The land use is commercial, with the proposed development being a retail store. This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions shall be identified in the general notes of the revised development plan. Condition of approval: 1. "According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. It is highly recommended that the applicant file earlier than 45 days to provide the applicant with sufficient time to respond to any concerns which are identified by the FAA. Any cranes used which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp" 2. "That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The Avigation Easement shall be recorded in a manner with the Pima County recorder which shall document it as having title liability. The content of such documents shall be according to the form and instructions provided." The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan. B. The landscape plan will contain the following identification in the lower right corner of each sheet: Any relevant case number for reviews or modifications that affect the site. The following comments are based on: SECTION 4-01.0.0: COMMERCIAL RAINWATER HARVESTING 1. Applicability: All commercial development plans submitted after June 1, 2010. 2. A separate Water Harvesting Implementation Plan shall be submitted with all applications for new commercial developments where landscaping is required. The plan shall detail the landscape water demand and the harvested water supply needed to meet 50 percent of landscape demand. 3. Provide water budget data, along with the background data and assumptions used to develop it. 4. Applicants may use this water budget format to enter site-specific data to develop their Site Water Budget. Alternatively, applicants may develop their own Site Water Budget format. Whichever format is used, the submitted Site Water Budget shall incorporate and provide the following information: 5. Output. Output of the Site Water Budget shall include calculations showing how 50 percent of landscape water demand as an average across the site will be met using harvested rainwater, and shall include assumptions and supporting calculations as necessary to document these outputs. Output of the Site Water Budget shall include total water demand and rainwater supply calculations for each Water Harvesting Infiltration Area at the site. 6. Two primary strategies for harvesting water are commonly used in the southwest US to support landscape water needs. Passive water harvesting is accomplished by infiltrating stormwater runoff directly into Water Harvesting Infiltration Areas. Active water harvesting stores harvested water in containment systems located above or below ground so the stored water is available for later beneficial use. The commercial facility may determine the strategy or strategies most appropriate for their site. Design considerations and technical requirements for passive and active water harvesting systems are described in the sections below. a) 2.1 Passive Water Harvesting (Most Common Method) Passive water harvesting consists of the collection of stormwater directly in Water Harvesting Infiltration Areas without the temporary storage of water in containment systems. Passive water harvesting functions through gravity-flow of stormwater. It requires no tanks, piping, metering, pumps or other infrastructure associated with containment systems. However, in passive water harvesting, infrastructure components may be needed to route overflow water, pass water under roads or parking lots, or for other purposes conducive to the effective functioning of the passive systems. b) 2.2 Active Water Harvesting Active water harvesting stores harvested water in containment systems located above or below ground so the stored water is available for later beneficial use. Active water harvesting systems include the tanks, piping, metering, pumps and other infrastructure elements needed to store and transmit water to a beneficial use. Active water harvesting systems might be gravity-flow based or use pumps depending on the size and needs of the site. Provide Water Harvesting Implementation Plan with the appropriate documentation. Irvington Road DP18-0182 - C-2 Zoning TRANSMITTAL DATE: August 14, 2018 DUE DATE: August 22, 2018 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 30, 2019. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.3.0 FORMAT REQUIREMENTS 2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 1. COMMENT: Reserve a 3' x 5' area in the lower right corner of each sheet for a PDSD digital stamp to be added by PDSD staff once the plans are fully approved. 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. 2. COMMENT: A Small project location map shall be provided in the upper right corner of the cover sheet. See related comments 10, 11, 12, 13 below. 2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 3. COMMENT: List the contour interval the used under the north arrow of the grading sheet, sheet 4 of 15. 2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet. 4. COMMENT: On the sheet index listed on the cover sheet, include the sheet number associated with each i.e., 1- C-1.0, 2 -C-1.1, etc. CONTENT REQUIREMENTS 2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. 5. COMMENT: List, as noted by the standard above the Landscape Architects information on the cover sheet. 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat; 6. COMMENT: A brief legal description is to be included in the title block of all plan sheets as noted by the standard above. 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx). 7. COMMENT: Sheets 13-15 must include the sheet number and total number of sheets, i.e. 13 of 15, 14 of 15, 15 of 15 etc. 2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. 8. COMMENT: Provide the development package case number, DP18-0182, adjacent to the title block on each sheet. The administrative street address of the site must be listed in the lower right corner next to the title block of each sheet. 