Thank you for the opportunity to comment on DP18-0009, Autozone Store 6865 / 1st Submittal; a development package application for an approximately 1.09 acre site, located northwest of the intersection of East Hemisphere Loop and East Valencia Road. The proposed land use is commercial, developing into an automobile parts store.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following conditions of approval, as noted below. These conditions should be identified in the general notes of the approved development plan.

Conditions of approval:

"According to the FAA Notice Criteria Tool, this project is located in proximity to a navigation facility and could impact navigation signal reception. The applicant shall file Form 7460 with the FAA at least 45 days before construction activities begin for the project. Any cranes which are used must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp"

"That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The content of such documents shall be according to the form and instructions provided."

The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Please record the Avigation Easement with the Pima County Recorder's Office. COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is January 11, 2019.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.3.0 FORMAT REQUIREMENTS


2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet.
2-06.3.8 - The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet.

1. COMMENT: Provide a location map in the upper right corner drawn at a scale of 3 inches equals one mile. See additional comments blow related to the information that must be provided in the location map.


2-06.3.10 - A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

2. COMMENT: Add a legend on the cover sheet as noted by the standard above.


2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

3. COMMENT: Incorporate the landscape / irrigation sheets with the civil sheets. The DP includes a total of 14 sheets as noted in the sheet index on the cover sheet. Re-number the landscape / irrigation sheets to correspond to the sheet numbers listed in the sheet index.

Also, it appears that there are only 16 sheets total instead of 14 as noted in the sheet index. Revise the sheet index accordingly with the correct number of total sheets.


CONTENT REQUIREMENTS

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

4. COMMENT: List on the cover sheet the email addresses for all registrants and the owner/developer.

2-06.4.2 - The title block shall include the following information and be provided on each sheet:


2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

5. COMMENT: As noted in comment 3 above, the landscape and irrigati9on sheets need to be re-number to match the sheet index on the cover sheet. (The total number of sheets is 13 based on the sheets submitted for review.)

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

6. COMMENT: Provide the development package case number, DP18-0009, adjacent to the title block on each sheet.

2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information.
2-06.4.4.A - Show the subject property approximately centered within the one square mile area;
2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and,
2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

7. COMMENT: Revise the location map to include the information as noted by the four standards above. Also, see redlines on the cover sheet for location map boundaries and required map info.


2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes


2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

8. COMMENT: Revise General Note 2 as follows; Proposed Use: "Retail Trade Use Group - General Merchandise Sales Excluding Large Retail Establishment" Subject to UDC Section 4.9.13.Q. Remove any annotation that references the Land Use Code or LUC. The current zoning code is the Unified Development Code (UDC).


2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.a - Floor area for each building;

9. COMMENT: Remove General note 7 that references Floor Area Ratio. The FAR has been removed in the UDC and no longer applies to this use.


2-06.4.8 - Existing Site Conditions

The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

10. COMMENT: Draw the information along the north and west boundaries within 50 feet as noted by the standard above. A development adjacent to the west boundary of this development is also proposed. (The two developments will share an access drive with an entrance from Valencia Road.) A portion of the adjacent development shall be ghosted in as reference similar what has been depicted along the eastern boundary of this development.


2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

11. COMMENT: Label the recording information for the easements depicted on the site plan.


2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

12. COMMENT: Label the width from the existing face of curb to the property line. Label Valencia Road and Hemisphere Loop as Public. Label the Recordation data for both streets shown on the site plan.


2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.


2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

13. COMMENT: Label the zoning classifications adjacent to the subject site and including across Valencia Road. The zoning is I-1 all around the subject site including the subject site.


2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information.

14. COMMENT: This project is not being phased but it needs to be clear when the main entrance from Valencia will be constructed. Clarify by response and if necessary on the site plan sheets if the 24-foot driveway is to be constructed under this development.


2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

15. COMMENT: Draw and label the SVT's as noted by the standard above. Contact the PDSD Engineering reviewer if you have any questions about the SVT's.


2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

16. COMMENT: It appears that access to the eastern parcel is proposed with this development. Clarify if there is an existing cross access agreement between the existing parcel and this development. Provide a copy of the recorded document and annotate the cross access and recordation on the site plan sheet.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

17. COMMENT: Include in the detail sheet 3, a dimensioned detail drawing of the standard vehicle parking space as noted by the standard above. The plan includes two different sized standard parking spaces. Label the location of the wheel stop in front of the parking spaces. Wheel stops must be provided at all parking spaces when adjacent to the any landscape buffer and the vehicle will overhang onto the landscape areas.

