label the Curb to property line for current and future conditions for both streets fronting the subject parcel. Label the recording data for both streets fronting the subject parcel. 5. Follow Up To Previous Comment 23: On sheet four, under the Planning and Zoning Requirement Summary, include the number of accessible parking spaces required and provided (2 required, 2 provided of which 1 is a van accessible space.) 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. PREVIOUS COMMENT 23: Revise the location of the HC signage outside the 18-foot parking space area. Revise the HC sign to show the height of the bottom of the sign must be 7' to any signage attached to the HC sign pole. Indicate on sheet 3 the number of vehicle parking spaces provided. 6. Follow Up To Previous Comment 24: The location and type of long term bicycle facility could not be verified on the site plan sheet or details sheet. Add the dimension detail drawing for the long term facility and draw and label the location. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 7. COMMENT 24: Indicate on sheet three the number of short and long term bicycle facilities required and number provided of each. Include a dimensioned detail drawing of the long term facilities. 8. Follow Up To Previous Comment 26: See related follow up comment 2 above. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. PREVIOUS COMMENT 26: Label the building setback based on the current back of curb location along the Irvington Road street frontage and the building setback from the nearest edge of travel lane along the 9th Avenue street frontage. 9. Follow Up To Previous Comment 28: the striped crosswalk as drawn on the plan shall be perpendicular to the PAAL and not directly behind the parking spaces as depicted on the revised site plan. It may be a good idea to relocate and incorporate the striped area along the SE corner of the site with the required sidewalk to provide the pedestrian access to 9th Avenue. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. PREVIOUS COMMENT 28: A pedestrian sidewalk is required from the onsite pedestrian sidewalk out to 9th Avenue. The sidewalk must be a minimum of 4 feet wide. The sidewalk must be concrete and physically separated from the vehicular use areas (parking) except where crossing the PAAL where a painted crosswalk can designate the pedestrian path. (A sidewalk connection to 9th Avenue can be made by using the accessible aisle and rearranging the striped area along the east parking space area and constructing a sidewalk out to the street sidewalk.) 10. Follow Up Comment: Assure that changes made to the base site sheet are made to all sheets that include the site plan. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. Street Landscape Borders Minimum Width Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes. The future ROW has been determined portion of the street landscape borders appear not to be 10' wide. Dimension landscape buffers and revise as necessary to comply with minimum width standards. SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING A separate Water Harvesting Implementation Plan (not integrated with grading plan or irrigation plans) shall be submitted with all applications for new commercial developments where landscaping is required. The plan shall detail the landscape water demand and the harvested water supply needed to meet 50 percent of landscape demand. Submittal of the Implementation Plan shall be made concurrently with the Development Plan and Landscape Plan. Revision of the Implementation Plan may be required in conjunction with preparation of the Grading Plan in order to coordinate the construction details and specifications. Provide water budget data, along with the background data and assumptions used to develop it. Site Water Budget shall incorporate and provide the following information: Output. Output of the Site Water Budget shall include calculations showing how 50 percent of landscape water demand as an average across the site will be met using harvested rainwater, and shall include assumptions and supporting calculations as necessary to document these outputs. Output of the Site Water Budget shall include total water demand and rainwater supply calculations for each Water Harvesting Infiltration Area at the site. Water Harvesting Implementation Plan will include: General Information The following general information will be provided on the Implementation Plan. 1. The case number located in the lower right corner of the plan; 2. The means by which monthly rainfall data will be obtained and recorded; 3. The means by which monthly irrigation data will be obtained and recorded; 4. Soil pretreatment techniques, locations and schematics; 5. Maintenance notes; and, 6. Monitoring and Annual Reporting Requirements. Tabulated Data The Implementation Plan shall include a table detailing information for each identified Water Harvesting Infiltration Area (WHIA) at the site, and for the site as a whole, as described below. 1. General WHIA information: a) WHIA identifier; b) Spatial size (square feet) of WHIA; c) Average depth (feet) of WHIA; d) Capacity (gallons) of WHIA; and, e) Type and general location where any sensors that control the irrigation system will be placed. Mapped Data The Implementation Plan shall graphically show the following information drawn from tabulated data. 1. For the WHIA: Indicate the boundary of each WHIA and show its identifier; Actively supplied water: a) Show tank and show its identifier; b) Label tank as delivering water by gravity flow or pump; c) Use arrows to indicate flow path water will take from source to WHIA; and, d) Show additional piping, pump and other infrastructure needed to store, overflow, and convey water to WHIA. Ensure that all Zoning and Engineering comments are addressed. Additional comments may apply. |