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 9. COMMENT: As noted in comment 2 above a location map is required in the upper right corner of the cover sheet. The location map shall include the information listed in comments 10, 11, and 12. The location map shall cover a one mile area at a scale of 3" = 1 mile. The boundaries of the mile can be Ajo way to the north, Irvington Road to the south, 1-19 Freeway to the west and 6th Avenue to the east. (These four roadways encompass a 1 mile area.) 2-06.4.4.A - Show the subject property approximately centered within the one square mile area; 10. COMMENT: Depending on how the location map is drawn the location may not be exactly in the center. 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 11. COMMENT: Depending on the way the location map is drawn, additional major streets may have to be labeled on the map. 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 12. COMMENT: As noted above, depending on the way the location map is drawn the section corners have to be labeled accordingly. 2-06.4.7.A - Zoning and Land Use Notes: 13. COMMENT: All zoning data, criteria related to this project should be together on one sheet, sheet 3. 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 14. COMMENT: List the lot area on sheet 3 under the Planning and zoning requirements. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 15. COMMENT: On sheet 3, revise the use note as follows; Retail Trade Use Group - General Merchandise Use Subject to UDC 4.9.9.B.1. 2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. 16. COMMENT: This site is subject to compliance with the Major Street and Routes building setbacks based on the current and future roadway design. The setback is measured from the back of curb. Per the adopted Major Streets and Routes Ordinance Irvington Road right of way will be a maximum of 120 feet, 60 feet half right of way. will Depending on whether or the not the required right of way has been acquired to its maximum potential of 120 feet. It is suggested that the applicant consult with TDOT to verify the current right of way and what is the potential for future widening. Any future widening will affect the site and may have to be redesigned to comply with the potential future conditions of the roadway and curb location. (The current right of way as depicted on the DP of 90 feet is 30 feet short of the total R/W requirement.) Provide any documentation from TDOT that is applicable to the Irvington Road Right of way. 2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 17. COMMENT: This site will developed over two separate parcels with separate parcel tax codes. Prior to approval of the DP the parcels will have to be combined via a Pima County Tax Parcel Combo. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 18. COMMENT: Label the Curb to property line for current and future conditions for both streets fronting the subject parcel. Label the recording data for both streets fronting the subject parcel. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements. 19. COMMENT: Label on the site sheets the zoning classification as follows; TO the north is R-3, across 9th Ave. is C-2, adjacent to the west side of the subject parcel is C-2, and across Irvington Road is C-2. Label the classifications as noted. 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 20. COMMENT: Draw and label the Sight visibility triangles as noted by the standard above. Keep in mind that Irvington road is a major route will also have future SVT's. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 21. COMMENT: Label the streets fronting the subject parcel that they are "Public Street" 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 22. COMMENT: Label the width of the PAAL area from the corner of the Dumpster enclosure to the painted radius next to the parking spaces. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 23. COMMENT: Revise the location of the HC signage outside the 18-foot parking space area. Revise the HC sign to show the height of the bottom of the sign must be 7' to any signage attached to the HC sign pole. Indicate on sheet 3 the number of vehicle parking spaces provided. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 24. COMMENT: Indicate on sheet three the number of short and long term bicycle facilities required and number provided of each. Include a dimensioned detail drawing of the long term facilities. 2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 25. COMMENT: Label the width of the future face of curb to future PL and draw and label the future sidewalk. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. 26. COMMENT: Label the building setback based on the current back of curb location along the Irvington Road street frontage and the building setback from the nearest edge of travel lane along the 9th Avenue street frontage. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s). 27. COMMENT: Label within the building footprint the proposed building height and square footage of the building. 2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 28. COMMENT: A pedestrian sidewalk is required from the onsite pedestrian sidewalk out to 9th Avenue. The sidewalk must be a minimum of 4 feet wide. The sidewalk must be concrete and physically separated from the vehicular use areas (parking) except where crossing the PAAL where a painted crosswalk can designate the pedestrian path. (A sidewalk connection to 9th Avenue can be made by using the accessible aisle and rearranging the striped area along the east parking space area and constructing a sidewalk out to the street sidewalk.) 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required. 29. COMMENT: Add a general note that states that all signage will be permitted under separate permit. The rated capacity is 4000 gallons. Details show that the high water shutoff is located roughly 2/3 up from the bottom of the tank. The tank has a fresh water intake. This would seem to indicate that the tanks storage capacity for storm water is not 4000 gallons. Provide a backflow preventer to prevent any potable water from overflowing into the storm sewer.