Label the height of the accessible sign as 7 feet from the top of sidewalk on the detail 12 of the details sheet. See redlines on sheet two.


2-06.4.9.H.5.c - Show all loading zones, vehicle maneuverability fully dimensioned, and access route. Provide as a note the number of loading spaces required, the number provided, whether the loading space is a Type A or B as provided in UDC Section 7.5.4.

18. COMMENT: Draw and label the size of the proposed loading zone and demonstrate maneuverability in and out of the loading zone area.


2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

19. COMMENT: Include a fully dimensioned detail drawing of the specific location and facilities that demonstrates compliance with Section 7.4.9. A detail of the proposed long term bicycle facility must also be added on the details sheet.


2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

20. COMMENT: Consult with The City of Tucson Transportation Department to verify if the current location of the curb and sidewalk are also future location. If the future curb and sidewalk are to be constructed closer to the property line, add the information as noted by the standard above.


2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

21. COMMENT: Label the building setback based on the current back of curb location to the building wall facing Valencia Road.


2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

22. COMMENT: Dimension the area around the bicycle parking facilities to assure there is sufficient pedestrian access.


2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to the Sign Code, Chapter 3 of the Tucson Code, is required.

23. COMMENT: It cannot be verified if location of the proposed monument sign will affect visibility through the required SVT. Double check with PDSD engineering for the SVT requirement.

4.1 Identification and Descriptive Data
A. All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
B. The landscape plan will contain the following identification in the lower right corner of each sheet:
Any relevant case number for reviews or modifications that affect the site, Include Annexation case number and any conditions related to landscape and how condition are met on the landscape plan.
Street Landscape Borders
Minimum Width
Street landscape borders must be a minimum of ten feet wide as measured from the street property line. There is a note regarding 30' industrial buffer?
Vegetative Ground Cover
Fifty percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover. The required ground coverage must be achieved within two years from the date of planting.
Vegetation used to meet the screening standards is not included in the ground cover calculation as provided in Section 5-01.5.3, Calculation of Plant Growth Coverage.
Located on Site
Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Obtain permission for landscaping in public Right of Way.
Use of the Public Right-of-Way
Nonrequired landscaping may be placed in the public right-of-way, if the following standards are met:
1. The landscaping is approved by the City Engineer or designee and complies with the City Engineer's standards on construction, irrigation, location, and plant type;
2. All vegetation complies with the standards of Section 7.6.4, Landscaping Standards; and,
3. The landscaping does not interfere with the use of the sidewalk.
Calculations
" Square footage of the vehicular use area; number of parking spaces, including the required and provided parking space calculations; and the calculation of the required number of canopy trees;
" Length and width of landscape borders and landscape transition borders and number of canopy trees per length; and,
" Square footage of all landscaped borders and calculation of the percentage of vegetative coverage, when applicable
7.6.5. SCREENING STANDARDS
When Required
Screening for individual land uses and zones must be provided as determined in Table 7.6.4-1 and in addition to the required landscape borders. Screening is not required between similar uses in accordance with Table 7.6.4-1. Identify all screening elements.
Plant Cover/Dust Control
All disturbed, grubbed, graded, or bladed areas not otherwise improved must be landscaped, reseeded, or treated with a layer of inorganic or organic ground cover to help reduce dust pollution.
1. Ground surfaces in planting beds, planters, medians, or tree understory within a landscaped area that are not covered with shrubs, accent plants, vines, ground cover, or other vegetation from the Arizona Department of Water Resource's Low Water Use/Drought Tolerant Plant List must be treated with an inorganic ground cover. Indicate treatment for all landscap areas.

5.11 Conflicts with Utilities and Solar Access
Trees and shrubs must be selected and located so that, at maturity, they do not interfere with existing on-site or off-site utility service lines or utility easements. Verify that landscaping is not interfering with utilities indicated on plans.
7.7. NATIVE PLANT PRESERVATION

All new development proposed in the City of Tucson shall comply with the standards of this section. Provide NPP plan or application for exception.
