4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
The landscape plan will contain the following identification in the lower right corner of each sheet:
Cross-reference to:
a. Rezoning case;
b. Subdivision case;
c. Board of Adjustment case;
d. Design Development Option case;
e. Development Review Board (DRB) case; and/or,
f. Any other relevant case number for reviews or modifications that affect the site.
7.6.4. LANDSCAPE STANDARDS
Located on Site
Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

7.6.5. SCREENING STANDARDS
The purpose of screening is to provide visual barriers, noise reduction, and to provide privacy.

Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1.

A 5' wall is required to screen vehicle use area from adjacent residential zoned property to the South.

Screen is required along the entire South property line. Portion of the wall is replaced with bollards. Revise as necessary to include appropriate screening material.

7.7. NATIVE PLANT PRESERVATION
7.7.3. APPLICABILITY
The provisions of this section apply to all development as listed below.

All new development proposed in the City of Tucson shall comply with the standards of this section.

Exceptions
The provisions of this section do not apply to the following:

a) Projects on a site that does not contain any plant on the Protected Native Plant List as demonstrated by the applicant and subject to approval through procedures established at the Planning and Development Services Department (PDSD). This application can be submitted prior to an applicable review process and approved for an exception on the site. The approved exception is valid for up to one year from the date of the approval; or,

b) Projects on a site or parcel that contains Protected Native Plants that will not be substantially impacted by development on the site as demonstrated by the applicant per this section and subject to approval through procedures established at the PDSD, provided that construction occurs per the approved plan.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is February 14, 2019.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.5 - A three-inch by five-inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

3. COMMENT: List the telephone number and the email address of the Owner/Developer on the cover sheet. the

2-06.4.2 - The title block shall include the following information and be provided on each sheet:


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

4. COMMENT: List the administrative address in the lower right corner of all plan sheets. Provide the development package case number, DP18-0043, adjacent to the title block on each sheet.


2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,

5. COMMENT: Label Mountain Avenue in the location map. The location map only needs to depict the Major Street and the street names that abut the subject parcel. (The lot lines can be removed to make the location map more legible.


2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

6. COMMENT: List in general note 3 the use specific standard "Subject to UDC 4.9.9.E.1".


2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

7. COMMENT: List as reference in the lower right corner of all plan sheets the Special Application case number that approved the location for a dispensary.

2-06.4.8 - Existing Site Conditions

The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

9. COMMENT: Include the information on the site plan sheet as noted by the standard above.


2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

10. COMMENT: If applicable add the easement information as noted by the standard above.


2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

11. COMMENT: Label the curb to property line dimension along Lee Street. Label the information as noted by the standard above along Park Avenue.


2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.


2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

12. COMMENT: On the site plan sheet, label the zoning classification of the parcel and zoning classifications across Lee Street and Park Avenue.


2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

13. COMMENT: The SVTs are also required at the southwest corner of Lee Street and Park Avenue.


2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

14. COMMENT: Label the width of the Park Avenue driveway entrance.


2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

15. COMMENT: Remove any reference to a drive-through use. The city of Tucson Ordinance does not allow for a drive-through for Medical Marijuana Dispensary uses, see UDC section 4.9.9.E.1.f. It is wide enough to be used as a one-way access lane if needed. If the access lane is retained as depicted on the DP a full four foot wide sidewalk adjacent to the building is required. The APC containers will have to be relocated in order to have a continuous sidewalk. If the access lane will not be constructed provide barriers to keep vehicles from accessing the area. (The access lane width requirements are as follows; min. 10' travel lane, four foot wide sidewalk, 2 foot setback from property line, 16 foot total width.


2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

COMMENT: Please review the bicycle parking requirements for this use. The calculation used is for a Offsite Cultivation location, this is a MM Dispensary only. Use the ratio for "Retail Trade Uses Less Than 50,000 sq. ft. GFA". Revise the bicycle parking calculation as required.


2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

16. COMMENT: Clarify if the overall height is based on a pitched design with an all-around exterior wall height of 12 feet? Include a copy of the building elevations with the next submittal of the DP.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

17. COMMENT: Truncated domes are not required on site. They are only required on the public streets. The truncated domes can be removed from the on-site ramps or can remain if the owner/developer requests them.

Label the Cross and Longitudinal slopes for the onsite sidewalks.

Curb cuts or openings should be provided to allow for drainage into landscaped areas to maximize rain water harvesting. Curb opening in northwest corner of project site should direct water into landscaped areas prior to discharging off site. Per City of Tucson Unified Development Code (UDC) section 7.6.6.C.2, grading, hydrology and landscape plans must be integrated to make maximum use of storm water runoff.

**********HOW TO PREPARE YOUR RESUBMITTAL**********
A properly completed response letter is a critical component of a plan resubmittal. The response letter should be completed by the individual or firm who makes the appropriate corrections to the plans.
Plans are reviewed by one or more reviewers at Development Services.
When a reviewer 'denies' a particular review, the needed corrections are identified (see link to comments above). A properly completed Response Letter will identify each review that was 'denied' and individually provide detailed comments on how the plans were modified - for each correction listed under 'Corrections Required'.

IMPORTANT: A comprehensive Response Letter allows the reviewers to limit their re-review to just the corrections required, i.e. the reviewer should not need to review the entire set of plans again. The comprehensive Response Letter, along with the corrected plans, is the most effective action that can be taken toward getting your plans reviewed and approved on the resubmittal, and in the shortest time possible.
